In the West Bank, IDF troops shoot and injure a Palestinian during a raid in c. Nablus. Less than an hour later, they shoot and injure a Palestinian photojournalist attempting to cover the story. The IDF also conducts raids in a village nr. Jenin, confiscating property and arresting 2 Palestinians; patrols in 2 villages nr. Jericho and 1 nr. Hebron. Israeli chief negotiator, Dep. PM Shalom meets with PLO secy.-gen. Erakat for “trustbuilding” talks in Amman. They present initial proposals for restarting peace negotiations. The meeting will be 1st reported on 7/26. (MNA, TOI 7/26; HA, MNA 7/28)

Israel’s Civil Admin. grants permits for the construction of 1,065 new residences in various settlements around the West Bank, including infrastructure developments that will connect 296 residences to utilities in the Beit El settlement. (HA, TOI, YA 7/22; PCN 7/23; MNA 7/24)

UNRWA issues an urgent appeal for contributions, reaffirming that it is running at a budget deficit of around $100 m. and that if it does not receive sufficient pledges, UNRWA schools will be forced to close throughout the Middle East. (AFP, UNRWA 7/23)

In the West Bank, the IDF bulldozes 4 houses and 4 barracks nr. Jericho. The IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning and in 1 village nr. Hebron at night. Palestinian pres. Mahmud Abbas says that he wants to return to direct talks with the Israelis as soon as possible, speaking at a news conference in Ramallah with Maldivian pres. Mohammed Waheed Hassan. However, senior PA officials Hussein al-Sheikh, minister for civilian affairs, and chief negotiator Saeb Erakat warn that failure to recommence negotiations will mean Palestinians returning to international bodies to prosecute Israel, or even dismantling the PA itself. An anonymous senior Israeli official is quoted in Ha’Aretz as saying that Abbas has given U.S. Secy. of State John Kerry 2 more weeks to formulate a specific proposal. Overnight, the IDF fatally shoots 2 Islamic Jihad mbrs. who allegedly attempted to attack an IDF patrol in central Gaza. During the day, the IDF halts Operation Eastern Step outside Gaza City; demolishes 5 Palestinian homes in Walaja nr. Bethlehem, begins bulldozing land for a new road; fires on residential areas of Jenin town and r.c.; conducts arrest raids, house searches nr. Hebron and Ramallah, and in Bayt Hanun, Bayt Jala, Bayt Lahiya, Jericho, Tulkarm r.c. and town. The PRCs fire 2 Nasir 3 rockets fr. n. Gaza toward Sederot, 1 lands inside Gaza, the other inside Israel; neither causes damage or injuries. Hamas fires 3 mortars at Nisanit, 1 mortar at Aley Sinai, causing no damage or injuries. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire.
