Jewish settlers fr. Halamish settlement nr. Ramallah barricade the entrance to Nabi Salih village and stone Palestinian vehicles; the IDF removes the settlers. In the evening, the IDF patrols in Bayt Liqya (firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinians who confront them) and in 1 village nr. Unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel during the day (1 early in the morning and 3 late at night), causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. A Palestinian is fatally electrocuted in a smuggling tunnel on the Rafah border. In the West Bank, the IDF fires tear gas and stun grenades to disperse Palestinians staging a nonviolent march in Iraq Burin to protest confiscation of their lands for the expansion of local Jewish settlements, causing no serious injuries; conducts daytime patrols in Jericho and 1 village nr. The IDF conducts a major late-night operation targeting Islamic Jihad in and around Jenin, raiding and searching the homes of at least a dozen local Islamic Jihad figures (arresting all but 1) and raiding, searching, and confiscating the files of 2 charities affiliated with Islamic Jihad. The Jenin offices of the Palestine People’s Party are also searched. During the day, the IDF demolishes a Palestinian construction company building in Jinsafut nr. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. Jenin (photographing old houses and alleys), Iraq Burin nr. Nablus (firing rubber-coated steel bullets, stun grenades, tear gas at stone-throwing youths who confront them, seriously wounding 1), and Tulkarm; conducts afternoon and evening patrols in ‘Azun nr. Qalqilya (without incident) and in Bayt Liqya and Nabi Salih (in both cases firing live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing youths who confront them, causing no serious injuries); conducts late-night patrols in Alar nr. Tulkarm and late-night arrest raids, house searches in ‘Azun. Jewish settlers fr. Yitzhar set fire to Palestinian crops s. of Nablus; the IDF hinders Palestinian fire crews from reaching the scene. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

Egypt reopens the Rafah crossing as planned, permitting most Palestinians to cross freely for the first time in 4 yrs. (men ages 18–40 are the only group required to secure visas to enter Egypt). Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel for the 1st time since 4/18, causing no damage or injuries. In the West Bank, the IDF bars Palestinian farmers fr. working their land nr. Bet Ayn settlement nr. Hebron; conducts late-night patrols in Bil‘in, sounding sirens and firing stun and flash grenades to intimidate residents; conducts late-night patrols without incident in Qalqilya; makes late-night arrest raids, house searches in ‘Aqabat Jabir r.c. nr. Jericho and Nur Shams r.c. nr. Tulkarm. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. In Qatar, Abbas briefs Arab League FMs on the recent speeches by Obama and Netanyahu. The FMs agree to support the Palestinians’ UN statehood bid in absence of a viable alterative. Abbas then goes to Cairo to brief Egypt’s acting government. (REU, WAFA 5/28; MENA 5/30)

In the West Bank, the IDF patrols in and around Tulkarm and in 1 village nr. Jenin during the day; makes a late-night raid into Kafr Ra‘i village nr. Jenin, detaining 2 Palestinians and taking them to a military court in nearby Salem village to testify as witnesses in the case against another Palestinian; makes a late-night raid into Ramallah, searching a home and ordering the owner to appear for questioning. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. Nablus to nearby Brakha settlement to protest the settlers’ seizure of village lands to expand the settlement. The Israeli human rights group Peace Now reports that in late 4/2011, the Israeli DMin. approved construction of 294 settlement housing units in Beitar Ilit (south and west of Jerusalem), saying tenders for the construction should be issued soon. In the West Bank, a Jewish settler opens fire on a group of Palestinian youths who throw stones at him as he passes nr. Iraq Burin village nr. Nablus, killing 1 Palestinian teenager. Jewish settlers fr. Yitzhar nr. Nablus set fire to a Palestinian car and vandalize a Palestinian home in the nearby village of ‘Ayn Abous. The IDF prevents Palestinian farmers guarded by solidarity activists (including PA officials and a rep. of the U.S. consulate) fr. reaching their agricultural land nr. Bet Ayn and Karme Tzur settlements nr. Hebron; patrols in 2 villages nr. Qalqilya, 1 nr. Jenin, and 1 nr. Tulkarm. In East Jerusalem Jewish settlers harass Palestinians in Silwan. More than 10,000 Yemenis rally in Sana’a and 1,000s in other cities around the nation, taking inspiration from antigovernment protests in Tunisia and Egypt. The government deploys riot police, but little violence is reported. Government spokesmen state that the regime “strongly respects the democratic right for a peaceful assembly.” Unlike Tunisia and Egypt, where demonstrations were spontaneous and broad based, those in Yemen seem to be made up mostly of students organized by opposition parties. While all protesters highlight poverty, corruption, and lack of jobs among their grievances, they seem divided on other key goals, with some prioritizing secession for the south and others calling on Pres. Saleh to resign after being in power for more than 30 yrs. (NYT, WP, WT 1/28)

In Tunisia, after a spike in violence in the week following Ben Ali’s departure on 1/14 (mostly involving desperate Ben Ali loyalists making a final attempt to reassert control) and days of low-level demonstrations (1,000 or fewer protesters) denouncing the high number of Ben Ali loyalists in the new interim government, demonstrations taper off. By this date, the interim government has reduced the curfew and released at least 1,800 political prisoners, with more to be freed soon. Today, a reshuffled interim government with the “clear mission” of guiding “a transition to democracy” is announced and begins work to redraft the constitution and prepare for elections in 6 mos. While most mbrs. of Ben Ali’s old cabinet have now stepped down, Ghannouchi retains his post as interim PM but vows he will not run in elections. Bayt Umar nr. Hebron and Iraq Burin village nr. Nablus, causing only light injuries; conducts late-night patrols without incident in a village nr. Secy. of State Clinton races to broker a deal with Israeli officials to extend the settlement freeze 1 day before it is scheduled to expire, while Mitchell meets with Abbas in New York to urge him not to walk away from peace talks immediately if Netanyahu allows the freeze to expire. On the ground Jewish settlers begin positioning construction equipment in some settlements. In addition, Jewish settlers in Revava settlement nr. Salfit seize 30 d. of Palestinian agricultural land, raze crops, and install 2 mobile homes as a “new quarter” of the settlement. Jewish settlers fr. Nokdim settlement nr. Bethlehem place 3 mobile homes on nearby Palestinian land. Jewish settlers fr. Barqan settlement nr. Salfit raze adjacent Palestinian land to expand the settlement’s industrial zone. Meanwhile, Israeli-Palestinian clashes in Issawiyya, which began on 9/22, taper off by the end of the day, leaving a total of 99 Palestinians (including 17 children) and 9 Israelis injured (7 lightly, 2 moderately), and 70 Palestinians under arrest; during the rioting, Palestinians set fire to or damage 8 Israeli cars and vandalize an Israeli tourist information center. In the West Bank, the IDF patrols in Iraq Burin village nr. Nablus in the afternoon, firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries; fires rubber-coated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation and 2 Palestinians and 3 Americans are injured. An Egyptian hospital reports that an armed Palestinian transported to Egypt for treatment has died of injures sustained in the 9/14 IDF shelling nr. Gaza Valley village. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF fatally shoots 2 Palestinian farmers in a field nr. Nablus who allegedly tried to attack soldiers with an ax and pitchforks; there are no independent witnesses to the incident. The IDF also announces plans to seize 49 d. of Palestinian land in Beitunia for construction of a new checkpoint on Route 443 as a step to reopening the road to Palestinian traffic in accordance with an Israeli High Court ruling; conducts late-night house searches in al-Bireh but makes no arrests. Unidentified Palestinians fire 4 Qassam rockets toward Israel during the day; 3 land in open areas inside Israel (causing no injuries) and the 4th lands harmlessly inside Gaza. IDF troops enter the Erez industrial zone to chase away Palestinians scavenging for building materials amid the debris of destroyed buildings, detaining 17 (including 4 children) and confiscating 4 carts of goods (15 of the Palestinians are released on 3/21; the other 2 are arrested). In the West Bank, Jewish settlers fr. Brakha attempt to enter the nearby village of Iraq Burin nr. Nablus, sparking a clash with Palestinian villagers who attempt to fend them off; the IDF intervenes, firing rubbercoated steel bullets and tear gas, killing a 16-yr.-old Palestinian, and seriously wounding a 2d Palestinian. In the West Bank, the IDF and Israeli tax authorities reenter Shu‘fat r.c. (see 2/7–8), confiscating 10s of cars, arresting at least another 30 individuals (the UN puts the total number arrested at 92), and firing live warning shots at stone-throwing Palestinian youths who confront them, wounding a 14-yr.-old boy. The IDF also makes an incursion into Zayta al-Sha‘rawiyya village northwest of Tulkarm to arrest 3 14-yr.-old Palestinian boys as they leave school for lunch. Some 50 Jewish settlers fr. Brakha attempt to drive 2 Palestinian shepherds off adjacent Palestinian land in Iraq Burin village; after stone-throwing villagers come to the shepherds’ defense and drive off the settlers, settlement security guards return to the scene and open fire on the Palestinians, wounding 1. Late in the evening, IDF troops on the n. Gaza border for unknown reasons open fire on an open area of the Bayt Lahiya beach, causing no damage or injuries. Almost simultaneously, the IDF carries out air strikes, and a drone fires a missile at the Dahaniyya airport site in s. Gaza, causing no reported injuries; Israel says the air strikes are in response to Palestinian rocket fire over the past several days (see 2/2, 2/3, 2/7), though no rocket fire was reported today. In the West Bank, the IDF makes a rare daytime incursion into Bayt Umar village, 1 of the 4 Hebron-area villages raided on 2/4, setting up a checkpoint in the center of town and chasing away Palestinians; they withdraw after 3 hrs. without staging any raids or making any arrests. Late at night, the IDF raids an apartment building in al-Bireh nr. Ramallah that houses international activists working with the International Solidarity Movement, searching for individuals “known to have been involved in illegal riots that interfered with Israeli security operations [e.g., weekly separation wall protests],” checking visas and passports, and arresting 1 Spanish journalist and 1 Australian activist. The PA calls (2/7) the arrest raid a violation of the Oslo interim accords, which gave the PA full security and civil control of Ramallah. Jewish settlers fr.
