Along Gaza’s border, IDF troops arrest a Palestinian attempting to cross into Israel nr. Bayt Lahiya. They do not inform his family, who will spend the next 2 days searching for him. (The Israeli govt. will release a statement on 12/28 announcing that the man is a Hamas military operative. His family will deny the report, asserting that he has no affiliation with Hamas and that he is mentally unstable.) In the West Bank, IDF troops arrest 7 Palestinians during late-night raids in and around Hebron, Bethlehem, and Ramallah; and patrol nr. Qalqilya and Hebron. Israeli settlers assault a Palestinian returning from work s. of Jerusalem. He suffers serious injuries, and the settlers flee the scene. Islamic State of Iraq and al-Sham (ISIS) fighters in Syria launch mortars at IDF troops patrolling along the border in the Israeli controlled Golan Heights, causing no injuries. The IDF returns fire, bombing a car armed with a heavy machine gun. 4 ISIS fighters are reportedly killed. Israel announces the complete withdrawal of ground forces from Gaza. Israeli naval vessels direct heavy machine gun fire at beaches in n. Gaza, causing no reported injuries. Israel allows 118 truckloads of goods into Gaza. Hamas mbrs. reportedly begin rounding up alleged collaborators with Israel, including Fatah mbrs. In the West Bank, the IDF sends undercover units into Qabatya to ambush and arrest local Islamic Jihad leader Salah Kmail, and into Qiffin nr. Tulkarm to raid a carpentry shop, arresting Islamic Jihad mbr. Omar Daoud; conducts late-night arrest raids, house searches in and around Bethlehem, Jenin and nr. Salfit, Tulkarm; fires on Palestinians demonstrating against OCL in Bayt Umar nr. In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. IDF troops on the n. Gaza border shell an alleged rocket-launching site w. of Bayt Lahiya in n. Gaza, injuring 2 Palestinian children (ages 4, 17) and damaging a house. IDF troops on the s. Lebanese political figures holding national unity talks in Doha formally announce that they have reached a comprehensive agmt. ending their 18-mo. political standoff and paving the way for Gen. Michel Suleiman’s election as pres, including agmts. on redistricting Beirut, an electoral law, and allotment of cabinet seats that will give Hizballah veto power over major decisions. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. (Officially the government calls the move “self-defense.”) Israel says that it will allow into Gaza “the minimum amount of food and medicines necessary to avoid a humanitarian crisis.” In Gaza, the IDF shoots, wounds a Palestinian fisherman laying nets on the Bayt Lahiya coast; sends troops into al-Shuka, where they exchange tank and heavy machine gun fire with armed Palestinians firing RPGs, leaving 1 Hamas mbr., 1 IDF soldier dead, 2 IDF soldiers wounded; conducts land-leveling operations inside the Gaza border nr. Dayr al-Balah, firing on residential areas, causing no reported injuries. Palestinians fire an RPG at an IDF jeep patrolling the Gaza border e. of al-Maghazi r.c., missing the target, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Bethlehem, Hebron, Jenin, Ramallah. Jewish settlers fr. Itamar nr. In Gaza, Hamas fires mortars at the IDF post at Erez crossing, wounding 4 IDF soldiers. In the West Bank, the IDF raids Jenin, exchanging fire with Palestinian gunmen, killing Muhammad Farhati, cmdr. of a joint AMB–Islamic Jihad squad called Belt of Fire; conducts additional arrest raids, house searches in Jenin and nr. Bethlehem, Tulkarm; bars members of the Temporary International Presence in Hebron (TIPH) fr. patrolling nr. the Ibrahimi Mosque/Tomb of the Patriarchs. In Gaza, a Haniyeh bodyguard is kidnapped by Fatah’s elite Force 17 mbrs., who hold him for 7 hrs., beat him, shave off his eyebrows and beard, shave the number 17 into his hair. In Gaza City, 50 PA TV employees protest threats by a little-known group, Swords of Truth, to its female anchors accused of “destroying Islamic culture” by appearing on broadcasts unveiled and wearing makeup. Exchanges of fire intensify btwn. the Lebanese army, FI at Nahr al-Barid r.c. In ‘Ayn al-Hilwa r.c. nr. Sidon, Jund al-Sham mbrs. attack soldiers surrounding the camp after hearing news of the death of its senior mbr., Abu Raid, in Nahr al-Barid; 1 soldier, 2 Jund al-Sham mbrs. are wounded in the fighting, which involves heavy machine gun, automatic weapon, and RPG fire. The IDF expands military operations in Gaza, making at least 7 air strikes on Hamas, ESF, and PA General Intelligence targets in Gaza, targeting 4 suspected arms caches and 3 other sites (including PA Interior Min. offices in Rafah), injuring 16 Palestinians, damaging at least 25 Palestinian homes; sending tanks and bulldozers into the Strip to level agricultural land e. of Bayt Hanun; directing heavy machine gun fire at a rocket launching site in n. Heavy clashes btwn. the Lebanese army, FI at Nahr al-Barid r.c. continue for a 3d day. In Tripoli, a lone FI suicide bomber, still hiding from the police crackdown on 5/20, detonates a device when police close in on his location, killing only himself. Later in the afternoon, the Lebanese army halts its shelling of Nahr al-Barid r.c. in response to a shaky, undeclared cease-fire by FI, prompting some 10,000 Palestinians to flee. Palestinians in ‘Ayn al-Hilwa r.c. and Rashidiyya r.c. demonstrate against the army’s heavy shelling of Nahr al-Barid. Before dawn, the IDF sends troops back into Aida r.c., Bayt Jala, Bethlehem, Dahaysha r.c. in the largest incursion since Israeli PM Ariel Sharon declared the end of the 1st stage Operation Defensive Shield on 4/21, conducting house-to-house searches; occupying the UNRWA school in Dahaysha r.c.; arresting 10s of Palestinians, including wanted Fatah mbr. Ahmad Mughrabi, blowing up his home; declaring the area a closed military zone, barring entry to journalists; occupying Bethlehem Radio 2000 offices, seriously damaging, confiscating equipment; directing shells, heavy machine gun fire at residential areas, seriously damaging several homes. The IDF also conducts arrest raids in Hebron, Umm al-Sharayit; withdraws to the outskirts of Tulkarm, but maintains a curfew; tightens controls on Palestinian movement across the West Bank. Muhammad Shihada; troops still hold most of Bethlehem at nightfall. The IDF also fires tank shells, machine guns a Palestinian mother, daughter working their farm nr. the Gaza border with Israel, killing them; the IDF says they were in a prohibited area. Denied passage by the IDF, a Palestinian woman gives birth at a checkpoint; the baby dies. The IDF withdraws to the outskirts of Tulkarm r.c.; at least 9 more IDF soldiers have been injured in the operation since the fatal ambush on 5/24. An "intense debate" is reportedly underway among U.S. Pres. George W. Bush and his senior advisers over whether to press for Arafat's removal. Arafat adviser Muhammad Rashid, in Washington for several days for a low-key meetings with U.S. officials at the CIA, Pentagon, State Dept. and with Jewish leaders, argues that Arafat is central to the peace process. The IDF eases the closure on Jenin r.c. during the day, begins a comprehensive withdrawal to the outskirts of the camp and town by evening. The IDF makes a brief incursion into Qalqilya; lifts the curfew on Bethlehem for 4 hrs.; directs heavy machine gun fire at residential areas of Rafah, killing 2 Palestinians; captures wanted senior Hamas mbr. Husam Ataf Ali Badran in a raid nr. Nablus, also killing 3 Palestinians. A newborn Palestinian baby dies when barred by the IDF fr. reaching a hospital. Just before Zinni arrives, Israel begins pulling back gradually fr. Ramallah. The U.S., PA say that is not enough, with the State Dept. publicly stating, "We want to see a full withdrawal" fr. area A, including all Palestinian towns, refugee camps. During the day, at least 5 Palestinians are killed in Ramallah, 1 Palestinian dies of injuries received on 3/5; 2 explosions nr. Tulkarm kill 6 Palestinians (including senior AMB mbr. Mutasim Makhluf) in what are thought to be assassinations; 2 Palestinian collaborators are killed by Fatah Hawks mbrs. in Bethlehem. In an incident similar to that on 2/14, Palestinian assailants detonate a powerful roadside bomb in Gaza, destroying a Merkava tank, killing 3 IDF soldiers, wounding 2; the AMB, PFLP each claim responsibility. In al-Bireh and nr. Ramallah, Palestinians fire RPGs at 2 tanks, damaging them. Palestinian gunmen fire on Gilo settlement, causing no damage. In retaliation, the IDF sends tanks into the heart of Bethlehem, firing repeatedly at a Catholic maternity hospital and orphanage, which houses 16 patients and 50 children ages 5 and younger, causing damage but no injuries.
