Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near al-Bureij refugee camp, Jabaliya refugee camp, Rafah, Gaza City, and Khan Yunis; 1 Palestinian is killed and at least 100 are injured. The Palestinian killed today was a paramedic named Razan al-Najjar. She was reportedly shot as she was treating wounded protesters. Her death brings the death toll stemming from the Great March of Return to 115. In East Jerusalem, approximately 250,000 Palestinians pray at Haram al-Sharif, marking the third Friday of Ramadan. In the West Bank, IDF troops issue arrest summons to 2 Palestinians during a raid in Hebron, and patrol near Tulkarm and Hebron. (EI, NYT, WAFA, YA 6/1; MNA 6/2; PCHR 6/7)

At the UNSC, the U.S. vetoes a Kuwait-backed draft resolution condemning Israel’s use of force against Palestinian civilians at recent protests along Gaza’s border fence. “The terrorist group Hamas bears primary responsibility for the awful living conditions in Gaza,” says U.S. ambassador to the UN Nikki Haley, explaining the veto. In the Gaza Strip, IDF troops e. of al-Bureij arrest 3 Palestinians as they attempt to cross the border fence into Israel. Late at night, Israeli soldiers stationed nr. Jabaliya open fire on a group of stone-throwing Palestinians, injuring 5. Off the n. coast of Gaza, Israeli naval forces open fire on several Palestinian fishing boats, causing damage but no injuries. Meanwhile, the union of hospital sanitation workers suspends its strike after PA ministers agree to pay the salaries of 750 mbrs. who had not received full wages since 6/2. Overnight, 1 Palestinian is killed and 4 are injured in an explosion at a Hamas military facility in s. Gaza. In the West Bank, IDF troops clash with around 30 stonethrowing Palestinians nr. Nablus, lightly injuring 1 with rubber-coated metal bullets. Israeli soldiers also assault and arrest 1 Palestinian at a checkpoint nr. Jenin. The IDF conducts house searches and arrest raids nr. Jenin and Hebron; patrols nr. Hebron and Tubas. Dozens of Israeli settlers clash with Palestinians nr. Burin village, s. of Nablus, after the settlers cut down an electricity line that leads to a Palestinian home. In East Jerusalem, municipal officials accompanied by security forces deliver 11 demolition orders to residences in Silwan. Elsewhere, 140 right-wing Jewish activists enter Haram al-Sharif, sparking verbal confrontations with Palestinian worshippers. Israeli forces detain 3 Palestinian photographers during the incident. Reps. of the major Palestinian political parties meet in Gaza and discuss a 5-point initiative jointly presented by the PFLP and Islamic Jihad to kick-start the national reconciliation process. Meanwhile, 1,000s of supporters of Mohammad Dahlan, the exiled former PA and Fatah official, gather in a Hamas-approved demonstration as a corruption trial against him opens in the West Bank. Pres. Abbas orders several Fatah officials to be fired from the PA for helping organize the demonstration. (AHR, AP, MEMO, MNA 12/18; FT 2/4)

The U.S. announces that it will oppose the proposed UNSC res. submitted by the Palestinians on 12/17. Meanwhile, a senior Palestinian official says that the Palestinian res. lacks the support of 9 mbrs. of the UNSC, which would be required for the res. to pass, and is vulnerable to a veto by a permanent mbr. state. The IDF makes a major air strike on Bureij r.c. in Gaza, destroying 1 building and damaging 8 nearby houses and a poultry farm, injuring 1 child. The IDF also makes 4 air strikes on an Islamic Jihad training site nr. Khan Yunis, causing no injuries. In the West Bank, the IDF patrols in a village nr. Tulkarm. In the West Bank, Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam nr. Ramallah, and nr. Beit Romano settlement in Hebron. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 7 Palestinians (including 1 child); 3 international activists and 1 Israeli journalist are arrested. Fatah cancels its call for a “day of rage” against the 2/18 U.S. veto, fearing that turnout would reflect support for Hamas (see 2/19). (PCHR 3/3; OCHA 3/4)

Saying the Fatah-Hamas split has “gone on too long and should not continue,” PA PM Salam Fayyad offers to form an interim national unity govt. with Hamas and not to interfere with Hamas’s rule in Gaza in the run-up to elections, if it agrees to take part in presidential and legislative elections in 9/2011. Elements within Fatah denounce the move. Hamas responds with skepticism. (AP, HA 2/21)

In the West Bank, the IDF conducts daytime patrols in and around Jenin and in villages nr. Qalqilya and Tulkarm; conducts evening and late-night patrols nr. Qalqilya and Salfit. Jewish settlers uproot 270 olive trees fr. 2 Palestinian plots nr. Nablus. In Ramallah, some 3,000 Palestinians organized by Fatah protest the 2/18 U.S. veto, waving banners and shouting slogans against the Obama administration. (MNA, WP 2/21; PCHR 2/24; OCHA 2/25)

In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. IDF troops on the n. Gaza border shell an alleged rocket-launching site w. of Bayt Lahiya in n. Gaza, injuring 2 Palestinian children (ages 4, 17) and damaging a house. IDF troops on the s. Gaza border direct heavy machine gun fire towards residential areas of Abasan, wounding 1 Palestinian inside his home. The Israeli navy fires on Palestinian fishing boats off the n. Gaza coast, causing no reported injuries. In the West Bank, the IDF raids, searches a store in Yatta nr. Hebron, arresting the owner and confiscating a computer; chases and detains 17 Palestinian children who throw stones at an IDF post outside al-Arub r.c. nr. Hebron, questioning and releasing 12, arresting 5; conducts late-night arrest raids, house searches nr. Jenin. The IDF also demolishes a Palestinian home in East Jerusalem, displacing a family of 7. Jewish settlers fr. Itamar nr. Nablus seize an area of Palestinian land and begin leveling work for construction of a new settler-only bypass road. Jewish settlers angry over the removal of an IDF roadblock nr. Hebron demonstrate, block Palestinian traffic. Israel’s Housing min. issues tenders for construction of 286 new settlement housing units in Beitar Ilit nr. Bethlehem. Israel, Syria, Turkey announce that Israel and Syria have been holding “serious and continuous” indirect peace talks through Turkish mediators since 2/07; high-level Israeli and Syrian negotiating teams are in Istanbul taking part in a preliminary round of indirect negotiations. Lebanese political figures holding national unity talks in Doha formally announce that they have reached a comprehensive agmt. ending their 18-mo. political standoff and paving the way for Gen. Michel Suleiman’s election as pres, including agmts. on redistricting Beirut, an electoral law, and allotment of cabinet seats that will give Hizballah veto power over major decisions. Overnight and during the day, the IDF sends additional troops into Gaza’s coastal area nr. al-Khuza, sparking clashes with AMB and Hamas gunmen, fatally shooting 3 Hamas mbrs., wounding 2 armed Palestinians, 2 civilians (including a 12-yr.-old boy), bulldozing areas of agricultural land, destroying electricity, water, phone networks in the area. Also in Gaza, the IDF fires on residential areas of al-Shuka, wounding 1 Palestinian; makes an air strike destroying a workshop in Gaza City. In the West Bank, the IDF sends undercover units in a car with Palestinian plates into Jenin r.c. to arrest a wanted Islamic Jihad mbr.; conducts arrest raids, house searches in and around Jenin and Nablus, in Hebron. Hizballah leader Hasan Nasrallah says that he will rally large public demonstrations if Lebanese PM Fuad Siniora’s government does not agree to form a new unity government giving Hizballah control of 30% of the 24 cabinet seats, giving Hizballah veto power over any major government decision. (Hizballah made the demands after 2 national polls suggested that a unity government would have the support of about 70% of the population.) Nasrallah also says that “serious negotiations” are under way for the release of 2 captured IDF soldiers. (WP, WT 11/2)

Danny Rothschild initial early empowerment accord in Cairo giving PNA control of education, health, welfare, taxes, tourism; ability to amend related laws subject to Israeli veto. All schools to be turned over by 8/29, other responsibilities by 9/12, provided financing is confirmed at mtg. of donor countries in Paris 9/9. Arafat asks for immediate $9.5 m. for running schools.
