The IDF sends troops, APCs into Bethlehem, reoccupying most of the city, directing shells and heavy machine gun fire at residential areas, demolishing the home of senior Islamic Jihad mbr. Muhammad Shihada; troops still hold most of Bethlehem at nightfall. The IDF also fires tank shells, machine guns a Palestinian mother, daughter working their farm nr. the Gaza border with Israel, killing them; the IDF says they were in a prohibited area. Denied passage by the IDF, a Palestinian woman gives birth at a checkpoint; the baby dies. The IDF withdraws to the outskirts of Tulkarm r.c.; at least 9 more IDF soldiers have been injured in the operation since the fatal ambush on 5/24. An "intense debate" is reportedly underway among U.S. Pres. George W. Bush and his senior advisers over whether to press for Arafat's removal. Arafat adviser Muhammad Rashid, in Washington for several days for a low-key meetings with U.S. officials at the CIA, Pentagon, State Dept. and with Jewish leaders, argues that Arafat is central to the peace process. 2 Palestinians die of injuries received earlier, including senior Fatah mbr. Bardawil who was wounded on 6/5 in a possible assassination attempt. The IDF directs shells, heavy machine gun fire at residential areas of Khan Yunis, Rafah; raids 3 PA-controlled areas in Gaza, 1 in Hebron; occupies an uninhabited building in Nablus for use as an IDF post. Palestinians fire mortars at 2 Gaza settlements, causing no damage. Jewish settlers attempt to set up a new enclave nr. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. Troops also bar a Palestinian woman in labor from crossing a checkpoint to reach Jericho hospital 40 m. away; after she gives birth, the soldiers allow her to walk through the crossing with her newborn. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause. In Ramallah, reps of the nationalist and Islamist groups give PLO Exec. Comm. secy. Mahmud Abbas a memorandum calling on Arafat to open a "national dialogue" to discuss forming an emergency government that includes all Palestinian factions. A car bomb explodes in Or Yehuda, outside Tel Aviv, lightly injuring 4 Israelis. The PFLP claims responsibility (see 4/2). In the West Bank and Gaza, Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. The PSF claims to fire antitank weapons at 7 IDF tanks, 2 bulldozers, foiling their attempt to reenter Rafah to demolish more homes (see 4/14). A roadside bomb explodes outside Ariel settlement, causing no damage. At a funeral for a PSF officer in Gaza, a 12-yr.-old Palestinian boy is shot dead, 14 Palestinians are wounded when settlers, IDF soldiers at a nearby settlement open fire thinking the PA's 21-gun salute is gunfire aimed at them. PA and Israeli security officials hold a round of "constructive" talks at the U.S. amb.'s residence in Israel, with CIA participation (see 4/4). Arafat makes a public statement in Arabic that he does not "agree to any form of attack on Israeli or Palestinian civilians." Iran sponsors an NGO conference in support of Palestinians' human rights in Tehran. Attendees call on states to take actions in support of the Palestinians (such as providing aid, boycotting Israel) instead of making statements of support. (IRNA 4/23 in WNC 4/25)

In Athens, Israel, the PA hold their 1st public high-level talks since Sharon took office. Israeli FM Peres, PA Planning M Shaath, PA Local Government M Saeb Erakat discuss the Jordanian-Egyptian nonpaper, agree to resume security talks. Peres reiterates Sharon's position that negotiations cannot resume until all Palestinian violence ceases but does not reject the nonpaper outright. This evening, senior PA, Israeli security officials hold talks at the home of U.S. Amb. Martin Indyk in Herzilya, Israel; a CIA official sits in as a "nonparticipant observer" (see 3/21). When the PA team returns to Gaza, IDF troops fire on their convoy as it passes through the Erez crossing, injuring 2 bodyguards. The PA says the IDF attempted to assassinate the security chiefs; the IDF says troops thought they were being shot at fr. the convoy, "acted appropriately." The IDF also directs heavy machine gun fire at Palestinian residential areas of al-Mughraga. Nr. Hebron, a tank overturns, killing 5 IDF soldiers, injuring 1. The IDF bulldozes 4 more Palestinian homes in Anata; 4 in Hebron; 3 homes, a warehouse, an animal pen in Jinin; 1 home in Bethlehem. In Gaza, Jewish settlers fr.
