In the West Bank, Israeli settlers assault a Palestinian man at his home in Kisan. Israeli forces shoot and kill a Palestinian man in Tammun during a raid. Israeli forces also continue the raid in Nur Shams refugee camp for the second day in a row. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Elsewhere, Israeli forces begin constructing settler roads in the Masafer Yatta area near Umm al-Khair. Israeli forces also arrest a child and confiscate 60 sheep he is herding. Israeli forces arrest 27 Palestinians during late-night raids in and around Tulkarm, Salfit, Qalqilya, Hebron, Bethlehem, Jenin, Nablus, Tubas, and Ramallah. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Maghazi, Nuseirat refugee camp, killing at least 125 people, including at the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the third day in a row. Palestinians in Maghazi report that Israeli forces massacre Palestinian civilians with snipers and bulldozers. Jabalia refugee camp floods after heavy rain, leading to sewage mixing with the standing water. An anti-aircraft missile fired at an Israeli helicopter hits a clinic in Kibbutz Nirim. In Lebanon, Hezbollah fires rockets at Israeli soldiers near al-Marj and Israeli forces target Hezbollah in Maroun al-Ras. More than 22,438 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,697 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 318 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 80 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,003 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 177 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. Israel chooses British lawyer Malcom Shaw to represent the country at the upcoming genocide hearings at the ICJ. Axios reports that Israel’s Foreign Ministry has sends out a cable to its embassies instructing its diplomats to pressure countries into issuing statements against South Africa’s case against Israel at the ICJ. A political appointee at the U.S. Department of Education, Tariq Habash, resigns over U.S. support for Israel’s attacks on Gaza, saying he will not be quietly complicit. Habash was the political advisor in the department’s Office of Planning, Evaluation and Policy Development. (HA, NYT 1/4)

Peace Now issues a report saying settlement activity in the West Bank has surged at unprecedented levels since 10/7. The report says Israeli settlers have created 9 new settlement outposts, made 18 paved roads, returned to the Amona outpost, closed roads for Palestinian vehicles, and built fences outside settlements. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. The Intercept also says CNN has issued directives to its journalists on language to avoid, directed them not to relay statements from Hamas, and has hired a former Israeli soldier from the Military Spokesperson Unit to serve as a reporter. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. Separately, Israeli forces violently dispersed Palestinian protesters in Yatta, injuring 1 with live ammunition and 2 with rubber-coated bullets. Israeli forces violently dispersed Palestinian protesters in al-Tur, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries and 2 were arrested. 6 other Palestinians were arrested during house raids in the Old City, Jabal Mukabir, Silwan, and Shu‘fat. In Gaza, 34 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 30 to 64, including 16 children. The casualties included: 4 in a drone strike on a car east of Bayt Lahiya; 8, including 3 children, in 3 air strikes on apartment buildings in Gaza City; 1 child in an air strike on a butcher in Gaza City; 6 in a drone strike on a car in Gaza city, including 3 inside the car and 3 passersby; 1, and 1 wounded, in another air strike on a vehicle in Gaza City; 1 in an air strike in Khan Yunis; 1 in an air strike on agricultural lands near Khuza‘a; 4, and 2 injured, in a drone strike on Nuseirat refugee camp; 2, and 1 child injured, in an air strike on a liquefied petroleum gas distribution vehicle in Khan Yunis; 2, and 3 wounded, including 1 child, in an air strike on a house in Khan Yunis; 2, and 2 wounded, all children, after a helicopter fired missiles at a gas station in al-Fukhari; and the body of 1 Palestinian was found in rubble near Bayt Hanun, it was assessed that he was killed in an air strike on 5/10; the body of 1 Palestinian was found near a mosque in Rafah, the Palestinian Centre for Human Rights said it was unclear if he had been killed by debris from an intercepted rocket or in an Israeli air strike. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. Israeli air strikes also demolished 2 high-rise buildings, the 10-story al-Jawhara building, and the 14-story al-Shorouq building, which housed news outlets and other offices, and the headquarters of the interior ministry and UNRWA schools. In Israel, 1 Israeli soldier was killed and 2 injured from an anti-tank missile fired from Gaza and 1 child succumbed to injuries sustained in Sderot, raising the Israeli death toll to 7. Dozens of rockets were also fired at Israel from Gaza, most of them intercepted. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. Israeli police announced a nighttime curfew in Lydda from 8 p.m. to 4 a.m. 1 Palestinian-Israeli man was injured when rammed by a car­ and beaten near Or Akiva. 1 Palestinian-Israeli was lightly injured by a mob of Jewish-Israelis while driving in Tiberias. 1 Jewish-Israeli was injured in a stabbing incident in Tamra. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. The Secretary condemned the rocket attacks and emphasized the need to de-escalate tensions and bring the current violence to an end.” (HA, WAFA 5/12)

At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. The White House said that senior officials have had more than 25 calls with officials from Israel, the PA, Qatar, Tunisia, Jordan, and Egypt about the situation. (HA 5/12; NYT 5/13)

In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, 3 Palestinians were arrested during late-night raids in Bayt Awa and Dura south of Hebron. In East Jerusalem, Israeli forces arrested 2 Palestinians during a late-night raid in Issawiyya. After 3 rockets were reportedly fired from Gaza, Israel conducted multiple bombings throughout the day and fired at Palestinians from a helicopter, killing 3 Palestinians by the Gaza fence. 1 other Palestinian was critically wounded. According to news reports, the 3 killed were armed. Israeli forces also opened fire at agricultural lands east of Rafah and Israeli naval force opened fire on Palestinian fishermen on 2 separate occasions, causing no injuries. IDF troops under helicopter escort make a predawn incursion into Wadi alSilqa in c. Gaza to level Palestinian land to clear lines of sight. During the 12-hr. operation, Israeli helicopters repeatedly fire on surrounding areas to keep Palestinians away, wounding 1 Palestinian and starting a brush fire that destroys 15 d. of wheat. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. Israeli helicopters respond by firing 2 missiles at a Palestinian workshop in Rafah, injuring 5 Palestinian civilians (1 seriously) and damaging 7 nearby houses. In the West Bank, the IDF conducts 2 sets of synchronized morning patrols in 3 villages nr. Jenin and 3 nr. Ramallah. Other IDF patrols are conducted in 1 village nr. Ramallah in the morning; in Tulkarm and 2 villages nr. Qalqilya in the evening; and in Jenin and 1 village each nr. Jericho and Tulkarm late at night. The IDF also conducts late-night arrest raids, house searches in and around Tulkarm and nr. Tubas. A Jewish settler driving nr. Hebron fatally shoots 2 Palestinians standing at an intersection, saying he felt threatened. Jewish settlers fr. Keddumim settlement nr. Qalqilya set fire to Palestinian olive and almond trees on a nearby plot of Palestinian land. A Palestinian demolishes his own home and farm in Bayt Iksa village just n. of Jerusalem after being given orders to tear down the structures or face a fine and fee for having the IDF do the job. In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. IDF soldiers make a brief incursion into Dayr al-Balah under cover of helicopters to bulldoze land along the border fence, directing heavy helicopter and machine-gun fire on nearby residential areas, wounding 1 Palestinian. Later, an IDF drone fires a missile at a Hamas-affiliated police officer riding a motorcycle in Khan Yunis (wounding him and 2 Palestinian children, ages 5 and 13, nearby) and briefly sends troops into Khan Yunis, withdrawing after several hrs. Israel seals Gaza’s borders completely, denying entry to humanitarian aid (14 truckloads of goods entered before the closure) and, late in the evening, makes air strikes on smuggling tunnels on the Rafah border for the first time since OCL. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. Gaza to raid, search a municipal building and cultural center, firing on surrounding residential areas, killing a 63-yr.-old Palestinian man, bulldozing the municipal building and 370 d. of agricultural land (including 5 poultry farms, killing 5,000 chickens), ordering all Palestinian men in the area to surrender for questioning, releasing all but one by late evening. During the day, under cover of Palestinian mortar fire, a Palestinian suicide bomber detonates a truck bomb on the Palestinian side of the Erez crossing, damaging a passenger tunnel but causing no other casualties; the IDF makes a helicopter air strike on a jeep accompanying the truck, killing 1 armed Palestinian; Israel seals the crossing, which has been opened to limited VIP traffic and extreme medical cases, until repairs can be made; no group takes responsibility for the attack, apparently intended to capture an IDF soldier. In Rafah, an Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. An Islamic Jihad mbr. injured in a similar incident on 4/17 dies. In the West Bank, the IDF raids a mall in Hebron, giving store owners notice that their properties will be confiscated in 2 days (a children’s library and clinic associated with the ICA are located in the mall). Dayr al-Balah, missing the target, hitting an open area, causing no damage or injuries. After a week of increased Lebanese army shelling of Nahr al-Barid and reinforcing of positions surrounding the camp, the remaining FI mbrs. holed up in the r.c. make a last-ditch, predawn effort to flee, clashing with soldiers who kill more than 50 FI mbrs., capture 32, and take control of the camp; 5 Lebanese soldiers are also killed, bringing the toll since the crisis began on 5/20/07 to at least 163 soldiers, 222 FI mbrs., 42 civilians. Israel’s Jerusalem authorities issue an eviction order to the Palestinian al-Ansari Library in Jerusalem (one of the largest collections in Jerusalem with 45,000 books), slating the building for demolition to make way for a train station. A Jewish settler guard at Burkan settlement nr. Salfit shoots, wounds a Palestinian driver who routinely transports Palestinian workers to and fr. the settlement; no reason is given. In the morning, a closed military memorial service for Arafat is held on a military base outside Cairo.
