Islamic Jihad mbrs. fire 2 rockets fr. n. Gaza towards an IDF base nr. Ashkelon, injuring 5 IDF soldiers; the IDF retaliates with artillery fire on the launch site, killing 1 Palestinian bystander in adjacent Jabaliya r.c.; Israel warns that it could send ground forces back into Gaza. The IDF also raids Nablus, assassinates local PFLP cmdr. Bashar Hanani (also reported as Bashar Khalani), AMB mbrs. Ahmad Jayyusi and Anas Hamad; shells areas northwest of Bayt Lahiya, wounding a farmer working his land; sends troops into Qabatya, fires on stone-throwing youths who confront them, wounding 5 Palestinians; raids, searches a building in Qiffin nr. Tulkarm, confiscating files fr. and sealing the offices of the Loans Association, Palestinian Peoples Party, Popular Campaign against the Wall, and Union of Agricultural Relief Comms.; conducts arrest raids, house searches in Bethlehem, Nablus, Ramallah and nr. In the evening, the Israeli security cabinet approves new measures, known as Operation Blue Skies, aimed at curbing Palestinian rocket fire fr. Gaza, including using artillery, helicopter, and gunboat fire to enforce a new n. Gaza buffer zone; more stringent monitoring of the Gaza Strip by air; “other steps we have not taken until now,” but does not immediately give orders for the IDF to implement the plan. After Palestinians fire 2 rockets into Israel, causing no damage or injuries, an IDF helicopter fires missiles at an Islamic Jihad charity in Gaza City, damaging the building, lightly wounding 1 bystander. In response, Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In retaliation, the IDF carries out artillery and F-16 air strikes on open areas in Gaza, firing at least 30 shells and 3 missiles, causing no damage or injuries. The IDF fires on, sinks a Palestinian fishing boat in Palestinian waters off Gaza, killing 1 Palestinian, leaving 1 missing; the IDF says that it attempted to halt the boat after the Palestinian sailor headed toward Egyptian waters alone and returned with a passenger, but the boat ignored warning shots and fired back at the naval vessel, causing no damage or injuries. (The IDF says that videotape that routinely records the naval unit’s activity ran out about three minutes before the incident.) The IDF also begins work on a new segment of the separation wall northwest of Jerusalem in al-Jib, Dahiyat al-Barid; conducts arrest raids, house searches in al-Khadir, Qabatya nr. Jenin. A Jewish settler injures a Palestinian child in a deliberate hit-and-run nr. Qalqilya. A PA policeman, 4 Palestinians are shot dead in Bayt Hanun during a clash btwn. rival Palestinian clans that erupts at the funeral for the mbr. of 1 family who was killed on 12/1. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. (Sabir Abu Assi, ‘Assim Abu Ras, Amjad Arafat, ‘Adil Haniyeh), wounding more than 12 bystanders; an IDF helicopter and ground troops fire 3 missiles at a car driving in Salfit, assassinating 3 wanted Hamas mbrs. In clashes in Salfit after the assassinations, the IDF fatally shoots a stone-throwing Palestinian teenager. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF also continues operations in and around Tulkarm; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin, Nablus. Overnight, PA police searching for Hamas gunmen clash again with Hamas mbrs., this time in Gaza City, leaving 2 Palestinian children dead; during the clash, Hamas mbrs. destroy a PA armored personnel carrier with rocket-propelled grenades, burn a police station and a PA office building; Hamas, Fatah quickly convene an emergency mtg. to defuse tensions. Palestinians fire a barrage of at least 19 rockets and 10s of mortars at Neve Dekalim, lightly injuring 2 settlers, damaging 5 houses; 1 shell hits an industrial zone in the Negev, sparking a fire. A Jewish settler seriously injures a Palestinian teenager in a hit-and-run incident in Hebron. Jewish settlers fr. Ramat Yishai throw stones, bottles at Palestinian homes in Hebron and at a Palestinian teenager, lightly injuring him. An Israeli court sentences an East Jerusalem Palestinian to 5 mos. in jail for joining Force 17 in 2000, calling it a “severe crime”; says at least 80 “Jerusalem Arabs” have been indicted on similar charges since 9/00. Abbas is sworn in as PA pres.; reappoints Qurai‘ as PM, calls on him to form a government; calls for immediate talks with Israel, recommends going beyond the road map to include parallel talks on final status issues. Israel replies that there is “no necessity to find an alternative to the road map.” Abbas also vows to hold legislative elections on 7/17. The IDF makes a predawn raid on the al-Zaytun neighborhood of Gaza City launching Operation Eastern Step (billed by the IDF as pinpoint operations against Palestinians launching mortars and rockets fr. the area), shelling residential areas, raiding and occupying buildings as observation posts, bulldozing Palestinian land, sparking clashes, killing 5 Palestinians (2 resistance mbrs., 3 civilians), wounding 10. In retaliation, Hamas fires 6 mortars at Gaza’s Netzarim settlement (injuring a 7-yr.-old Jewish settler, lightly injuring another child), Sederot (killing 1 Israeli, lightly injuring 2). The IDF also fires on a group of children playing near what they mistakenly believe to be an unoccupied IDF post on the Rafah-Egypt border, other Palestinians race to extract the children and also come under fire, leaving 1 Palestinian adult and a child dead, 6 Palestinians wounded; fires missiles fr. a helicopter, destroying a workshop, severely damaging a home in Bayt Lahiya; fires on residential areas of Rafah; demolishes 3 Palestinian homes in Khan Yunis; bulldozes 40 d. in Shaykh Ajlin; conducts arrest raids, house searches in Dayr al-Hatab nr.
