Curfew imposed on Nablus, Tulkarm, Ramallah, Hebron, and 9 r.c.s. including Jabaliya. Largest demonstration held in Rahat in the Negev, where 22-yr.-old Bedouin killed by police 2/27. Other Countries: Canadian diplomats for first time meet with PLO representatives at UN [NYT 3/31].

Occupied Palestine/Israel: In Tulkarm soldiers shoot, kill 17-year-old Palestinian. In al-Jib 22-year-old Palestinian is shot, killed by Israeli troops. In Jabalya camp soldiers open fire, kill 24-year-old Palestinian [FBIS 4/3]. In Salfit 20-year-old Palestinian is shot, killed by Israeli troops. In Hebron at least 6 Palestinians are shot by Israeli troops. In Bayt Ummar 7 Palestinians are shot. At least 30 other Palestinians are wounded in O.T. [FJ 4/3]. IDF destroys the homes of 4 Palestinians in Gaza and demolishes part of a 5th house [FBIS 4/3]. Arab World: Arab FMs meeting in Tunis warn US of unspecified retaliation if its embassy moved to Jerusalem; fail to agree on proposed reform of voting procedure and establishment of pan-Arab Court of Justice.

Other Countries: Chrmn. Arafat and Pres. Mubarak meet while attending Guinean Pres. Sekou Toure's funeral in Conakry. US formally ends participation in Lebanon MNF. Sweden's FM Schori criticizes Israeli policy in West Bank and Latin America during official 3-day visit to Tel Aviv. Lebanon's PM al-Wazzan tells US amb. Bartholomew that US shares responsibility for IDF repression in South because of its "unlimited military and political support for Israel."

Military Action:

IDF artillery fired at Syrian positions in Bekaa after Syrian tractor fortifying positions reportedly crosses cease-fire line. 

Casualties:

IDF releases Jibsheet's Sheikh Rageb Harb, whose arrest on March 18 prompted strikes and demonstrations; ICRC tells IDF that Lebanese in Sidon are threatening Palestinian refugees in camps and villages; Austrian special envoy leaves Damascus to report to Chancellor Kreisky on status of negotiations for PLO-Israel prisoner exchange.

Military Action:

Bazooka attack on IDF patrol near Tyre; small arms fire at IDF patrol west of Ansar camp.

Casualties:

1 IDF soldier wounded in Tyre attack; Lebanese court rules in favor of owner of land on which Mieh Mieh refugee camp was established, says government must either evacuate refugees within 6 months or pay $90,000 plus annual rent; International Red Cross says 57 non-Arab PLO guerrillas, mostly Turks, are under its supervision in South Lebanon.

Political Responses:

Israel/ Occupied Territories: 15 Israeli Arabs, some described as Communist activists, arrested in anticipation of tomorrow's Land Day activities; tires burned outside village of Taiba, large numbers of police and border guards respond; left-wing Labor Party members call on soldiers not to wear IDF Lebanon war ribbon; curfews in jenin and Nablus.

Palestinians/ Lebanese: Arafat travels to Bahrain and Kuwait for talks; Lebanese officials reject latest Israeli security demands, give Habib letter outlining their position to take back to Washington.
