In the West Bank, Israeli settlers stole olive harvests and harvesting equipment in Yasuf. Israeli settlers also razed Palestinian farmland in Wadi al-Faw. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Ramallah. Israeli forces demolished 3 Palestinian houses in al-Doyouk al-Tahta. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces placed dirt mounds at the main entrance to ‘Azzun. 19 Palestinians were arrested during late-night raids in Jaba‘, Nablus, Iraq Burin, Biddu, Tuqu‘, Hebron, Dura, and Qalqilya. In East Jerusalem, 1 Palestinian family demolished parts of their own home in the Old City. 2 Palestinians were arrested in Silwan and Jabel Mukaber. Axios reported that UAE foreign minister Sheikh Abdullah bin Zayed Al Nahyan told former Israeli prime minister Benjamin Netanyahu that the UAE has concerns about Netanyahu’s alliance with Itamar Ben-Gvir and the Otzma Yehudit party. According to Axios, foreign minister Al Nahyan told Netanyahu that a government that includes the Otzma Yehudit party could impact the UAE-Israel relationship. (AX, HA 10/26; MEMO 10/27)

In the West Bank, more than 50 Palestinians were injured, including 10 by live ammunition and 13 by rubber-coated bullets, when Israeli forces raided al-Amari refugee camp, leading to clashes. Israeli forces also raided Iraq Burin south of Nablus, and in Tulkarm, leading to clashes; tear-gas related injuries were reported. Elsewhere, Israeli forces prevented farmers from harvesting their olive crops in several villages near Bethlehem. Israeli forces also seized 1 bulldozer and 2 containers near Ramallah. 3 Palestinians were arrested during raids in and around Anata, Qalqilya, and Rafat. For the 6th consecutive Friday, Israeli forces violently disperse Palestinian, Israeli, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as the killing of 2 Palestinians on 1/11, Israel’s settlements, separation wall, and occupation in Abu Dis, al-Bireh, Kafr Qaddum near Qalqilya, Budrus village near Ramallah, central Hebron, northern Bethlehem, 2 villages near Nablus (Beita and Bayt Furik), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp; 65 Palestinians are injured and at least 2 are arrested. Also along Gaza’s border, IDF troops open fire on Palestinian workers collecting plastic and other scraps from a landfill near Juhur al-Dik, causing no injuries. Meanwhile, IDF troops arrest 4 Palestinians during latenight raids in and around Hebron, Nablus, and Jenin; and patrol near Tulkarm and Nablus. Israeli forces raze a tract of land near the site of the 1/9 deadly shooting. They also arrest 5 Palestinians as they exit Haram al-Sharif. Israeli settlers throw stones at a Palestinian home south of Nablus, breaking a number of windows. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops shut down a checkpoint between Tell village and Iraq Burin village near Nablus in the context of the ongoing search for the perpetrators of the 1/9 deadly shooting. The shutdown sparks protests and later clashes between the Israeli troops and Palestinians in the area; 1 Palestinian is killed and 4 are injured. Meanwhile, IDF troops violently disperse Palestinian protesters gathering outside Qalqilya; 1 Palestinian is injured. They also arrest 5 Palestinians and confiscate NIS 17,400 (approximately $5,100) during late-night raids near Nablus and Tulkarm, and patrol near Tulkarm, Salfit, and Hebron. The IDF conducts a major late-night operation targeting Islamic Jihad in and around Jenin, raiding and searching the homes of at least a dozen local Islamic Jihad figures (arresting all but 1) and raiding, searching, and confiscating the files of 2 charities affiliated with Islamic Jihad. The Jenin offices of the Palestine People’s Party are also searched. During the day, the IDF demolishes a Palestinian construction company building in Jinsafut nr. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

Egypt reopens the Rafah crossing as planned, permitting most Palestinians to cross freely for the first time in 4 yrs. (men ages 18–40 are the only group required to secure visas to enter Egypt). Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel for the 1st time since 4/18, causing no damage or injuries. In the West Bank, the IDF bars Palestinian farmers fr. working their land nr. Bet Ayn settlement nr. Hebron; conducts late-night patrols in Bil‘in, sounding sirens and firing stun and flash grenades to intimidate residents; conducts late-night patrols without incident in Qalqilya; makes late-night arrest raids, house searches in ‘Aqabat Jabir r.c. nr. Jericho and Nur Shams r.c. nr. Tulkarm. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. In the West Bank, a Jewish settler opens fire on a group of Palestinian youths who throw stones at him as he passes nr. Iraq Burin village nr. Nablus, killing 1 Palestinian teenager. Jewish settlers fr. Yitzhar nr. Nablus set fire to a Palestinian car and vandalize a Palestinian home in the nearby village of ‘Ayn Abous. The IDF prevents Palestinian farmers guarded by solidarity activists (including PA officials and a rep. of the U.S. consulate) fr. reaching their agricultural land nr. Bet Ayn and Karme Tzur settlements nr. Hebron; patrols in 2 villages nr. Qalqilya, 1 nr. Jenin, and 1 nr. Tulkarm. In East Jerusalem Jewish settlers harass Palestinians in Silwan. More than 10,000 Yemenis rally in Sana’a and 1,000s in other cities around the nation, taking inspiration from antigovernment protests in Tunisia and Egypt. The government deploys riot police, but little violence is reported. Government spokesmen state that the regime “strongly respects the democratic right for a peaceful assembly.” Unlike Tunisia and Egypt, where demonstrations were spontaneous and broad based, those in Yemen seem to be made up mostly of students organized by opposition parties. While all protesters highlight poverty, corruption, and lack of jobs among their grievances, they seem divided on other key goals, with some prioritizing secession for the south and others calling on Pres. Saleh to resign after being in power for more than 30 yrs. (NYT, WP, WT 1/28)

In Tunisia, after a spike in violence in the week following Ben Ali’s departure on 1/14 (mostly involving desperate Ben Ali loyalists making a final attempt to reassert control) and days of low-level demonstrations (1,000 or fewer protesters) denouncing the high number of Ben Ali loyalists in the new interim government, demonstrations taper off. By this date, the interim government has reduced the curfew and released at least 1,800 political prisoners, with more to be freed soon. Today, a reshuffled interim government with the “clear mission” of guiding “a transition to democracy” is announced and begins work to redraft the constitution and prepare for elections in 6 mos. While most mbrs. of Ben Ali’s old cabinet have now stepped down, Ghannouchi retains his post as interim PM but vows he will not run in elections.
