In the West Bank, Israeli settlers assault 2 Palestinians herding sheep near Burin. Israeli settlers also assault a Palestinian man and set fire to his car during a raid in Burqa. Elsewhere, Israeli settlers raid Arab al-Malihat, threatening shepherds with guns. An Israeli airstrike targeting a vehicle kills the 3 Palestinian occupants. PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Dayr al-Balah, Rafah, and al-Bureij, killing at least 104 people, including the head of aid distribution in Gaza Amjad Hathat. Israeli forces also continue the siege of al-Shifa Hospital and arrest Al Jazeera journalist Mahmoud al-Aliwa, the second Al Jazeera journalist to be arrested by Israeli forces at the hospital. Israeli military chief of staff Herzl Helevi tours the hospital. In Lebanon, Israeli forces bomb Marjayoun, Houla, and Ghandouriya. More than 31,923 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,096 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 431 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,489 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 181 trucks carrying aid enter Gaza. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. Autopsy reports reveal that a Palestinian prisoner who died at the Ofer Prison on 2/8 died due to medical neglect while a prisoner who died on 1/1 at the Megiddo Prison died after being beaten. (HA 3/20)

The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. It is the first time the Israeli court has approved a punitive demolition based on an attack that did not lead to Israeli fatalities. (AJ, HA, HA 3/20)

The Palestinian Football Association (PFA) urges FIFA to sanction Israel due to the Israeli attacks on Gaza. The PFA says 6 other national soccer associations endorse the proposal that will be discussed at the next FIFA congress in May. (AJ 3/20)

Palestinian MK Ayman Odeh is expelled from the Knesset after saying “[w]hat the Israeli army is doing [in Gaza] is murder, a massacre, the starvation of children.” (HA 3/20)

U.S. secretary of defense Lloyd Austin urges Israeli defense minister Yoav Gallant to consider alternatives to a ground invasion of Rafah during a phone call. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. In the West Bank, 1 Palestinian man was shot and killed after he rammed 7 people, killing 1 and injuring 6, including 1 Palestinian minor, 2 soldiers, and 2 settlers at a checkpoint near Ni’lin. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli settlers assaulted 1 Palestinian taxi driver with tools and sticks near the Mamilla Cemetery. Israeli settlers toured the Haram al-Sharif compound. Israeli forces issued demolition notices for 9 Palestinian-owned homes in al-Bustan. In Haifa, around 3,000 Palestinian citizens of Israel marched with 164 coffins to protest the Israeli police’s failure to combat gun violence in their communities; the protest was attended by MK Ayman Odeh. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. Adalah said the law, pushed by National Security Minister Itamar Ben-Gvir, “is another step up in the racist, sweeping and arbitrary measures against Palestinian prisoners.” (HA 8/31; WAFA 9/2)

In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Former directors of the Shin Bet Yuval Diskin (2005-2011) and Ami Ayalon (1995-2000) urged U.S. president Joe Biden not to meet with Israeli prime minister Benjamin Netanyahu, citing the Israeli government’s effort to overhaul the judicial branch of government. (HA 8/31)

56 Democrats in the U.S. House of Representatives and 7 Democrats in the Senate led by Representative Andre Carson (D-IN) and Senator Bernie Sanders (D-VA) urged Senator Jim Risch (R-ID) and House Representative Michael McCaul (D-TX) to end their block on the dispersal of $75 million for UNRWA food program assistance in the West Bank and Gaza. Israel summoned the Belgian ambassador for a reprimand after the Belgian minister for international development Caroline Ganz said “entire villages are being wiped off the map by the Israelis,” referring to the Palestinian villages where residents have fled during the summer due to Israeli settler attacks and Israeli military demolitions. The Forward reported that in his forthcoming book The Last Politician: Inside Joe Biden’s White House and the Struggle for America’s Future, Franklin Foer wrote that President Joe Biden had directed his national security advisors to “[s]mother [Prime Minister Benjamin] Netanyahu with love” during Israel’s May 2021 assault on Gaza. According to Foer, Biden refrained from criticizing Israel’s assault to build trust with Netanyahu. (HA 8/31)

In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli forces raided Jenin, attempting to arrest the brothers of 1 Palestinian man who was shot and killed in Jaffa after he allegedly killed 3 Israelis and wounded 10 others in Tel Aviv on 4/7; Israeli forces shot and killed 1 Palestinian minor who was selling hot drinks near the raid. Israeli forces also clashed with Palestinians in Ya‘bad, injuring 6. Elsewhere, Israeli forces shot and killed 1 Palestinian in al-Khader, who they claimed had thrown a Molotov cocktail at the Israeli forces during a raid on the town. Israeli forces also shot and killed 1 Palestinian woman who allegedly stabbed 1 Israeli soldier in Hebron. The Israeli supreme court ruled that the PA may by liable for damages to Israeli victims of attacks by Palestinians, citing payments to Palestinian prisoners in Israeli jails and their families by the PA. The Israeli cabinet voted to form a committee to study the possibility of revoking social benefits from Palestinian citizens and residents of Israel who are related to Palestinians charged with committed terror activity. The proposal was made by prime minister Naftali Bennett, foreign minister Yair Lapid, and labor minister Meir Cohen. (HA 4/10)

In a video recorded at the Damascus Gate plaza, MK and leader of the Joint List Ayman Odeh called on Palestinian citizens of Israel in the Israeli forces to lay down their arms and leave their posts in East Jerusalem and the West Bank. (ALM, HA, MEMO 4/11; HA 4/12)

In the West Bank, 9 Palestinians were arrested during late-night raids in Bayt Awa, Beit Umar, al-Twana, Nablus, and Birin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, detaining and assaulting 2 and arresting 3 others. 3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. In the West Bank, Palestinians protested in Hebron and Bethlehem against high consumer prices. Israeli forces started razing 30 dunams (7.5 acres) of Palestinian land in Kisan to expand a nearby settlement. 3 Palestinians, including 2 minors, were arrested during late-night raids in Beit Fajjar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids in Sheikh Jarrah. The PLO Central Council convened for its 31st session in Ramallah. PA president Mahmoud Abbas said he seeks to hold presidential and legislative elections as soon as they can hold them in all the Palestinian territories, including East Jerusalem. The session was titled “Developing and activating the Palestine Liberation Organization, protecting the national project, and popular resistance.” It was the 1st PLO Central Council meeting in 4 years. The Israeli cabinet approved legislation to bar Palestinians married to Israeli citizens from obtaining permits to live with their family in Israel. Meretz and the United Arab List (UAL) opposed the bill, while centrist parties in the government coalition such as the Blue and White party and Labor supported it. Lawmakers from both UAL and Meretz called the bill racist. The bill will be voted on in the Knesset next week. (HA, WAFA 2/6; MEMO 2/7)

The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. The new AU Chairperson Macky Sall of Senegal told reporters that a committee had been set up to discuss the issue to avoid a conflict about Israel’s membership amongst the AU nations. Officials said that 6 countries will be represented in the committee, including South Africa, Algeria, Rwanda, the Democratic Republic of the Congo (DRC), Cameroon, and Nigeria. South Africa and Algeria have both been vocal opponents of granting Israel observer status, while Rwanda and the DRC have been proponents. In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

The Israel Electric Corporation (IEC) said it would cut electricity in some areas of the West Bank, arguing that the PA owes the company $484 million. The chairman of the Palestinian Energy Authority said that the debt is less than half of what the IEC claims. The Joint Arab List, which won 13 seats in the Knesset at the Israeli elections on 9/17, recommended Blue and White leader Benny Gantz as the next Israeli prime minister, giving Gantz’s coalition 2 more votes than Likud’s 55. Blue and White still needs 4 more votes to be able to form a governing coalition.
