In Gaza, 3 Palestinians were killed, including 1 child, and many were injured, raising the comprehensive death toll since 5/10 from 216 to 219, including 63 children and 2 pregnant women. The casualties included: 1 in an air strike a house south of Gaza City; 1 of a heart attack during heavy bombardment of Rafah; and 1 Palestinian infant succumbed to her wounds sustained on 5/11 during an air strike on Gaza City that killed her father, mother, and sister. In Israel, Israeli police shot and seriously injured 1 Palestinian-Israeli minor who was sitting in a car with friends in Umm al-Fahm. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. Israel also said it had destroyed 7.5 miles of Gaza tunnels overnight. 1 drone of unknown origin was shot down by Israeli forces near the northern part of the Israeli-Jordanian border. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. U.S. president Joe Biden joked, when asked by a journalist if he would answer a question about Israel, that she could ask a question if she let him run her over with the Ford F-150 he was sitting in. President Biden was visiting a Ford plant in Dearborn, Michigan. (FOX 5/18)

France called for the UN security council to agree on a resolution calling for a ceasefire. Prime minister Emmanuel Macron made the call after a meeting with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II. (AJ, REU 5/18; AP, HA 5/19)

The EU foreign ministers met to discuss how to help facilitate a ceasefire between Israel and Hamas. Hungary was said to have prevented consensus on a meaningful engagement. Separately, Germany said it would donate $48.9 million in humanitarian aid to Gaza. (AJ, AJ, AP, HA, HA, HA 5/18; ALM 5/19)

An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. They also arrest 13 Palestinians during late-night raids near Ramallah, Hebron, and Nablus; and patrol near Hebron, Bethlehem, Qalqilya, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Bethlehem, Qalqilya, Tulkarm, Qalqilya, and Nablus; 1 Palestinian is injured and there are no reports of serious damage. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Jabaliya refugee camp; 1 fishermen is injured and 3 are arrested. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. A Palestinian prisoner named Aziz Awaisat dies following a drastic deterioration in his health. Awaisat was arrested on 3/8/14 and suffered a severe hemorrhage and heart attack after he was assaulted by Israeli prison guards on 5/2/18. (WAFA 5/20; EI 5/21; WAFA 5/22; PCHR 5/24)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmland near Bayt Hanun, causing no major damage. In the West Bank, IDF troops assault and arrest 4 Palestinians during raids in Nabi Salih near Ramallah and Jenin, arrest 1 Palestinian during a late-night raid near Bethlehem, and patrol near Hebron. In East Jerusalem, dozens of Palestinians gather outside the Old City to protest the Israeli treatment of Awaisat, the Palestinian prisoner who died earlier today. Two PIJ engineers are killed and tens of bystanders are injured in an explosion in Umm al-Nasr village near Bayt Lahiya in northern Gaza. PIJ initially accuses Israel of targeting the engineers with a drone strike. An IDF spokesperson denies any Israeli involvement, and PIJ later says that the explosion was an accident and that the 2 men mishandled explosives. Separately, unidentified parties fire 2 rockets from Gaza toward Israel late at night; 1 falls short of the border and the other lands in an open area in southern Israel, causing no damage or injuries. For a 6th day in a row, Palestinians across the oPt and Israel gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (protests have steadily declined in size since 12/8). IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. An IDF spokesperson later states that the Palestinian was not carrying a knife, but was among a group that was “suspected of an attempt to attack on the border.” Meanwhile, IDF troops arrest a Palestinian youth in central Hebron, allegedly after he is found to be carrying a knife; arrest 34 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Tubas, Jenin, and Tulkarm; and patrol near Tulkarm, Salfit, and Nablus. In East Jerusalem, Israeli forces arrest 19 Palestinians during late-night raids in Issawiyya and Silwan. In the West Bank, Israeli soldiers shoot and seriously injure a Palestinian youth outside the Ariel settlement after she allegedly attempts to stab a soldier. IDF troops conduct raids in a village nr. Ramallah, causing a Palestinian man to suffer a nonfatal heart attack and sparking minor clashes with stone-throwing youths (there are no serious injuries). As the IDF’s general closure of the Hebron district continues, Israeli military activity continues to focus on the area. Israeli soldiers conduct major raids in Bani Na‘im village nr. Hebron, threatening to punitively demolish the home of a family mbr. of the Palestinian who killed an Israeli settler on 6/30. Israeli soldiers also patrol in 4 villages nr. Hebron during the day and maintain many restrictions on Palestinian movement in Hebron and the surrounding district, including the closure of Bani Na‘im. The Israeli police say that non-Muslims will be allowed to visit Haram al-Sharif again after Eid al-Fitr next week. They banned non-Muslims on 6/28 after 3 days of violence at the sanctuary. (JP 7/5)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. Stabbing incidents continue in Jerusalem. In West Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly stabs and moderately injures an Israeli woman nr. the c. bus station. They later raid his Ras al-Amud home. In East Jerusalem, Israeli forces shoot and kill a Palestinian outside a gate to the Old City after he attempts to evade them and ignores their calls, according to PCHR. The wave of violence and Israeli crackdown continues across the West Bank and East Jerusalem. Pursuant to the Israeli security cabinet’s order on 10/13, Israeli forces set up roadblocks and checkpoints around al-Suwana, Wadi al-Juz, Sur al-Bahir, Jabal Mukabir, Issawiyya, and Silwan overnight. They also arrest 20 Palestinians on early morning raids throughout the area. IDF troops injure 13 Palestinians in clashes with protesters throughout the West Bank. They also assault and critically injure a Palestinian man nr. Ramallah after stopping his vehicle to investigate alleged stone-throwing in the area (the man will have a heart attack and die on 10/15). Late at night, the IDF delivers punitive demolition notices to 7 homes around Nablus and Ramallah belonging to Palestinians accused of attacking Israelis in recent mos.; conducts raids and house searches across the West Bank, arresting 14 Palestinians; patrols nr. Nablus, sparking clashes with stone-throwers (1 Palestinian is injured). Israeli settlers set fire to Palestinian agricultural land outside a village nr. Nablus and chase local farmers off with stones and gunfire, seriously injuring 4 Palestinians and 1 international activist. IDF troops arrest 4 settlers after the incident. Following Israel’s security cabinet meeting on 10/13, Public Security Min. Gilad Erdan approves a series of temporary measures aimed at easing restrictions on the acquisition of firearms, stating that “citizens with firearms training are a multiplying force for the police in their fight against terror.” (JP, TOI 10/14; HA, TOI 10/15)

In the Gaza Strip, IDF troops shoot and injure a Palestinian close to the border fence nr. al-Bureij r.c. as he is collecting gravel. In the West Bank, IDF troops shoot and injure 1 Palestinian nr. Hebron while arresting him. Meanwhile, an elderly Palestinian dies of a heart attack during an IDF raid of her home in al-‘Arub r.c. The IDF conducts house searches and arrest raids in 2 villages nr. In the Gaza Strip, Palestinians fire 3 rockets into s. Israel, causing no damage or injuries. IDF troops subsequently launch attacks on 4 targets in s. Gaza, causing no injuries. Separately, a Palestinian in possession of a grenade is arrested by Israeli soldiers after entering Israel through the perimeter fence. In the West Bank, a 17-yearold Palestinian is killed when he steps on a landmine in the n. Jordan Valley. Separately, an elderly Palestinian dies of a heart attack in Haris nr. Salfit during an IDF raid of the village. In al-Bireh, IDF troops clash with residents during a raid, causing no serious injuries. Palestinian prisoner Arafat Jaradat dies in Israel’s Megido prison, following a reported heart attack. Palestinian officials immediately call for an international investigation into the circumstances of his death. (MNA, REU 2/23)

PA Pres. Mahmud Abbas says in an interview with al-Arabiya TV that he and Hamas leader Khalid Mishal are in agreement about the need for a peaceful intifada. Pres. Abbas says that PA security forces in the West Bank are arresting Palestinians who smuggle weapons from Israel. Meanwhile, in an example of such a raid, Hamas says that PA security forces arrested 8 members of their organization in the West Bank. (JP, MNA 2/23)

Jewish settlers shoot 2 Palestinians in Kusra village in the northern West Bank, leaving one in serious condition. Clashes began when settlers entered village land. Meanwhile, Jewish settlers from Susiya nr. Hebron attack Palestinian farmers. When Israeli soldiers arrive, they declare the area a closed military zone and arrest 2 Palestinians. In the West Bank, the IDF patrols in 2 villages nr. Jenin, and 1 village each nr. Jericho, and Qalqilya. At night, the IDF patrols 1 village nr. Ramallah and conducts house searches and arrest raids in 1 village nr. Qalqilya. West of Yatta nr. Hebron, Israeli soldiers violently disperse Palestinian and international activists protesting settlement expansion, causing no serious injuries. Palestinian economic protests continue in the West Bank, with a public transport strike and demonstrations in a number of cities. In Hebron, protesters throw stones at a police station, and Palestinian riot police fire tear gas. (MNA 9/10)

Freedom Theater director and former al-Aqsa Martyrs Brigades (AMB) commander Zakaria Zubeidi begins a hunger strike to protest his detention without charge by the PA since 5/13/12, in connection with the attack on the late Jenin governor Qaddura Musa, who died of a heart attack shortly after the shooting on 5/1/12 (see QU in JPS 164). Israeli naval vessels fire at Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Tulkarm at night; conducts house searches and arrest raids at night in 1 village nr. Salfit and in alNabi Salih village nr. Ramallah, where they fire rubber bullets and tear gas at stone-throwing Palestinians, wounding 1. (PCHR 9/13)

Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits.
