Several hundred right-wing Israelis gather at the illegal Amona settlement outpost nr. Ramallah, anticipating the outpost’s evacuation, which was ordered to take place by 12/25. They stay in camps at the outpost through the night. Elsewhere in the West Bank, Israeli settlers demolish a Palestinian home under construction nr. Nablus overnight. IDF troops arrest 4 Palestinians and issue 2 arrest summons during raids in Jenin and nr. Hebron and Ramallah, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli police arrest a Palestinian in Bayt Hanina after finding weapons in his car. Palestinian and Western officials say that the PA is planning a senior-level delegation to the U.S. next week, led by Palestine Liberation Organization (PLO) secy.-gen. Saeb Erakat, to discuss bilateral relations and push for U.S. support for a Palestinian-backed UNSC res. condemning Israel’s settlements. (HA, JP, MNA 12/10)

The Egyptian authorities open the Rafah border crossing for the 1st of 3 days, allowing passage in both directions. (MNA, WAFA 12/10; OCHA 12/15)

PLO chief negotiator Saeb Erakat reveals that the PA is in consultations with Arab countries and others over the text of a draft resolution requesting the UNGA accept Palestine as a non-member state. Erakat reiterates that the UN bid is intended to complement rather than harm the peace process. Reports indicate that the U.S. government is lobbying European countries to oppose the Palestinian initiative on the basis that it would be counterproductive and lead to negative consequences, such as sanctions, for the PA. Unidentified Palestinians fire a rocket from the Gaza Strip into s. Israel, causing no damage or injuries. In East Jerusalem, the IDF conducts house searches in Ras al-Amud neighborhood after clashes with local Palestinian youths; troops fire tear gas during the searches, moderately injuring a Palestinian woman. In the West Bank, the IDF patrols in 2 villages nr. Jenin and Hebron in the morning, 1 village nr. Jenin in the afternoon, and 2 villages nr. Qalqilya at night. Palestinian citizens of Israel hold protests across Israel, including a 2,000- strong march in Sakhnin, to mark the 12th anniversary of the killing of 13 Arabs by Israeli police during demonstrations in solidarity with the 2d intifada then underway. (AFP 10/1)

Freedom Theater director and former AMB commander Zakaria Zubeidi is freed from PA prison after having been charged in connection to a 1/5/12 attack that resulted in the death of former Jenin governor Qaddura Musa from a heart attack (see QU in JPS 164). (MNA 1/10)

Syrian state television attacks Hamas leader Khalid Mishal, accusing him of ‘‘selling out’’’ and being ungrateful for Syria’s years of patronage. Hamas closed its headquarters in Damascus earlier in 2012 after refusing to support the regime’s attacks on Syrian protesters and the opposition. (NYT 10/2)

In Amman, Palestinian and Israeli negotiators meet for the 4th time. Molcho and Erakat clash, when Molcho, without advanced notice, brings a military expert to the talks to lay out security concerns that Israel wants the Palestinians to address in amending their initial security and borders proposals. Erakat balks, stating that the sides are not at the stage of negotiating and Israel was attempting to ambush the Palestinian side. The Palestinian team for the 1st time complains publicly that Israel has not offered its comprehensive position papers on borders and security as requested by the Quartet. Israeli officials say the 3-mo. period for them to produce detailed papers only began running with the 1st meeting on 1/3, and they therefore have until 4/3. The Quartet does not comment. Overnight, unidentified Palestinians fire 3 mortars fr. Gaza into Israel, causing no damage or injuries. Early in the morning, Israeli warplanes make 2 air strikes on a group of armed Palestinians nr. al-Shuka in s. Gaza, causing no serous injuries. A smuggling tunnel on the Rafah border collapses, injuring 2 Palestinians. In the West Bank, the IDF conducts synchronized morning patrols in 2 villages n. of Ramallah; raids a community center in Hebron, arresting 1 Palestinian involved in organizing local settlement protests; patrols in 1 village nr. Hamas issues an official statement confirming rumors (see 1/17) that Mishal is not seeking another term as head of Hamas’s politburo in upcoming internal elections, though some officials suggest that he may be asked to stay on and might agree if this would be seen as an endorsement of his more pragmatic style of leadership. Jordan announces that Israel and the Palestinians have agreed to send their chief negotiators to Jordan on 1/3 to meet with Quartet officials. Though the parties stress that the meeting will not be a formal negotiating session, it will mark the 1st time the negotiators have met since 9/2010. The Quartet hopes that Palestinian chief negotiator Saeb Erakat and Netanyahu’s personal emissary Yitzhak Molcho will present their positions on security and borders and agree on the agenda for future direct talks, technically relaunching negotiations by the Quartet’s selfimposed 1/26/12 deadline (see QU in JPS 162 for background). Erakat says the Palestinian demand for a settlement freeze still stands and that the Palestinians have agreed to attend out of respect for Jordan. (HA 1/1; NYT, WP, WT 1/2)

Israeli munitions fired into Gaza during OCL. The IDF conducts morning patrols in 3 villages northwest of Jenin (firing rubber-coated steel bullets at stonethrowing youths in 1 instance, causing no serious injuries); conducts synchronized afternoon patrols in 2 villages nr. Ramallah; conducts evening patrols in 2 villages nr. Ramallah (firing rubbercoated steel bullets at stone-throwing youths in 1 instance, causing no serious injuries), and 1 each nr. Jericho and Salfit; conducts late-night patrols in Jericho, Birzeit, 2 villages nr. Ramallah, and 1 village nr. Tulkarm; conducts late-night arrest raids, house searches nr. Hebron, Jenin, Nablus. Abbas briefs Arab League FMs in Cairo on the Ross-Hale visit. The FMs say that they strongly prefer that the Palestinians seek observer-state status via the UNGA rather than full memberstate status via the UNSC so as to avoid a serious confrontation with the U.S., but that they will support whatever he decides to do. Palestinian chief negotiator Erakat says (9/13) that the Palestinians are waiting to hear new proposals being drafted by EU foreign policy chief Catherine Ashton and Quartet envoy Blair before deciding. Jewish settlers set fire to 2 Palestinian cars and vandalize a Palestinian home in Burqa village nr. Ramallah. Jewish settlers fr. Karme Tzur nr. Hebron uproot 160 grape arbors on nearby Palestinian land. Jewish settlers fr. Gil’ad settlement nr. Al-Jazeera and Britain’s Guardian newspaper release a set of documents written by Palestinian officials (the “Palestine Papers”) that they claim constitutes “the confidential record of 10 years of efforts to seek a peace agreement with Israel.” The more than 1,600 pages of documents dating from 1999 to 2010 are mostly from the PLO Negotiation Affairs Dept. (PLONAD) and its successor body, the Negotiations Support Unit (NSU), headed by chief negotiator Saeb Erakat, and include memos, emails, maps, minutes from private meetings, accounts of high-level exchanges, strategy papers, and Power Point presentations. The papers apparently were leaked to al-Jazeera by several PLONAD/NSU staff. Timed with the release, al-Jazeera begins a 4-night series (1/23–26) of hour-long programs to discuss the contents of the leaked material thematically: Jerusalem and settlements, refugees and right of return, PA security coordination with Israel, and the negotiations process. In the West Bank, the IDF opens fire at a car driving quickly toward a checkpoint nr. Hebron, wounding 2 unarmed Palestinians; conducts daytime incursions into 2 villages nr. Qalqilya searching shops and questioning Palestinians; conducts latenight arrest raids, house searches nr. Bethlehem and Qalqilya. Israeli border police for unknown reasons enter Haris village nr. Salfit, beating several Palestinians and firing on 1 man who attempts to flee, wounding a bystander. Jewish settlers fr. Carmiel settlement nr. Hebron attack Palestinian shepherds grazing sheep nearby and 2 Italian human rights activists protecting them; the IDF intervenes to arrest the 2 Italians. Jewish settlers fr. Ma’on settlement nr. Hebron attack a Palestinian family living nr. the settlement, shooting dead a sheep and a dog, attacking cattle, and threatening to shoot 2 children. (PCHR 1/27; OCHA 1/28)

The PA deploys a new 500-mbr. policing unit in Tulkarm, similar to the recently deployed Nablus unit (see Quarterly Update in JPS 146), as part of Abbas’s efforts to expand security control in the West Bank in keeping with the road map. The new unit immediately erects checkpoints around Tulkarm to search for unlicensed guns, stolen vehicles. The Israeli Housing Min. issues bids for construction of 307 new housing units in the Jewish settlement of Har Homa in East Jerusalem that would complete a ring of settlements around Jerusalem, making the division of Jerusalem all but impossible. PA senior negotiator Saeb Erakat sends an urgent message to Rice asking her to intervene to halt the settlement expansion, arguing that it is illegal and undermines efforts made at Annapolis. The UN reports that most public gas stations in Gaza are now closed because of Israeli fuel restrictions. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. and nr. Overnight, the IDF fatally shoots 2 Islamic Jihad mbrs. who allegedly attempted to attack an IDF patrol in central Gaza. During the day, the IDF halts Operation Eastern Step outside Gaza City; demolishes 5 Palestinian homes in Walaja nr. Bethlehem, begins bulldozing land for a new road; fires on residential areas of Jenin town and r.c.; conducts arrest raids, house searches nr. Hebron and Ramallah, and in Bayt Hanun, Bayt Jala, Bayt Lahiya, Jericho, Tulkarm r.c. and town. The PRCs fire 2 Nasir 3 rockets fr. n. Gaza toward Sederot, 1 lands inside Gaza, the other inside Israel; neither causes damage or injuries. Hamas fires 3 mortars at Nisanit, 1 mortar at Aley Sinai, causing no damage or injuries. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire.
