For a 7th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. Meanwhile, IDF troops violently detain 2 Palestinian youths inside an ambulance in Halhul; arrest 3 Palestinians during late-night raids in Hebron and near Ramallah; and patrol in and around Hebron, Tulkarm, and Qalqilya. Israeli settlers throw stones at Palestinian students outside a school in Burin village near Nablus, sparking minor clashes; there are no serious injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya and Abu Dis. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. In Gaza, Sarayat al-Shaykh Umar Hadid fire a Katyusha 130 rocket into Israel and it lands nr. Ashqelon, causing no serious damage or injuries. The group says that the recent rocket attacks (today and 6/3) are meant to remind Hamas that Israel is the enemy. In response, IAF jets launch air strikes on a vacant Hamas military base in n. Gaza, causing severe damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian and international activists nonviolently commemorating the 48th anniversary of al-Naksa nr. Jerusalem; there are no serious injuries. The IDF also conducts house searches and raids in 2 villages each nr. Hebron and Qalqilya, arresting 4 Palestinians and issuing arrest summons to 3 others; patrols in 2 villages each nr. Ramallah and Tulkarm, and 1 each nr. Hebron, Qalqilya, and Jericho. In East Jerusalem, Israeli forces arrest 3 Palestinians on raids in Issawiyya and the Old City. An Egyptian appeals court overturns a lower court’s 2/28 designation of Hamas as a terrorist organization, following an appeal from the State Litigation Authority. A court official says the previous ruling is thrown out because the lower court did not have the proper jurisdiction. Hamas welcomes the new decision. (AHR, MNA, YA 6/6)

On the 2d day of billionaire Sheldon Adelson’s summit for pro-Israel U.S. megadonors in Las Vegas, a letter is read aloud from Israeli PM Netanyahu announcing that the Israeli govt. will begin expanding its efforts to counter the growing Boycott, Divestment and Sanctions (BDS) movement. The same day, Netanyahu announces that Strategic Affairs Min. Gilad Erdan’s office will receive NIS 100 m. (around $25.4 m.) to escalate its anti-BDS efforts, including hiring 10 new employees to deal solely with “delegitimization” activities worldwide. The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. Hamas’s Gaza leadership calls on factions to halt their fire for 24 hrs. in an effort to restore the truce. Senior Hamas official Mahmud Zahhar appears on Israeli TV to state that Hamas seeks a new cease-fire in exchange for regular food and electricity in Gaza and a halt to IDF operations in the West Bank. On the ground, Palestinians (suspected to be Islamic Jihad, which says it had not agreed to suspend attacks) fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. An unnamed senior Israeli security official states (YA 12/23) that “all of the IDF’s preparations for a military operation are continuing as planned. As far as we are concerned the clock is ticking down on a military operation.” Israel, which maintains a full seal on Gaza, dispatches diplomats to lobby for international support and sympathy for Israel in the face of rocket attacks. Egyptian pres. Husni Mubarak asks Israeli FM Livni to come to Cairo on 12/25 for talks on renewing the truce. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. In Gaza, the IDF continues operations in Abasan, directing tank fire at residential areas, killing 1 Palestinian woman inside her home, wounding a man, bulldozing 120 d. of agricultural land; makes an air strike on a car driving in Bayt Lahiya, killing 3 Hamas mbrs. (‘Adil al-Maqusi, Muhammad al-Taluli, Rasim Zhahir) allegedly en route to fire rockets into Israel, wounding 1 bystander; makes an air strike on a car in Gaza City, assassinating Fatah Mujahiddin Brigades mbr. Raja’i al-Labban, wounding a 2d Fatah mbr.; makes a late-night air strike on Rafah destroying a Palestinian home (after warning residents to leave), severely damaging 5 others, cutting power to some areas; conducts arrest raids in Wadi al-Silqa. Late in the evening, Palestinians fire 3 rockets fr. Gaza into Sederot, lightly injuring 3 Israelis. Nablus, fighting with IDF soldiers who disperse them using tear gas, water cannons, stun grenades, rubber-coated steel bullets. Jewish settlers fr. Ramat Yishai stone a Palestinian home in Hebron. Jewish settlers nr. Ramallah prevent Palestinians fr. reaching their olive groves; Israeli border police intervene to disperse the settlers. Overnight and throughout the day, Hamas mbrs. angered over the assassination of a local leader on 10/12 engage in fierce clashes with Fatah mbrs. in Bayt Lahiya, leaving a 14-yr.-old Palestinian dead, around 50 Palestinians injured. Overnight, the IDF launches ground operations in al-Shuka, using helicopters, drones, and some 50 tanks, armored vehicles, bulldozers; seals off Dahaniyya airport, the eastern entrance to Rafah, the main north–south Gaza highway; makes heavy air and artillery strikes on residential areas throughout the day, with Palestinian militants retaliating with antitank and light weapons fire, leaving 2 Hamas mbrs., 2 Islamic Jihad mbrs., 1 PA security officer, 5 bystanders dead and more than 30 Palestinians wounded (including at least 8 militants, 18 civilians). Palestinians fire 4 rockets toward Israel, but all land inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The IDF operates in 20 villages in s. Lebanon, most of them less than 2 mi. inside the border, engaging in intense clashes with Hizballah (particularly in Bint Jubayl, Maroun al-Ras, Marwahin, Rajmin), with Hizballah killing 4 IDF soldiers, wounding 4, destroying at least 4 APCs in Aita al-Sha‘b and Taybeh. The IDF also continues air strikes across Lebanon, including in s. Beirut (hitting houses of senior Hizballah and Hamas mbrs.), Blat, Nabatiyya, Rashaya, Taybeh, in the Biqa‘ Valley, and in the far n. nr. the border with Syria. Hizballah fires around 180 rockets into n. Israel, killing 5 Israeli civilians in Acre and 3 bedouin in Tarshiha nr. Overnight, the IDF launches Operation Summer Rains, sending ground troops into s. Gaza; retaking the Dahaniyya airport area as a base, demolishing 5 Palestinian homes and bulldozing land to improve lines of sight, and blowing up 3 bridges to control movement between the Rafah and Gaza City environs; conducting 7 air strikes on Gaza’s only electricity plant nr. Gaza City and 6 transformer stations, wounding 2 Palestinians, blacking out 45% of the Strip, and leaving Gaza fully dependent on electricity fr. Israel); shelling open areas of s. Gaza; repeatedly breaking the sound barrier over the Strip. The IDF’s elite Givati Brigade deploys outside n. Gaza, prepared to enter if rocket attacks resume. Midafternoon, IDF artillery begins shelling n. Gaza for the 1st time since the 6/9 incident that killed 8 Palestinians. After Palestinians fire 2 rockets into Israel in response (causing no damage or injuries), the IDF warns n. Gaza residents to evacuate the area, with Olmert saying that IDF operations will escalate until Shalit is released. In a warning to Syrian pres. Bashar al-Asad and Hamas’s Damascus-based leadership, the Israeli air force makes overflights of Asad’s residence in Latakia (where he is believed to be staying) and along the Syrian coast. Meanwhile, Palestinians fire 6 more rockets toward Israel, but all land inside Gaza, causing no damage or injuries. The AMB says it has kidnapped a 62-yr.-old Israeli man fr. Rishon Letzion, inside Israel, who has been missing since 6/26; issues a statement threatening to target Israeli embassies abroad. In the West Bank, the IDF patrols in Iktaba nr. Tulkarm; raids a Fatah office in al-Bireh, confiscating computers, arresting 3 Palestinians; conducts arrest raids, house searches in Tulkarm, nr. Hebron. In Khan Yunis, 2 Palestinian children are killed when they accidentally detonate unexploded IDF ordnance. Overnight, the IDF conducts air strikes on the home of PRC mbr. ‘Amr Qarmut in Jabaliya r.c. in what may be an assassination attempt (causing damage but no injuries), a Hamas-run school in Gaza City (injuring 23 Palestinians), and a cultural center in Bayt Hanun run by the Popular Front for the Liberation of Palestine (PFLP), causing damage but no injuries; arrests 207 Palestinians (mostly Hamas and Islamic Jihad mbrs., including Hamas political leaders Shaykh Hasan Yusuf and Muhammad Ghazzal) in the largest raids across the West Bank since 2/05. During the day, Sharon says that he has given the IDF “free rein” to act against Palestinians firing rockets. The IDF continues to mass troops on the n. Gaza border, breaks the sound barrier over Gaza roughly every 2 hrs., fires artillery shells fr. Nahal Oz into open areas nr. Bayt Hanun as a warning to Palestinians (marking Israel’s 1st shelling of Gaza since 1967); fires missiles fr. In the evening, Hamas agrees to stop rocket attacks immediately. Later, an IDF helicopter gunship strikes 3 targets in Khan Yunis, including the homes of senior AMB mbrs. Today’s Independent (9/25) reports that a new book by 2 prominent Israeli journalists, Ofer Shelah and Raviv Druker, states that “at a conference of officers as early as May 2001, Shaul Mofaz, now defense minister and then chief of staff, asked for the tape to be switched off before telling them that he wanted a ‘price’ exacted from the Palestinians of 10 killed a day on each of the army’s seven fronts.” The book also reports that after 6 IDF soldiers were killed in an ambush in 3/02, “Mofaz personally ordered a revenge operation in which for the first time [sic—see “Overview of Israeli Military Operations,” Resource File Doc. A, JPS 134] Palestinian police officers would be shot, whether they posed a threat or not.” (Independent 9/25)
