In the West Bank, Israeli settlers shoot and kill a Palestinian man during a raid in Aqraba. Israeli settlers also seize 20 residential structures from Palestinians who were displaced in November 2023 in al-Ma’ajat near Jericho. Israeli forces shoot and kill a Palestinian man near Beit Fajjar, claiming he shot and injured 2 Israeli soldiers. Israeli forces arrest 4 Palestinians in and around ‘Azzun, Kafr Thulth, and Hebron. In East Jerusalem, more than 50 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 93 people, including 30 people involved in securing the safe passage of aid to Gaza City at the Kuwait Roundabout in Gaza City, 27 people in a building in Nuseirat refugee camp, and the director of police investigations in northern Gaza Raed al-Banna. Israeli forces continue the siege of al-Shifa Hospital after raiding it on 3/18 and bombing adjacent buildings, killing at least 20 people and arresting 150 during the raid. An Israeli soldier is killed in combat. In Lebanon, Hezbollah forces fire missiles at Israeli forces in al-Tayhat Hill and al-Malikiyah, injuring 2. More than 31,819 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,934 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 428 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,482 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 147 trucks carrying aid enter Gaza. Mossad director David Barnea leaves ceasefire negotiations Doha to brief the Israeli war cabinet, while the rest of the Israeli delegation remains for continued talks. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. The PA issues a statement saying Israel has quietly begun its attack on Rafah by systematically destroying the city. (AJ, AP, WAFA 3/19)

The UN high commissioner for human rights Volker Turk says Israeli restrictions on humanitarian aid for Gaza may be war crime as it could amount to a starvation tactic. (AJ, AJ, HA, NYT, WAFA 3/19)

Canadian foreign minister Melanie Joly says Canada will implement the parliamentary resolution from 3/18 and cease further arms exports to Israel. Israeli foreign minister Israel Katz says “[h]istory will judge Canada’s current action harshly.” (AJ, HA, HA, WAFA 3/19; AJ, REU, WAFA 3/20)

Reuters reports that U.S. congressional leaders and the White House have agreed to continue blocking UNRWA funding until March 2025 as part of a deal to secure a spending bill. U.S. State Department spokesperson Vedant Patel tells reporters that the U.S. has “not yet seen conclusive evidence indicating that Israel is using starvation as a weapon in the Gaza war.” (AJ, WAFA 3/19; AJ, NYT 3/20; AJ, HA 3/21)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, the IDF opens fire on Palestinians who threw stones at a routine patrol in al-Khadir village nr. Bethlehem, wounding an 11-year-old with a rubber-coated metal bullet. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village each nr. Jenin, Qalqilya and Tulkarm in the morning, in 2 villages nr. Qalqilya, 2 villages nr. Tulkarm, and in 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, and Tulkarm and 1 village nearby at night. In East Jerusalem, Israeli security forces clash with Palestinians in the Abu Dis and Eizariya neighborhoods while conducting arrest raids, detaining 29. Meanwhile, in Israel, security forces demolish 11 structures and tents in Attir and 3 homes in Beer al-Mashash, 2 Bedouin villages in the Negev. Israel’s Housing Ministry releases a tender for the construction of 300 new homes in Ramot, a settlement in East Jerusalem, and also confirms a decision to sell 797 housing units in Moradot Gilo, another East Jerusalem settlement. A U.S. State Dept. spokesperson describes the move as “counterproductive,” while Palestinian chief negotiator Saeb Erakat says that the announcement sabotages U.S. Secy. of State John Kerry’s efforts to restart peace talks. Israeli officials stress that the announcement is not new construction but a republication of a tender previously issued. (AP, HA 5/30)

Syrian pres. Bashar al-Asad says during an interview with Al-Manar TV that Russia is still committed to supplying his country with S-300 air defense missiles. Meanwhile, the UN Security Council agrees to add Jabhat al-Nusra, an al-Qa‘ida-linked rebel group operating in Syria, to a UN sanctions blacklist that imposes an assets freeze, travel ban, and arms embargo on the associated individuals and entities. In the West Bank, the IDF makes an overnight raid on Nablus, reportedly uncovering an Islamic Jihad pipe bomb factory in the Old City, exchanging fire with Islamic Jihad mbrs., causing no reported injuries. Troops withdraw and then reenter Nablus before dawn, this time declaring the start of Operation Hot Winter— the largest military operation in the West Bank since 7/06 and the largest in Nablus in 3 yrs.—sealing the city, imposing a curfew, taking over TV and radio stations, conducting house-to-house searches, barring access to 2 hospitals, reportedly uncovering a 2d bomb-making factory and finding a LAU hand-held guided missile and launcher (either stolen from the IDF or purchased on the Israeli black market); 2 IDF soldiers, 6 Palestinians are wounded in exchanges of fire; an Associated Press photographer films IDF soldiers forcing a Palestinian man to act as a human shield, leading troops into Palestinian homes—a violation of international and Israeli law. The IDF also conducts arrest raids, house searches nr. Hebron, Jenin. Nr. Hebron, suspected Palestinian assailants fatally stab a Jewish settler. Jewish settlers fr. Avigail nr. Hebron uproot 30 Palestinian olive trees. In Israel, Israeli police raid 2 companies in Ramat Gan that do business with companies in Gaza, arresting several employees on suspicion of funneling money to Hamas, Islamic Jihad.
