For a 4th day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in Tulkarm, Salfit, Bethlehem, at Huwwara checkpoint near Nablus, al-‘Arub refugee camp near Hebron, and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, Gaza City, al-Bureij refugee camp, and Rafah; at least 24 Palestinians are injured and 8 are arrested. Meanwhile, Israeli forces confiscate Palestinian agricultural equipment near Nablus. IDF troops arrest 21 Palestinians during late-night raids near Ramallah, Jenin, Bethlehem, Nablus, and Salfit; and patrol near Hebron throughout the day. Palestinians throw rocks at Israeli settler cars near Jerusalem, lightly injuring 1 minor. In East Jerusalem, Israeli forces uproot a number of trees in a cemetery outside the Old City and arrest a Palestinian attempting to stop them. Along Gaza’s border, IDF troops open fire on Palestinian lands near Jabaliya refugee camp, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya late at night, causing no damage or injuries. In West Jerusalem, Israeli police arrest a Palestinian youth after he allegedly stabs and injures 1 of them at the Central Bus Station. They later uncover a message the alleged attacker posted on Facebook indicating that he was motivated, at least in part, by the 12/6 U.S. recognition of Jerusalem as Israel’s capital. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. The 2 sides neglect to set a new deadline, and the future of the reconciliation process is therefore unclear. (AFP, TOI 12/10)

In the Gaza Strip, Israeli forces open fire on Palestinians collecting scrap metal close to the border fence nr. Bayt Hanun, wounding 1. In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998. Speaking to mourners by telephone, Hamas leader Khalid Mish‘al affirms that the organization’s “path is resistance and the rifle,” and that Palestinians were in need of a joint, unified strategy to secure the “liberation of our lands and holy sites.” (AFP, JP, MEMO, MNA, REU 4/30)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, while separately, Israeli forces fire 2 missiles that land close to the Egypt border fence, causing no injuries. Separately, off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, Jewish settlers attack a school in Burim village nr. Nablus. The settlers, along with IDF troops, subsequently clash with Palestinians, leaving 6 villagers injured. Separately, a Molotov cocktail is thrown at a settler’s car in the same area. The IDF conducts house searches and arrest raids in Dahaysha r.c. in Bethlehem and Al-‘Ubaydiyya village nr. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. In the West Bank, the IDF opens fire on Palestinians in 1 village nr. Jenin and arrests 2 wounded civilians. The IDF also patrols in 2 villages nr. Jericho and 3 villages nr. Ramallah in the morning, and in al-‘Arub r.c. nr. Hebron, Jericho, and 4 villages nr. Hebron, 2 nr. Tulkarm, and 1 nr. Ramallah at night. Jewish settlers from Ma’ale Ephraim settlement nr. Various Palestinian officials close to Pres. Abbas tell the Associated Press that there are plans to encourage the international isolation of Israel should Israeli PM Netanyahu win reelection and the peace process remain stalled. Options being considered include war crimes charges, urging sanctions, and ending security cooperation in the West Bank. Fatah official Nabil Shaath tells Palestinian news agency Ma‘an that the PA will further develop a strategy of boycott and civil disobedience in 2013. In response to these reports, the Israeli Foreign Ministry says that Abbas seeks to ‘‘incite a confrontation with Israel no matter what.’’ (AP, MNA 12/20; YA 12/21)

The EU’s foreign policy chief Catherine Ashton releases a statement expressing strong opposition to Israel’s ‘‘unprecedented expansion of settlements around Jerusalem.’’ Meanwhile, South Africa’s governing party, the African National Congress, votes at its annual conference to support the Palestinians’ Boycott, Divestment, and Sanctions (BDS) campaign. Human Rights Watch says that the IDF’s attacks on the media in the Gaza Strip during Operation Pillar of Defense that killed 2 and injured 10 media personnel violated the laws of war. (AP 12/20)

Israeli newspaper Ha’Aretz reports that the state has informed the High Court of Justice that the IDF will reduce the amount of time Palestinian minors can be held before they are brought before a judge. (HA 12/20)

An anonymous Israeli government official says that Israel and Egypt are continuing discussions behind the scenes in Cairo, intended to further ease restrictions on the Gaza Strip and to prevent a rearming of Hamas. (JP 12/21) I

srael’s UN amb. Ron Prosor submits a letter to the Security Council complaining that Hizballah has rearmed with tens of thousands of missiles, in violation of a UN arms embargo. (REU 12/20)

In Athens, Israel, the PA hold their 1st public high-level talks since Sharon took office. Israeli FM Peres, PA Planning M Shaath, PA Local Government M Saeb Erakat discuss the Jordanian-Egyptian nonpaper, agree to resume security talks. Peres reiterates Sharon's position that negotiations cannot resume until all Palestinian violence ceases but does not reject the nonpaper outright. When the PA team returns to Gaza, IDF troops fire on their convoy as it passes through the Erez crossing, injuring 2 bodyguards. The PA says the IDF attempted to assassinate the security chiefs; the IDF says troops thought they were being shot at fr. the convoy, "acted appropriately." Meanwhile, Israeli-Palestinian clashes continue. Palestinians fire homemade mortars at Netzarim settlement, causing no damage. In return, the IDF fires mortars at a PSF post in Gaza. The IDF also directs heavy machine gun fire at Palestinian residential areas of al-Mughraga. Nr. Hebron, a tank overturns, killing 5 IDF soldiers, injuring 1. The IDF bulldozes 4 more Palestinian homes in Anata; 4 in Hebron; 3 homes, a warehouse, an animal pen in Jinin; 1 home in Bethlehem. In Gaza, Jewish settlers fr.
