In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli settlers set up mobile homes on Palestinian-owned land in Burin. Israeli settlers also vandalized a water pipeline in Khirbat Tana. Elsewhere, Israeli settlers raided Yatma, attacking Palestinians. Israeli forces demolished 4 buildings in the Baladim settlement outpost near Ein Samia. The demolitions were approved by the Settlement Administration in the Defense Ministry. Israeli forces also forced a disabled Palestinian out of his car and seized the car, specially made for his needs, leaving him in a wheelchair at a checkpoint south of Ramallah. Elsewhere, Israeli forces demolished agricultural structures and razed land planted with 120 olive tree saplings in Beit Sira. 8 Palestinians were arrested during late-night raids in Jalazun refugee camp, Birzeit, Qabatiya, and Hebron. PA forces in Jenin arrested several Palestinians and seized weapons. In East Jerusalem, Israel forces made 1 Palestinian family demolish their own home in Musrara. In Gaza, Hamas said it had seized an Israeli drone that crashed near Gaza City after malfunctioning. The Israeli-run Jerusalem District Court rejected an appeal that would have seen the Israeli settler Yehiel Indore released from custody. Indore is the main suspect in the killing of Palestinian Qosai Jammal Mi’tanin on 8/4 in Burqa. An Israeli police representative told the court that Indore’s claim of acting in self-defense is unlikely to hold merit. (HA 8/14)

Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Both outposts are located in the South Hebron Hills. 10 other settlement outposts retroactively authorized in February will have their new boundaries published in the coming weeks. (HA 8/16)

PA president Mahmoud Abbas, Jordanian king Abdullah II, and Egyptian president Abdel Fattah al-Sisi condemned Israel for fueling violence in East Jerusalem and the West Bank after the 3 leaders met in El Alamein, Egypt. Islamic Jihad and Fatah issued a joint statement saying Islamic Jihad political bureau member Khaled al-Batsh and Fatah central committee member Ahmad Halas discussed reconciliation between the two groups in Gaza. (ALM, JP 8/15)

In the West Bank, Israeli settlers attacked 1 Palestinian vehicle near Salfit, causing damage. Israeli settlers also threw a Molotov cocktail at a Palestinian-owned truck near ‘Urif, causing it to catch fire. Elsewhere, Israeli settlers uprooted olive, apple, and almond trees in al-Khader. Israeli settlers also set fire to trees in a public park in Qarawat Bani Hassan. 3 Palestinians were arrested during late-night raids in Beit Ijza and Hebron. Haaretz reported that Israel’s Civil Administration has not been enforcing laws against illegal construction by settlers in the West Bank since Bezalel Smotrich was placed in charge of the agency. In 2022, about 25 Israeli settlement structures were removed or demolished per month while in 2023 the average has been 2 per month. (HA 7/2)

The Israeli government approved the Ramat Arbel outpost in the Galilee as part of its effort to “Judaize” the Galilee. (HA, WAFA 7/2)

In Syria, Israeli forces conducted airstrikes on a Syrian air defense battery Israel claimed had fired an anti-aircraft missile at it which exploded in midair. (HA, MEE, REU, REU, WAFA 7/2)

Israel's Ministerial Committee for Legislation approved a preliminary vote to allow prison sentences for children under 14 if they are convicted on “terrorism” related murder or attempted murder. (HA 7/2)

Israel said it would purchase 25 F-35 fighter jets worth $3 billion from the U.S. with funds from U.S. military aid. (AJ, AP, HA, MEE, REU 7/2)

In the West Bank, Israeli settlers vandalized 1 water well, 120 olive tree saplings, and wheat and barley crops in the Masafer Yatta area. Israeli forces shot and injured 6 Palestinians, including 1 with live ammunition and 5 with baton rounds during a raid in Nablus to clear the area around Joseph’s Tomb for a large settler tour. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas and issued a demolition notice for a commercial structure in Deir Balut. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 residential building in Wadi Qaddum, displacing 50. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya; no injuries were reported. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Israeli Ministry of Construction and Housing also issued a tender for the construction of 58 housing units in the planned new settlement Ariel West. (PCN 5/17; WAFA 5/20)

The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. If enacted the flying of the Palestinian flag could be punishable by up to 1 year in prison. The bill will have to pass 3 readings in the Knesset to become law. (QDS 5/17; JDF, MEE 5/18: HA 5/25)

Ahead of the Jerusalem Day march in Jerusalem, Israeli national security minister Itamar Ben-Gvir said that his policy is “to allow the complete freedom of movement for Jews in Jerusalem.” (HA 5/17)

Jordanian member of parliament Imad al-Adwan was charged in a state security court in Amman for smuggling weapons to the West Bank. Al-Adwan was arrested by Israeli forces on 4/22 and later handed over to Jordan. (AP, MEE 5/17)

Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Hochstein and McGurk met with Saudi crown prince Mohammed bin Salman on 5/7. Axios also reported that the White House was considering appointing former U.S. ambassador to Israel Dan Shapiro as the State Department normalization envoy. In the West Bank, hundreds of Israeli settlers, led by Finance Minister Bezalel Smotrich, held mass prayers at the evacuated Homesh settlement outpost. Israeli settlers also threw stones at Palestinian vehicles in the area. Elsewhere, Israeli settlers set fire to a Palestinian-owned house near Jalud and stole a donkey from the property. Israeli settlers uprooted some 100 grapevine plants in al-Khader. Israeli forces razed land in Haris, uprooting several olive trees. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound and raised an Israeli flag at al-Aqsa Mosque. Israeli forces also raided Bab al-Rahma for the fourth day in a row. In Nazareth, Israeli police raided the local branch of the Hadash party to confiscate a Palestinian flag, 1 person was arrested for refusing to take down the flag. A group of foreign diplomats visited a school in Jubbet ad-Dib near Bethlehem in protest against Israeli plans to demolish the school along with 57 others in the West Bank. An Israeli court ruled in March that the Israeli Civil Administration must demolish the school by 5/5. (WAFA 4/26; PCN 4/28)

European Commission president Ursula von der Leyen released a congratulatory video on Israel’s 75th Independence Day, using the trope that Israel made “the desert bloom.” The PA issued a statement criticizing von der Leyen for using the phrase, calling it “anti-Palestinian racist” and said her remarks were “inappropriate, false, and discriminatory,” calling on von der Leyen to apologize. In the West Bank, 2 Israeli settlers were shot and killed while driving through Huwwara. Around 400 Israeli settlers then raided Huwwara and the surrounding villages ‘Asira al-Qibliya, Za’atara, Yasuf, Odala, and Burin in what was described as a pogrom, killing 1 Palestinian, wounding more than 200, and damaging 75 houses, including 35 that were burned, and 265 cars over a 5-hour period. 6 Israeli settlers were reportedly arrested, 4 of whom were released on restrictive conditions. The mayor of Huwwara estimated that around $5 million worth of property was damaged. Israeli soldiers were criticized for being present without preventing the attacks. Israeli forces shot and injured 1 Palestinian during a raid in Tuqu’. Israeli forces also seized 1 vehicle and 2 tractors in Khirbet Humsa and leveled land in Birin. In response to the events in Huwwara, PA president Mahmoud Abbas called the raid terrorism and said he held the Israeli government responsible. Palestinian MK and leader of the Ta‘al party Ahmad Tibi compared the settler raid to Kristallnacht. MK for the Otzma Yehudit Party Zvika Fogel expressed support for the settler raid, saying it was a useful deterrence against attacks on Israeli settlers. Opposition leader Yair Lapid of Yesh Atid responded by saying “MK Fogel must go to jail for inciting terror.” Israel’s chief of the central command Yehuda Fuchs called the settler attacks a pogrom. U.S. State Department spokesperson Ned Price said that the U.S. condemns “today’s violence in the West Bank, including the terrorist attack that killed two Israelis and settler violence, which resulted in the killing of one Palestinian, injuries to over 100 others, and the destruction of extensive property.” Price later said that the U.S. expects Israel to hold the perpetrators accountable and compensate lost homes and property. The Knesset’s ministerial committee for legislation approved a bill that will legalize the death penalty for Palestinians charged with terrorism against Israelis. (HA, JP, TOI, WAFA, WAFA 2/26)

Officials from the PA, Israel, the U.S., Egypt, and Jordan attended a summit in Aqaba, Jordan, to discuss the deterioration of security in the West Bank. A joint communique stated that Israel and the PA “confirmed their joint readiness . . .  to end unilateral measures for a period of 3-6 months. This includes an Israeli commitment to stop discussions of any new settlement units for 4 months and to stop authorization of any outposts for 6 months.” The parties agreed to meet again in Sharm El Sheikh, Egypt next month. Israel’s national security advisor Tzachi Hanegbi said Israel would not roll back the decision to legalize nine settlement outposts and to advance 9,500 settlement housing units. The new head of the Israeli Civil Administration, finance minister Bezalel Smotrich, said on Twitter “there will be no settlement freeze. Not even for one day,” and that the Israeli military would continue to conduct raids in all areas of the West Bank. Prime Minster Benjamin Netanyahu also later said that “[t]here will not be any freeze.” Hamas condemned the PA for partaking in the summit. In the West Bank, Israeli settlers vandalized 4 Palestinian-owned vehicles and wrote racist graffiti a building in Beit Iksa. Israeli forces made a large-scale midday raid on Nablus, killing 11 Palestinians, including 1 minor and a 72-year old man, more than 100 were injured by Israeli gunfire, including 6 critically. At least 2 anti-tank missiles were fired by Israeli soldiers at Palestinian buildings. Israeli forces also demolished 3 houses and 2 agricultural structures in al-Walaja. The PA requested emergency meetings at the UN Security Council, Arab League, and Organisation of Islamic Cooperation to address the Israeli raid on Nablus (see above). U.S. State Department spokesperson Ned Price said that the U.S. was “deeply concerned that the impact of today's raid could set back efforts aimed at restoring calm for both Israelis and Palestinians.” (WAFA 2/22)

In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Abu Dis, injuring 4 with baton rounds and 71 with tear gas. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The bill to repeal parts of the law will have to pass 3 readings in the Knesset. (HA, WAFA 2/12)

The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead.
