The group says that the recent rocket attacks (today and 6/3) are meant to remind Hamas that Israel is the enemy. In response, IAF jets launch air strikes on a vacant Hamas military base in n. Gaza, causing severe damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian and international activists nonviolently commemorating the 48th anniversary of al-Naksa nr. Jerusalem; there are no serious injuries. The IDF also conducts house searches and raids in 2 villages each nr. Hebron and Qalqilya, arresting 4 Palestinians and issuing arrest summons to 3 others; patrols in 2 villages each nr. Ramallah and Tulkarm, and 1 each nr. Hebron, Qalqilya, and Jericho. In East Jerusalem, Israeli forces arrest 3 Palestinians on raids in Issawiyya and the Old City. An Egyptian appeals court overturns a lower court’s 2/28 designation of Hamas as a terrorist organization, following an appeal from the State Litigation Authority. A court official says the previous ruling is thrown out because the lower court did not have the proper jurisdiction. Hamas welcomes the new decision. (AHR, MNA, YA 6/6)

On the 2d day of billionaire Sheldon Adelson’s summit for pro-Israel U.S. megadonors in Las Vegas, a letter is read aloud from Israeli PM Netanyahu announcing that the Israeli govt. will begin expanding its efforts to counter the growing Boycott, Divestment and Sanctions (BDS) movement. The same day, Netanyahu announces that Strategic Affairs Min. Gilad Erdan’s office will receive NIS 100 m. (around $25.4 m.) to escalate its anti-BDS efforts, including hiring 10 new employees to deal solely with “delegitimization” activities worldwide. The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. Israel’s Jerusalem District Planning and Building Comm. approves 1,200 new apartments in Gilo settlement in East Jerusalem. Meanwhile, Israel’s attorney general Yehuda Weinstein rules that there is no reason to prevent the Ariel University Center in the West Bank settlement of the same name from being recognized as an accredited university. In response, DM Barak orders the IDF command to approve the recommendations made by the Council for Higher Education in Judea and Samaria. Hamas’s Gaza leadership calls on factions to halt their fire for 24 hrs. in an effort to restore the truce. Senior Hamas official Mahmud Zahhar appears on Israeli TV to state that Hamas seeks a new cease-fire in exchange for regular food and electricity in Gaza and a halt to IDF operations in the West Bank. On the ground, Palestinians (suspected to be Islamic Jihad, which says it had not agreed to suspend attacks) fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. An unnamed senior Israeli security official states (YA 12/23) that “all of the IDF’s preparations for a military operation are continuing as planned. As far as we are concerned the clock is ticking down on a military operation.” Israel, which maintains a full seal on Gaza, dispatches diplomats to lobby for international support and sympathy for Israel in the face of rocket attacks. Egyptian pres. Husni Mubarak asks Israeli FM Livni to come to Cairo on 12/25 for talks on renewing the truce. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin; conducts arrest raids, house searches in and around Jenin and Nablus, in Dahaysha r.c., nr. Bethlehem, Hebron; burns 70 d. of agricultural land btwn. the separation wall and the Green Line nr. In Ramallah, 7 Palestinians working in the PC building are taken to the hospital with breathing difficulties after opening a suspicious letter addressed to PM Haniyeh; the building is evacuated. Overnight, the IDF destroys the last remaining bridge over the Litani River linking n. and s. Lebanon; this cuts off access to Tyre. The IDF announces a 10:00 P.M. curfew on Tyre, saying that any movement there after dark and any vehicular traffic s. of the Litani River at any time will henceforth be considered Hizballah activity and a legitimate target. As UN mbrs. narrow differences on a cease-fire res., Olmert’s security cabinet discusses speeding up the IDF’s advance to the Litani River, escalating attacks on Lebanon’s civilian infrastructure. During the day, the IDF continues heavy air, artillery strikes on some 150 targets across Lebanon, hitting s. Palestinians fire 4 rockets toward Israel, but all land inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The IDF operates in 20 villages in s. Lebanon, most of them less than 2 mi. inside the border, engaging in intense clashes with Hizballah (particularly in Bint Jubayl, Maroun al-Ras, Marwahin, Rajmin), with Hizballah killing 4 IDF soldiers, wounding 4, destroying at least 4 APCs in Aita al-Sha‘b and Taybeh. The IDF also continues air strikes across Lebanon, including in s. Beirut (hitting houses of senior Hizballah and Hamas mbrs.), Blat, Nabatiyya, Rashaya, Taybeh, in the Biqa‘ Valley, and in the far n. nr. the border with Syria. Overnight, the 48-hr. easing of Israeli air strikes in s. Lebanon passes. IDF steps up ground operations, clashing with Hizballah mbrs. in 11 towns across s. Lebanon concentrated within 2–4 mi. of the border, leaving 1 IDF soldier dead and 9 wounded, mostly in Aita al-Sha‘b. The IDF also lands troops in Baalbek for a 2d day, where they clash with Hizballah, reportedly killing 10 Hizballah mbrs. and 25 Lebanese civilians, capturing 5 Hizballah mbrs. IDF air strikes across Lebanon also escalate, including targeting Lebanese army bases in Sarba (killing 1 Lebanese soldier) and nr. Sidon (killing 3 Lebanese soldiers). The IDF continues its troop build-up on the n. Israel border, artillery strikes and heavy air raids across Lebanon, incursions by small special forces units into the south. In its 1st major ground operation, the IDF sends some 2,000 soldiers, a tank brigade, armor into Maroun al-Ras (a Hizballah stronghold, reportedly largely depopulated since fighting began) on the central s. Lebanese border, stating later that after heavy, close combat, it has taken control of the town and several surrounding villages; at least 3 Hizballah mbrs., as many as 7 IDF soldiers may have been killed, several tanks disabled. Meanwhile, the IDF continues to warn s. Lebanon residents to move northward; Sidon reports some 35,000 displaced Lebanese arriving in the city today; Tyre, the largest s. Lebanese town, reports that only around 5,000 of its 175,000 residents remain. Among the targets hit in IDF air strikes are TV and cell phone transmission towers n. of Beirut (killing at least 1 Lebanese); 2 ICRC ambulances nr. Qana, killing 1 patient and injuring 6 medics, 2 patients; Hizballah targets in Baalbek, s. Beirut, Hermel, Sidon, Tyre. At least 8 Lebanese are killed during the day. Overnight, the IDF launches Operation Summer Rains, sending ground troops into s. Gaza; retaking the Dahaniyya airport area as a base, demolishing 5 Palestinian homes and bulldozing land to improve lines of sight, and blowing up 3 bridges to control movement between the Rafah and Gaza City environs; conducting 7 air strikes on Gaza’s only electricity plant nr. Gaza City and 6 transformer stations, wounding 2 Palestinians, blacking out 45% of the Strip, and leaving Gaza fully dependent on electricity fr. Israel); shelling open areas of s. Gaza; repeatedly breaking the sound barrier over the Strip. The IDF’s elite Givati Brigade deploys outside n. Gaza, prepared to enter if rocket attacks resume. Midafternoon, IDF artillery begins shelling n. Gaza for the 1st time since the 6/9 incident that killed 8 Palestinians. After Palestinians fire 2 rockets into Israel in response (causing no damage or injuries), the IDF warns n. Gaza residents to evacuate the area, with Olmert saying that IDF operations will escalate until Shalit is released. In a warning to Syrian pres. Bashar al-Asad and Hamas’s Damascus-based leadership, the Israeli air force makes overflights of Asad’s residence in Latakia (where he is believed to be staying) and along the Syrian coast. Islamic Jihad announces that it will halt all rocket attacks fr. n. Gaza if Israel pledges to cease targeting its mbrs. Hrs. later, the IDF raids a house in Qabatya, assassinating Islamic Jihad mbrs. Jihad Zakarna and Arshad Abu Zayd, also wounding at least 7 bystanders; Islamic Jihad retaliates by firing at least 2 rockets fr. Gaza into Israel, causing no damage or injuries. The IDF also sets up 2 new artillery positions outside n. and s. Gaza to deter rocket fire; opens the Rafah checkpoint for several hrs. to allow Palestinians making the hajj to leave for Saudi Arabia. Overnight, the IDF conducts air strikes on the home of PRC mbr. ‘Amr Qarmut in Jabaliya r.c. in what may be an assassination attempt (causing damage but no injuries), a Hamas-run school in Gaza City (injuring 23 Palestinians), and a cultural center in Bayt Hanun run by the Popular Front for the Liberation of Palestine (PFLP), causing damage but no injuries; arrests 207 Palestinians (mostly Hamas and Islamic Jihad mbrs., including Hamas political leaders Shaykh Hasan Yusuf and Muhammad Ghazzal) in the largest raids across the West Bank since 2/05. During the day, Sharon says that he has given the IDF “free rein” to act against Palestinians firing rockets. The IDF continues to mass troops on the n. Gaza border, breaks the sound barrier over Gaza roughly every 2 hrs., fires artillery shells fr. Nahal Oz into open areas nr. Bayt Hanun as a warning to Palestinians (marking Israel’s 1st shelling of Gaza since 1967); fires missiles fr. F-16s at a car s. of Gaza City, assassinating senior Islamic Jihad leader Muhammad Shaykh Khalil, Islamic Jihad mbr. Nassir Barhum, wounding 4 bystanders. In the evening, Hamas agrees to stop rocket attacks immediately. Later, an IDF helicopter gunship strikes 3 targets in Khan Yunis, including the homes of senior AMB mbrs. Today’s Independent (9/25) reports that a new book by 2 prominent Israeli journalists, Ofer Shelah and Raviv Druker, states that “at a conference of officers as early as May 2001, Shaul Mofaz, now defense minister and then chief of staff, asked for the tape to be switched off before telling them that he wanted a ‘price’ exacted from the Palestinians of 10 killed a day on each of the army’s seven fronts.” The book also reports that after 6 IDF soldiers were killed in an ambush in 3/02, “Mofaz personally ordered a revenge operation in which for the first time [sic—see “Overview of Israeli Military Operations,” Resource File Doc. A, JPS 134] Palestinian police officers would be shot, whether they posed a threat or not.” (Independent 9/25)
