SOCIAL/POLITICAL:

Occupied Palestine/Israel: Israeli shekel now equals 1 US cent. [In 6 years of Likud gov't., Israeli currency devalued 99%.] Knesset defeats Communist no-confidence motion over agreements with Washington. Israeli "civil administration" imposes sanctions on Dheisheh camp residents, restricting travel permits to Jordan, preventing return of Palestinian visitors to other Arab countries.

Other Countries: Greece agrees to send 4 ships to Tripoli for evacuation of Arafat's soldiers. Mayor McCann of Jersey City, NJ, USA, announces his city to "adopt" Israeli settlement of Tekoah in West Bank. 

MILITARY ACTION:

Occupied Palestine/Israel: Central Nablus curfewed for 24 hours after failed grenade attack on Israeli patrol and Molotov cocktail thrown at patrol in Askar camp. 

Military Action:

Grenades, mortars, rockets fired in Tripoli fighting between Lebanese Communist Party rnilitia and Soldiers of God militia; land mine explodes near Khiyam; Italian MNF patrol attacked with RPGs near airport; remote-controlled bomb explodes near IDF vehicle outside refugee camp near Tyre, area closed and searched; IDF surrounds town of Barja, arrests 3 Lebanese suspected of involvement in ambushes.

Casualties:

2 killed, 7 wounded in Tripoli fighting, schools and shops closed in old quarter of city; 9 Italian MNF wounded in 2 Beirut attacks, 2 vehicles destroyed; Lebanese Army informs residents of Burj al-Barajneh camp in Beirut that government prohibits repairs of bombed-out roofs, arrests 15 on charges of abusive construction, threatens to arrest additional 34 tomorrow.

Israel/ Occupied Territories: Defense Minister Arens orders drastic cuts in ministry's National Security Unit, expanded by Sharon to proportions of alternative general staff; Arens tells Knesset Foreign Affairs committee there is no need to freeze West Bank settlements to entice King Hussein to enter peace negotiations; Cabinet selects Deputy Chief of Staff Maj. Gen. Arab Governments: Syrian officials say troops will not be withdrawn from Lebanon if any Israeli-Lebanese agreement provides for Israeli troops in Lebanon and formal trade, tourist, or diplomatic ties; Egyptian and Israeli officials hold second round of talks in Cairo on reviving trade relations.

US and Other Countries: State Department announces progress after third day of talks between Shultz and Shamir, emphasizes proposals for increased US responsibility for security, including training and equipping elite Lebanese force to patrol border, expansion in size and responsibility of MNF, and creation of a joint Lebanese- Israeli-US military commission to oversee security zone in South Lebanon; US officials say incentives to Israel such as high aid levels and release of F-16s are likely to accompany agreement to troop withdrawal accord; in statement read to conference on Soviet Jewry, Reagan says plight of Soviet Jews who are denied right to emigrate will remain in forefront of US foreign policy and human rights concerns.

Military Action:

Marines prevent IDF from entering Bourj-al-Barajneh for second time, but IDF moves into Lailaki using random anti-tank grenades and machine gun fire to search area; after fourth encounter between IDF and Marines in 1 week, US Embassy in Beirut expresses concern; truce in Tripoli policed by PLO because Lebanese security forces refuse to patrol area so long as opposing forces maintain positions.

Casualties:

1 PLO member killed, 3 wounded in Tripoli.

Palestinians/ Lebanese: Arafat holds talks with King Hussein in Amman, also attending are members of Joint Committee, as Hussein tells Arafat his talks with Reagan were positive and successful; Lebanese Director General of Internal Security Forces Hisham Shaar says conscription may be necessary to keep balance of Christians and Muslims in police force; reports circulating in Beirut that AUB President David Dodge, kidnapped during war, may be alive and held in Bekaa Valley; Internal Security Chief Hisham Shaar and Syrian Deputy Chief of Staff General Ali Aslan meet in Tripoli, agree to patrols there by Lebanese security forces.

Arab Governments: Egyptian President Mubarak calls on Hussein and Arafat to negotiate on the basis of the Reagan plan, before US presidential elections and more settlements make it too late to reach agreement, says that only thing that bothers him about US foreign policy is US Congress' decision to increase aid to Israel; Egyptian Foreign Minister Kamal Hassan Ali says Egyptian ambassador to Israel will return to his post as soon as agreement is reached on Israeli withdrawal from Lebanon; Saudi King Fahd holds series of meetings with Walid Jumblatt, Moroccan Foreign Minister Mohammed Boucetta, Fateh Executive Committee member Abu Mazen.
