In the Gaza Strip, Israeli authorities detain a Palestinian businessman as he is passing through the Erez border crossing. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” protest camp over the last few days, IDF troops raid the camp and pass along a 24-hour evacuation notice, demolishing the camp for a 5th time late at night. IDF troops raid the home of a deceased Palestinian in Hebron, confiscating NIS 50,000 (around $13,000) and issuing a summons to his father. The man was killed in a firefight with Israeli soldiers on 9/22 after he and 2 others kidnapped and killed 3 Israeli settler teenagers in 6/2014. Israeli forces raze 30 dunams of land nr. Bethlehem, preparing the area for the expansion of nearby Efrat settlement. The IDF conducts arrest raids and house searches nr. Hebron, Jenin, and Bethlehem; patrols nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, Israeli forces demolish a home in Silwan, displacing 14 Palestinians; deliver 3 demolition orders to families in Silwan. They also arrest a Palestinian at the Shu‘fat checkpoint. PA Pres. Abbas meets with the Swedish PM Stefan Lofven in Stockholm, then inaugurates a new Palestinian embassy. Lofven announces a new aid program that will see 1.5 b. kronor (around $180 m.) spent on projects that help fight corruption, promote gender equality and human rights under the PA. Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. The IDF drops flyers over Khan Yunis warning residents to stay away fr. the 300-m. no-go zone. IDF troops manning the observation towers on the Israeli side of the Erez crossing fire warning shots at Palestinians and international activists marching toward the border to protest Israel’s imposition of a no-go zone; no casualties are reported. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. The Gaza-based Palestinian Center for Human Rights reports that Gaza’s Hamas-run Interior Min. has started requiring Palestinians wishing to exit Gaza to obtain an exit permit from the ministry’s new Office of Travel Registration, with Hamas-affiliated police already enforcing the order on Palestinians exiting through the Erez crossing, but notably not at the Rafah crossing. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Hebron (in 1 case severely beating several family members and allegedly stealing money and gold from 1 family). Jewish settlers fr. Efrat nr. IDF troops on the Gaza border e. of al-Bureij r.c. fire on Hamas mbrs. along the border fence, killing 1 Hamas mbr., then fire on Palestinians who attempt to evacuate his body, wounding 2 civilians; fatally shoot an unarmed Palestinian who strays nr. the border fence nr. Bayt Hanun. The IDF also sends tanks, armored vehicles, bulldozers into the Erez industrial zone and into Gaza nr. the Kerem Shalom crossing to level land. In the West Bank, the IDF raids, searches a school in Hebron, making no arrests; conducts arrest raids, house searches in al-Arub r.c. and nr. Hebron, Tulkarm. Israel’s Internal Security Min. bans the East Jerusalem–based National Commission Against Social Problems fr. holding its annual mtg. on the grounds that it is affiliated with the PA, which is barred fr. conducting official business in the city. Jewish settlers fr. Efrat and El Azara set fire to a 700-yr.-old mosque in nearby al-Khadir. Jewish settlers place 2 mobile homes on Palestinian land in Bil‘in that the Israeli High Court ruled on 9/4/07 should be returned to the village, attack local Palestinians who attempt to stage a sit-in to block them; Israeli police remove the settlers. In Gaza, Fatah-Hamas clashes continue overnight, leaving at least another 3 Palestinians dead and 30 injured. By morning, the IDF imposes a general curfew across the West Bank, sealing all Palestinian-controlled areas (including the northern villages of Alar, Qabatya, Sa‘ida, al-Til, Yabad, which are considered Islamic Jihad strongholds), cutting off the n. West Bank from the rest of the West Bank, barring all Palestinian private vehicles in the n. West Bank; recommends that Palestinians leave the n. Gaza border area nr. Bayt Hanun; reshuts the Erez, Qarni crossings (opened 10/26). Overnight IDF air strikes on suspected rocket launching sites in n. Gaza damage a bridge but cause no injuries. During the day, the IDF continues mock air raids, sonic booms over Gaza; sends 35 jeeps, Apache helicopters into Jenin to arrest local Islamic Jihad leader ‘Abd al-Halim Izzeddin (a leading moderate in the group), 3 other Islamic Jihad mbrs.; also arrests the father of the 10/26 bomber, 13 suspected Islamic Jihad mbrs. in raids across the n. West Bank in connection with the Hadera bombing; 3 Hamas mbrs. are also arrested. In addition, the IDF clashes with more than 150 radical settler youths while evacuating 5 unauthorized settlement outposts nr. Efrat, Elon Moreh, Keddumim, Kiryat Arba, Worshippers Way in Hebron, leaving 1 IDF soldier hospitalized. Jewish settlers fr. Kiryat Arba harass Palestinians in Hebron. In the evening, the IDF assassinates Islamic Jihad n. Gaza cmdr. Shadi Muhanna, Muhanna deputy Muhammad Qandil, 5 others (including at least 3 bystanders), wounding 19 in an air strike on Muhanna’s car as he drives in Jabaliya r.c. just as evening prayers let out; also conducts several F-16 air strikes on open areas in n. Gaza (in 1 instance possibly targeting Abu Rish Brigades and Hamas positions in the area, but causing no injuries); conducts patrols, arrest raids, house searches in Dura, Jenin town and r.c., and nearby Kefar Rai. Nr. Tel Aviv, suicide bomber kills 5 Israelis, injures 33 in bus bombing, marking 1st attack inside Israel since 1/22. Hamas is suspected. IDF seals Gaza, West Bank. PM Rabin temporarily halts negotiations but vows they will continue; both sides suggest continuing talks outside Israel. PA demands return of part of the Golan to Palestinian control in bid to improve their position in water negotiations with Israel; says Syria gave area to PLO in 1964. Unofficially, Syria disputes this, saying the Arab League gave the area to Syria after the 1948 war, sovereignty was affirmed under 1949 armistice agmt.
