In the Gaza Strip, Israeli troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 villages nr. Tulkarm and Qalqilya at night; patrols in 2 villages nr. Bethlehem and 1 village nr. Bethlehem in the morning. Israeli forces also demolish a Palestinian village in the Jordan Valley, destroying around a dozen residential structures as well as 2 dozen other structures. The Israeli media reports that PM Netanyahu is unhappy with Justice Minister and chief negotiator Tzipi Livni, who is apparently undermining his position in talks with the Palestinians. Livni reportedly is willing to remove all IDF troops from the Jordan Valley, something Netanyahu will not countenance. Meanwhile, PA Pres. Abbas says that Israel will have no presence along the future border of a Palestinian state with Jordan. (INN, JP 9/16)

The U.S., Britain, and France issue a joint warning to Syrian pres. Asad that there would be consequences should he fail to comply with the international community’s demand he hand over his entire chemical weapon stockpile. Meanwhile, UN human rights investigator Karen Koning Abuzayd says that war crimes attributed to the Syrian opposition are largely being carried out by foreign fighters. Also today, Turkish warplanes shoot down a Syrian helicopter after it crossed the border, according to the Turkish military. (AP, REU 9/16)

Egyptian forces storm Delga in c. Minya province, seizing control from supporters of ousted pres. Morsi and arresting more than 50 persons. Meanwhile, in the n. Sinai Peninsula, assailants hit a police bus with a roadside bomb, wounding 9, and then kill 1 of those who jumped clear. (AFP, AP, MNA 9/16)

In the West Bank, the IDF demolish 2 homes and a sheep barn in Barta‘a, a village nr. Jenin. The IDF conducts house searches and arrest raids in 6 villages nr. Hebron, 1 village nr. Israeli PM Benjamin Netanyahu says he is willing to launch direct peace talks with the Palestinians without preconditions, speaking at a press conference in Warsaw alongside Polish PM Donald Tusk. Meanwhile, the Israeli media report that plans are going ahead to build 675 new housing units in Itamar settlement. (HA, YA 6/12)

Israeli DM Moshe Ya’alon departs to Washington for talks with U.S. Defense Secy. Chuck Hagel, his 1st such visit since taking office in 3/2013. The 2 men are said to be focusing their discussion on military and intelligence cooperation with regard to Syria. Ya’alon will also meet with U.S. politicians and pro-Israel lobbying group AIPAC. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. IDF soldiers make a brief incursion into Dayr al-Balah under cover of helicopters to bulldoze land along the border fence, directing heavy helicopter and machine-gun fire on nearby residential areas, wounding 1 Palestinian. Later, an IDF drone fires a missile at a Hamas-affiliated police officer riding a motorcycle in Khan Yunis (wounding him and 2 Palestinian children, ages 5 and 13, nearby) and briefly sends troops into Khan Yunis, withdrawing after several hrs. (Israel claims that the targeted man broke fr. Hamas to start a new faction, called Global Jihad, and was responsible for planning the Kissufim bombing earlier in the day.) Separately, IDF troops on the s. Gaza border fire on Palestinian farmers working land nr. the border fence, killing 1 Palestinian. Israel seals Gaza’s borders completely, denying entry to humanitarian aid (14 truckloads of goods entered before the closure) and, late in the evening, makes air strikes on smuggling tunnels on the Rafah border for the first time since OCL. The IDF sends reinforcements into Tubas, where troops bombard a home, killing wanted Izzeddine al-Qassam Brigades regional cmdr. Qays Udwan, 5 other Hamas mbrs. Heavy Israeli attacks are reported in Askar r.c., Jenin r.c., Nablus (where the IDF shells, destroys the eastern market area), Yatta. Around 25+n35 Palestinians (including as many as 8 collaborators) are reported killed today, including the 6 in Tubas, 12 in Nablus; 1 IDF soldier is killed in Jenin r.c. An IDF helicopter fires at the car of wanted Islamic Jihad mbr. Ziyad Shuwayki in Hebron, missing him but injuring 11 bystanders. IDF troops search, vandalize the home of Nablus mayor Ghassan Shaka (who is not home), arrest his 2 sons. Troops also raid the Ramallah home of PA Information M Yasir `Abid Rabbuh, detain him while they search; fire on an diplomatic convoy evacuating EU nationals fr. Dahaysha, causing damage but no injuries. The IDF lifts the curfew in Ramallah for a few hrs. to allow Palestinians to buy food; Palestinians discover that the Amwaj, al-Nasr, Watan TV stations and the Ajyal, Angham, Love and Peace, Manara, al-Quds radio stations have been ransacked. The IDF says it is still holding around 900 of the 1,200 Palestinians it has detained since 3/29. Late tonight, the IDF releases 340 Palestinian detainees fr. Jenin r.c., Ramallah at the Qalandiyya checkpoint but does not allow them through the crossing to reach their homes; the UNRWA allows them to stay in its nearby school. In Gaza, 10,000 Palestinians attend a Hamas rally against Israel's actions. Israel bars Palestinian men under age 40 fr. attending prayers at al-Aqsa Mosque. In a predawn raid, the IDF send 12 tanks and armored vehicles, 6 bulldozers into Khan Yunis, firing shells and heavy machine guns at homes, killing 1 Palestinian, injuring at least 13, completely demolishing 15 Palestinian homes, partially destroying 11. The IDF claims the action was in response to Palestinian gunfire aimed at Neve Dekalim. The IDF conducts a similar raid into Tulkarm, damaging several homes, uprooting an orchard, cutting electricity; sends tanks under helicopter cover into al-Shawawra village, damaging several homes, arresting 7 Palestinians; shells, fires on residential areas of Bayt Hanun, Bayt Lahia, Nablus; conducts arrest raids in Kafr al-Dik, Salfit. In Jinin, 100s of Palestinians still angry over the arrest of Islamic Jihad's Tawalbi clash with PSF mbrs. The PSF releases 2 PFLP mbrs. ordered freed by the PA High Court on 11/7.
