U.S. Secy. of State John Kerry, on his last day in the region, meets with Israeli PM Benjamin Netanyahu to discuss reviving negotiations. Afterward, some sources say that Israel has agreed to silently adopt construction freeze outside of the major settlement blocs, while other Israeli government sources say that Israel has refused to adopt any confidence building measures at all prenegotiations. One anonymous Israeli official says that Netanyahu opposed Kerry’s proposal to resume talks based on initially discussing border and security issues only. (HA, YA 4/11)

A scheduled meeting between Palestinian pres. Mahmud Abbas and PM Salam Fayyad to discuss the latter’s 4/10 resignation is postponed under European and American pressure, according to Palestinian officials. An anonymous U.S. State Department official dismisses the idea that Fayyad is really resigning. (AFP, JP 4/11; HA 4/12)

IDF forces make a brief incursion into Gaza nr. Khan Yunis to level land and clear lines of sight. In the West Bank, the IDF shoots and injures a disabled Palestinian man in Hebron during an arrest operation in the city. The IDF shoots and injures 4 Palestinians with rubbercoated metal bullets in al-Khader nr. Bethlehem during clashes. Jewish settlers from Netzah Binyamin outpost nr. Efrat settlement seriously assault a Palestinian man working on his land in Silwad village, sparking clashes between residents and settlers. IDF forces violently disperse the Palestinians, shooting and injuring 1 Palestinian with rubbercoated metal bullets. Jewish settlers cut down or damage around 100 olive trees and grape vines on Palestinian-owned land nr. Hebron. The IDF patrols in 1 village each nr. Jericho and Ramallah in the morning, 2 villages each nr. Jenin, and Ramallah, and 1 village nr. Salfit in the afternoon, and 2 villages nr. Hebron, and 1 village each nr. In an agmt. reached between Hamas and Egypt, apparently without Israeli knowledge, 85 Palestinians fr. Hamas, Islamic Jihad, and the PRCs stranded in Egypt since the Gaza border was closed on 6/12 are transported in Egyptian busses to the Rafah crossing and allowed entry into Gaza before dawn. The 80 include 2 Reform and Change legislators, a number of suspected Hamas and Islamic Jihad militants, and Palestinian civilians with suspected ties to Hamas whom the PA did not grant permission to return to Gaza with the 6,000 Palestinians allowed reentry last quarter (see Chronology in JPS 145). In Gaza, the IDF sends troops into areas e. of Jabaliya r.c., exchanging fire with Palestinian gunmen who confront them, killing 2 armed Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Jenin. Some 500 Jewish settlers occupy a hill overlooking Road 60 nr. Hebron, barring Palestinian farmers fr. reaching their land. Jewish settlers also occupy sites nr. al-Nabi Yunis Junction in Hebron and nr. Efrat settlement (nr. As the campaign period for the 1/25 Palestinian elections opens, Israeli police in East Jerusalem arrest Independent Palestine candidate Mustafa Barghouthi as he campaigns, releases him after 4 hrs.; detain 7 Fatah candidates campaigning in the city; disperse a Third Way rally led by Palestinian Council (PC) mbr. Hanan Ashrawi (Jerusalem); in 2 separate incidents, bars Central Election Commission (CEC) staff mbrs. fr. crossing a Tulkarm checkpoint to attend an election-related mtg. in nearby Dayr al-Ghusun and the Jordan Valley; blocks the transportation of election campaigning material fr. the West Bank to Gaza; sends troops into Jenin town and r.c. Meanwhile, the IDF opens the new Kerem Shalom commercial crossing on the Egypt-Gaza-Israel border; fatally shoots wanted Palestinian Mustafa Muhammad during an arrest raid nr. Hebron; raids a Palestinian school in Anata n. of Jerusalem, firing rubber bullets, injuring 1 teacher, 1 student and then fires on stone-throwing Palestinians who confront the troops, wounding 8; bulldozes a Palestinian home in Bayt Hanina; conducts arrest raids, house searches in Bethlehem, Jalazun r.c., Jenin town and r.c., Nablus, Qalqilya; dismantles 3 unauthorized settlement outposts nr. Bat Ayin, Efrat, Pdu’el. In response to the 1/2 assassination, Islamic Jihad fires at least 12 rockets at the Negev, the ARB fires a rocket at Sederot, causing no damage or injuries; the IDF responds with artillery fire on 8 roads leading to the n. Gaza no-go zone, causing no injuries. The AMB, ARB claim joint responsibility for detonating an explosive device nr. an IDF bulldozer operating on Jenin r.c., seriously injuring 1 IDF soldier. PA police arrest Gaza AMB leader Ala’ al-Hams for plotting the kidnapping of 3 Britons on 12/28. Jewish settlers fr. Avraham Avino break into, rob, vandalize several Palestinian shops in Hebron.
