In the West Bank, Israeli settlers threw stones at Palestinian vehicles at a checkpoint near Burqa; 1 Israeli settler was arrested by the Israeli forces, but Israeli police released him shortly after he was handed to them. Israeli settlers also threw stones at 2 Palestinian sisters herding sheep in Kisan. Elsewhere, Israeli settlers raided Sabastia, using pepper spray on Palestinians. Israeli forces demolished parts of 1 Palestinian home and razed 7 dunams (1.7 acres) of land in al-Ramadin. In East Jerusalem, Israeli forces violently dispersed Palestinians, throwing stones and snowballs at Israeli forces in al-Tur; 22 Palestinians were arrested. Israeli forces also shot 1 Palestinian minor with a rubber-coated bullet and arrested him after he allegedly threw a stone at a police car. 1 million doses of Russian-made Sputnik COVID-19 vaccines entered Gaza through the Rafah crossing. The 1 million doses of the Sputnik vaccine were donated by the UAE. The PA health ministry said that about 30% of Gaza’s population is vaccinated against the COVID-19 virus. Almost 2 million doses of COVID-19 vaccines have been delivered to Gaza since the start of the pandemic in early 2020. (HA 1/27)

The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. The Israeli soldiers uncuffed him before leaving him in a cold room, where he was found dead later in the night. (ALM, MEE, NYT 1/26; AP, HA 1/27)

Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. NSO Group told HRW that it is “not aware of any active customer using [its] technology against Human Rights Watch staff member.” Fakih’s work includes monitoring human rights abuses in Syria, Myanmar, Israel, Palestine, Afghanistan, and the U.S. (AJ, ALM, AP, HA, HRW, MEE, MEMO 1/26; WP 1/27)

Axios reported that a cable sent from the Israeli foreign ministry to Israeli embassies told its employees that it was a top priority to delegitimize the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. Lebanon signed a deal to purchase electricity from Jordan via Syria. The deal is expected to give Lebanon 2 hours of additional electricity a day within 2 months. It is expected that the World Bank will finance the deal. (AP, MEMO, REU 1/26)

UK secretary of education Nadhim Zahawi said that protesters chanting “From the river to the sea, Palestine will be free” could face prosecution in the UK, as he views the chant as related to Hamas. In the West Bank, Israeli settlers set up sheds in Dayr Istya. Israeli settlers with military escort vandalized property in Burqin and Israeli forces attacked Palestinians when they tried to fend off the settlers, injuring 2 with rubber-coated bullets. Israeli forces also shot and killed 1 Palestinian child and wounded dozens of others during a protest at a checkpoint in Bil‘in; Israel said that 2 Israeli soldiers were lightly injured. Elsewhere, Israeli forces shot and killed 1 Palestinian in Hebron, saying he was going to attack the soldiers. Israeli forces also violently dispersed Palestinian protesters in Ramallah, killing 2 and injuring 64. Separately, Israeli forces violently dispersed Palestinian protesters in Qalqilya, injuring 12 with live ammunition and 20 with rubber-coated bullets; others suffered tear-gas related injuries. The casualties included: 1 in an air strike a house south of Gaza City; 1 of a heart attack during heavy bombardment of Rafah; and 1 Palestinian infant succumbed to her wounds sustained on 5/11 during an air strike on Gaza City that killed her father, mother, and sister. In Israel, Israeli police shot and seriously injured 1 Palestinian-Israeli minor who was sitting in a car with friends in Umm al-Fahm. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. Israel also said it had destroyed 7.5 miles of Gaza tunnels overnight. 1 drone of unknown origin was shot down by Israeli forces near the northern part of the Israeli-Jordanian border. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. U.S. president Joe Biden joked, when asked by a journalist if he would answer a question about Israel, that she could ask a question if she let him run her over with the Ford F-150 he was sitting in. President Biden was visiting a Ford plant in Dearborn, Michigan. (FOX 5/18)

France called for the UN security council to agree on a resolution calling for a ceasefire. Prime minister Emmanuel Macron made the call after a meeting with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II. (AJ, REU 5/18; AP, HA 5/19)

The EU foreign ministers met to discuss how to help facilitate a ceasefire between Israel and Hamas. Hungary was said to have prevented consensus on a meaningful engagement. Separately, Germany said it would donate $48.9 million in humanitarian aid to Gaza. (AJ, AJ, AP, HA, HA, HA 5/18; ALM 5/19)

The Egyptian presidency said it would give $500 million to help rebuild Gaza. (AJ 5/18)

In the West Bank, Israeli settlers attacked Palestinian herders, forcing them to leave the land where their livestock was grazing. Palestinians threw stones at 1 Israeli settler near Dayr Abu Mash‘al. Israeli forces subsequently raided Dayr Abu Mash‘al, leading to clashes. 2 Palestinians were shot and injured with live ammunition and others suffered tear-gas related injuries; 25 were arrested. 1 Palestinian man died after inhaling tear gas fired at him as he was trying to enter Israel for work near the separation barrier in Far‘un. Israeli forces delivered demolition notices for 2 Palestinian-owned agricultural structures in the Jordan Valley, notified Palestinians in Dayr Istya that it will seize 600 dunams (148 acres) of agricultural land for settlement expansion, and demolished 1 agricultural structure and 1 water tank in al-Khadir. 4 Palestinians were arrested in Biddu and Bayt Ijza. In East Jerusalem, 1 Palestinian minor was arrested in Silwan. In Israel, Israeli police conducted a large-scale raid campaign in the predominantly Palestinian-Israeli city Tur’an, arresting 145 people; Israeli authorities said the raids were conducted to combat a rise in violence in the city. The Israeli attorney general Avichai Mendelblit said that he has closed the investigation of the torture of 1 Palestinian prisoner accused of planting explosives that killed 1 Israeli settler on 8/23/2019 near the Dolev settlement. Israel had been investigating Shin Bet officers who left the accused in critical condition after torturing him until he had a heart attack. Attorney General Mendelblit said his offices lacked evidence to conclude a crime had been committed. (HA 1/24)

The UAE government approved the opening of an Israeli embassy in the UAE as part of the UAE-Israel-U.S. normalization deal. Israel later in the day said it had officially opened its embassy in the UAE at a temporary location in Abu Dhabi. (AJ, AP, HA, HA 1/24; MEE 1/25)

Lebanese cow herders said Israeli forces crossed into Lebanon and seized 7 cows in Wazzani. A spokesperson for the Israeli forces said the 7 cows had crossed the fence between the Israeli-occupied Golan Heights and Lebanon. (HA, REU 1/26)

In the West Bank, Israeli soldiers shoot and seriously injure a Palestinian youth outside the Ariel settlement after she allegedly attempts to stab a soldier. IDF troops conduct raids in a village nr. Ramallah, causing a Palestinian man to suffer a nonfatal heart attack and sparking minor clashes with stone-throwing youths (there are no serious injuries). As the IDF’s general closure of the Hebron district continues, Israeli military activity continues to focus on the area. Israeli soldiers conduct major raids in Bani Na‘im village nr. Hebron, threatening to punitively demolish the home of a family mbr. of the Palestinian who killed an Israeli settler on 6/30. Israeli soldiers also patrol in 4 villages nr. Hebron during the day and maintain many restrictions on Palestinian movement in Hebron and the surrounding district, including the closure of Bani Na‘im. The Israeli police say that non-Muslims will be allowed to visit Haram al-Sharif again after Eid al-Fitr next week. They banned non-Muslims on 6/28 after 3 days of violence at the sanctuary. (JP 7/5)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. PLO chief negotiator Saeb Erakat reveals that the PA is in consultations with Arab countries and others over the text of a draft resolution requesting the UNGA accept Palestine as a non-member state. Erakat reiterates that the UN bid is intended to complement rather than harm the peace process. Reports indicate that the U.S. government is lobbying European countries to oppose the Palestinian initiative on the basis that it would be counterproductive and lead to negative consequences, such as sanctions, for the PA.
