Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. At the Palestinian embassy in Cairo, PLO secy.-gen. Erakat announces that the PLO and the Arab League are preparing a proposal for the UNSC to set a deadline on ending the Israeli occupation. (NYT 10/25; HA, TOI 10/26)

Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. Off the coast of the Gaza Strip nr. alSudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, but arresting 2 fishermen. In the West Bank, IDF troops shoot and wound a wanted Fatah activist during a raid in Nablus, then arrest him. The IDF patrols in Tulkarm and the nearby Nur Shams r.c., as well as 1 village nr. U.S. Secy. of State Kerry meets with PLO chief negotiator Erakat and senior PA official Faraj for 2 hours in Washington to discuss the Israeli expropriation of 988 acres of West Bank land, the planned negotiations in Cairo, and other issues. Later, Kerry speaks with Israeli PM Netanyahu over the phone regarding the 8/31 expropriation announcement. (AFP, AJ, YA 9/3)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. In East Jerusalem, Israeli forces and municipal officials enter Silwan to hand demolition notices to the owners of 2 apartment buildings where 19 Palestinians live. (MNA 8/21; HA 8/22; PCHR 8/28)

There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and 1 nearby village, and 1 village nr. Jenin; patrols in Qalqilya and 1 nearby village, and in 1 village nr. Hebron in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron, 1 village nr. Tulkarm and in Jenin at night. In East Jerusalem, Israeli forces violently disperse dozens of Palestinians planting trees on their land in Anata that had been confiscated, causing no serious injuries. (MNA 3/9; PCHR 3/13)

Palestinian chief negotiator Saeb Erakat says that the U.S. gave a commitment that Israel will release 30 Palestinian prisoners, as planned, on 3/29. Erekat speaks on his return from Washington, where he says that ideas were discussed with U.S. Special Envoy Martin Indyk. Erakat also emphasizes that the Palestinians will not take any unilateral action at the UN for the duration of the 9-mo. schedule for talks, which ends 4/29. Meanwhile in Cairo, Arab League FMs meet and release a statement endorsing PA Pres. Abbas’s rejection of the Israeli demand for recognition as a Jewish state. Speaking to Israeli media, PM Netanyahu says that should both sides accept a U.S.-proposed set of principles for the continuation of talks, negotiations would last at least another year. EU foreign affairs chief Catherine Ashton, on a visit to Tehran, says that reaching a longterm nuclear deal with Iran would be “difficult and challenging,” remarks made at a press conference alongside Iranian FM Zarif. Ashton is in Iran for a 2-day visit, the 1st by an EU foreign affairs chief since 2008.

At a conference in Sderot, Israeli FM Avigdor Lieberman declares that a peace deal with the Palestinians is impossible in the foreseeable future. He also claims that ties with the U.S. are “deteriorating,” and that Israel must “seek other allies with common interests.” Dep. FM Ze’ev Elkin, speaking in Moscow on a trip for talks with Pres. Vladimir Putin, subsequently tries to downplay his boss’ remarks, affirming that “there is no one who can take the place of the Americans.” Meanwhile, senior Palestinian official Nabil Shaath says that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh will remain on a temporary basis until a new team can be formed. Negotiations between Iran and the P5+1 group of powers resume in Geneva, with hopes of reaching an interim accord on confidence-building steps. Optimism is expressed publicly by the likes of Britain’s Foreign Secy. William Hague, and Russian FM Sergey Lavrov. Iran’s Supreme Leader Ayatollah Ali Khamenei delivers a speech in Tehran, in which he says that Iran will not retreat “one iota” from its nuclear rights but says that his country seeks friendly relations with the U.S. Also in his speech, Khamenei describes Israel as “a rabid dog,” which provokes an angry response from Israeli PM Netanyahu who is in Russia to appeal for tougher terms in a nuclear agreement with Iran. Israel’s “David’s Sling” missile defense system, co-developed with the U.S. and designed to protect the country from potential attack by Syrian and Hizballah-held missiles, passes a 2nd live test. Israeli defense officials say that the system could be deployed in 2014, a year ahead of the Israeli Air Force’s official deadline. (HA, REU 11/20)

A suicide car bomb attack kills 11 Egyptian soldiers nr. al-Arish in the Sinai Peninsula, wounding 37. Separately, a grenade attack on a checkpoint in Cairo injures 4 policemen. Meanwhile, Egyptian authorities close the Rafah crossing with Gaza due to a technical fault with the terminal’s computers. (AP, MNA, REU 11/20)

U.S. Secy. of State Kerry calls on the UNSC not to waste any more time in moving to approve the plan for removing Syria’s chemical weapons. Earlier, Russian pres. Putin says that his country has “every reason” to believe that the chemical weapons attack in Damascus was carried out by the rebels as a “provocation.” (AP 9/19)

Gunmen shoot dead an Egyptian police maj.-gen. and wound 9 other policemen and soldiers in clashes on the outskirts of Cairo, after state forces try to arrest suspects involved in the killing of police officers. (AP, REU 9/19)

Following a successful evening of talks, U.S. Secy. of State John Kerry holds a press conference in Washington, flanked by Tzipi Livni and Saeb Erakat, and announces the official resumption of peace negotiations (see document D2 in JPS 169 for more). Kerry praises the 2 sides for their engagement and leadership, and announces that there will be a further round of talks within the next 2 weeks. Egyptians security forces kill an estimated 80 people in attacks on supporters of the Muslim Brotherhood in Cairo, the 2d mass killing of demonstrators in 3 weeks. U.S. Secy. of State John Kerry speaks to senior members of the interim cabinet to express “deep concern.” Meanwhile, Egyptian media report that the armed forces are starting an operation to combat armed militants in the Sinai. U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. Millions of demonstrators take to the streets across Egypt on a planned day of protest against the govt. of Pres. Mohamed Morsi. As night falls, violent clashes break out between opponents and supporters of Morsi, resulting in 4 deaths. Assailants storm the Cairo headquarters of the Muslim Brotherhood, setting it on fire. PA senior negotiation officials Saeb Erekat and Mohammed Eshtaya arrive in Washington D.C. to update the Obama admin. about the PA’s current position on talks with Israel. They are expected to discuss conditions for a resumption of talks—settlement construction freeze and prisoner release— with U.S. Secy. of State John Kerry. The PA officials will also ask Pres. Palestinian journalists hold a sit-in protest outside the Ofer detention center as an Israeli military court hears the cases of detained Palestinian journalist Amir Abu Arafah and cartoonist Muhammad Sabanah. Israeli forces violently disperse the protesters, causing no serious injuries. In the West Bank, Jewish settlers from Esh Kodesh settlement outpost vandalize cars in Qusra village nr. Nablus. In a separate incident in the same village, the IDF demolishes an electricity grid in Qusra village nr. Nablus, provoking clashes with local residents. Hamas Minister of Economy Alaa Rafati says that Egypt’s crackdown on cross-border tunnels will fail if no alternative methods for importing produce are presented. Rafati says that the authorities in Gaza have told Cairo a number of times that an official commercial route should be opened along the border. (MNA 2/20)

Abbas briefs Arab League FMs in Cairo on the Ross-Hale visit. The FMs say that they strongly prefer that the Palestinians seek observer-state status via the UNGA rather than full memberstate status via the UNSC so as to avoid a serious confrontation with the U.S., but that they will support whatever he decides to do. Palestinian chief negotiator Erakat says (9/13) that the Palestinians are waiting to hear new proposals being drafted by EU foreign policy chief Catherine Ashton and Quartet envoy Blair before deciding.
