Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The Knesset House Committee hears legal arguments on the motion to expel MK Ofer Cassif from the parliament over his support for the South African genocide case against Israel. 85 MKs have said they support expelling Cassif. Austria and Romania announce they are suspending funding for UNRWA, becoming the 11th and 12th countries to do so since 1/26. Pakistan calls the suspensions of UNRWA funding “unjustifiable.” 20 human rights organizations, including Oxfam and Save the Children, issue a statement expressing “concern and outrage” over the funding suspensions. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. PA ambassador to the UN Riyad Mansour calls the measures against Israel “historic.” South Africa calls the ruling a “decisive victory.” Israeli prime minister Benjamin Netanyahu instructs his ministers not to comment on the ICJ decision and calls the ruling “outrageous.” The U.S. State Department says the ICJ did not “make a finding about genocide” despite the court specifically saying that it is continuing its trial of Israel on charges of genocide. Meanwhile, Israeli forces issue stop-work orders for 3 agricultural structures in Khallet al-Farn in the Masafer Yatta area. In Gaza, mobile phone services are cut off again after they were partially restored on 1/19, internet services have been cut off since 1/12. U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The U.S. launched a new patrol mission in the Red Sea to counter Yemeni attacks on commercial ships. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks.
