PA Pres. Mahmud Abbas says in an interview with al-Arabiya TV that he and Hamas leader Khalid Mishal are in agreement about the need for a peaceful intifada. Pres. Abbas says that PA security forces in the West Bank are arresting Palestinians who smuggle weapons from Israel. Meanwhile, in an example of such a raid, Hamas says that PA security forces arrested 8 members of their organization in the West Bank. (JP, MNA 2/23)

Jewish settlers shoot 2 Palestinians in Kusra village in the northern West Bank, leaving one in serious condition. Clashes began when settlers entered village land. Meanwhile, Jewish settlers from Susiya nr. Hebron attack Palestinian farmers. When Israeli soldiers arrive, they declare the area a closed military zone and arrest 2 Palestinians. In the West Bank, the IDF patrols in 2 villages nr. Jenin, and 1 village each nr. Jericho, and Qalqilya. At night, the IDF patrols 1 village nr. Ramallah and conducts house searches and arrest raids in 1 village nr. Qalqilya. West of Yatta nr. Hebron, Israeli soldiers violently disperse Palestinian and international activists protesting settlement expansion, causing no serious injuries. A Hamas suicide bomber detonates a device on a bus outside French Hill settlement in East Jerusalem, killing 6 Jewish settlers, 1 West Bank Palestinian laborer, wounding 12 settlers; as rescue workers arrive at the scene, a 2d Hamas suicide bomber detonates a device in the area, killing only himself. (Reports indicate that the 2 bombers today and the 1 yesterday were friends fr. Hebron, possibly mbrs. of the same soccer team.) The IDF expels Mahmud al-Safuri, brother of detained Islamic Jihad military cmdr. Haj ‘Ali al-Safuri, fr. Jenin to Gaza for 2 yrs. for allegedly aiding his brother in staging attacks; this is the first such forced transfer since 9/4/02. Israel resumes attacks on PA targets, with F-16s dropping bombs on a PSF post in Gaza, injuring 18 Palestinians. Under the force of continued Palestinian demonstrations, PSF pulls back fr. Shaykh Yasin's house. The NIHC ultimately brokers an informal agmt. btwn. Hamas and the PA under which Yasin agrees to observe a "voluntary house arrest," leaving only to go attend prayer services at a nearby mosque. Sharon claims PA is not making a serious effort to arrest wanted Palestinians. In Gaza, Palestinians fire 6 mortars at 2 Jewish settlements and toss grenades at an IDF post, causing no injuries. The IDF returns fire killing 1 Palestinian; a 2d Palestinian dies of a heart attack at an IDF checkpoint when soldiers refuse him passage to a hospital. A Palestinian woman gives birth at an IDF checkpoint when soldier refuse to let her ambulance pass. Fatah stages a pro-Arafat rally in Gaza, but only 1,000 Palestinians take part. Egyptian FM Ahmad Maher meets with Sharon, Arafat in a new cease-fire effort, presses Israel to relax its demand for a 7-day quiet period. Instead, Sharon hands Maher a list of demands to transmit to Arafat. U.S. envoy Zinni, still in the region, also meets with Arafat today. Palestinians fire mortars at 2 Gaza settlements, causing no damage. Jewish settlers attempt to set up a new enclave nr. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. Troops also bar a Palestinian woman in labor from crossing a checkpoint to reach Jericho hospital 40 m. away; after she gives birth, the soldiers allow her to walk through the crossing with her newborn. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause. In Ramallah, reps of the nationalist and Islamist groups give PLO Exec. Comm. secy.
