In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Middle East Quartet members met for the 1st time since 2018 to discuss “meaningful negotiations” between Israelis and Palestinians. PA president Mahmoud Abbas welcomed the statement made by the Quartet. (AP, REU 3/23; HA, WAFA 3/24; WAFA 3/26)

The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Israel responds with at least 3 air strikes on Hamas training sites in Dayr al-Balah, Gaza City, and Khan Yunis, causing collateral damage to 6 homes but no reported injuries. In the West Bank, the IDF conducts patrols in Jericho and 3 villages nr. Qalqilya and Tulkarm; conducts late-night arrest raids, house searches in Nabi Salih, arresting an organizer of the weekly demonstrations against the separation wall. Palestinians and international activists demonstrate against construction of settlements and the separation wall at the Qalandia crossing and in Bayt Umar. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (including 2 journalists) and 1 international activist. Jewish settlers fr. Taffuh settlement s. of Nablus attempt to seize Palestinian agricultural lands e. of Salfit but are removed by the IDF. Jewish settlers fr. Karnei Shomron settlement nr. Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. (PRCs; an umbrella group comprising all Gaza factions) fire another 4 mortars into Israel containing white phosphorous scavenged fr. unexploded IDF ordnance (UXO), causing no damage or injuries. Israel files an official complaint with the UN over the serious escalation and retaliates in the evening with 4 air strikes in and around Bani Suhayla village s. of Khan Yunis, targeting and destroying an Islamic Jihad training site, 1 Palestinian home, and an agricultural storehouse, causing heavy collateral damage to another 2d home, and injuring 6 Palestinian civilians (including children ages 2 and 14). Late at night, 2 more air strikes destroy a smuggling tunnel on the Rafah border. Meanwhile, in the morning, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the abandoned settlement sites nr. the border, wounding 1. Late at night, IDF troops make an incursion 1,500 m into al-Shuka in s. Gaza, firing on residential areas to keep Palestinians in their homes, monitoring the area, and withdrawing after 3 hrs.; IDF troops on the s. Gaza border open heavy fire on the demolished Dahaniyya airport site, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam nr. Ramallah. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 5 Palestinians lightly injured (3 by tear gas canisters, 1 by a rubber-coated steel bullet) and 10s suffering tear gas inhalation. Following a dinner in Washington on 11/26, U.S. Pres. George W. Bush opens a 1-day international summit in support of the peace process in Annapolis, MD. Israel, the PLO present a “joint understanding” pledging to resume comprehensive negotiations on 12/12, with the goal of concluding a final status agreement by the end of 2008. Overnight, the IDF sends troops into al-Shuka nr. Rafah, firing on Palestinians who attempt to flee, killing 1 Palestinian, wounding 3, arresting 10. During the day, the IDF makes an air strike on a Hamas training camp nr. Khan Yunis, causing damage but no injuries. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Azun to arrest a wanted Palestinian; troops fire on stone-throwing Palestinians who confront them, wounding 4. In al-Bureij r.c., unidentified assailants detonate a roadside bomb nr. a Hamas-affiliated police patrol, seriously injuring 3 policemen and destroying their vehicle. In Gaza City, an estimated 100,000 Hamas supporters hold a nonviolent protest against the Annapolis summit; around 5,000 Hamas supporters hold a similar nonviolent protest in Dayr al-Balah. In the West Bank, PA police violently disperse (using tear gas, batons, warning shots) 100s of Palestinians attending anti-Annapolis protests sponsored by Hamas and the AMB in Ramallah (causing no serious injuries) and by Hizb al-Tahrir (a small, unarmed pan-Islamic group) in Hebron (killing 1 Hizb al-Tahrir supporter, wounding 3 other Palestinians). The Popular Resistance Committees (PRCs; a Gaza-based umbrella group comprising mbrs. fr. all factions acting independently) send a bulletin to media outlets, vowing to increase rocket attacks on Israel to protest the summit. The IDF demolishes an illegal outpost nr. Kiryat Arba comprising only a makeshift synagogue; the site has been demolished and rebuilt by Jewish settlers on 24 previous occasions. The IDF demolishes 2 Palestinian homes in Anata in Jerusalem, evacuates another 30 bedouin families fr. tents in the area, saying they are too close to the Anatot IDF base and that some land is needed for construction of the separation wall; conducts arrest raids, house searches in Balata r.c. and Nablus, exchanging gunfire with armed Palestinians, wounding 2. An IDF jeep on patrol in Bethlehem accidentally overturns, trapping 4 lightly injured soldiers inside; when 10s of Palestinians surround, throw stones at the jeep, the soldiers fire live ammunition, rubber-coated steel bullets, tear gas at the crowd, injuring 4. The Popular Front for the Liberation of Palestine (PFLP) fires 2 rockets at an IDF post in Gaza, causing no damage or injuries. Jewish settlers fr. Keddumim, guarded by IDF soldiers, bulldoze 30 d. of Palestinian agricultural land for expansion of the settlement. Unidentified gunmen fire on the Bir Nabala home, car of proreform PC mbr.
