Elsewhere in the West Bank, IDF troops confiscate 6 computers during a raid on a printing shop in Hebron. Also in the Hebron area, Israeli forces confiscate a caravan being used as a medical clinic in the bedouin village al-Markaz, demolish a quarry in al-Samu‘ village, and deliver stop-work orders to 2 homes under construction nr. the city. Meanwhile, IDF troops arrest 23 Palestinians during raids nr. Bethlehem, Nablus, and Ramallah, and patrol nr. Ramallah and Hebron. In East Jerusalem, around 70 right-wing Jewish activists tour Haram al-Sharif. In East Jerusalem overnight, Israeli forces demolish a playground and uproot a number of trees in Silwan, and arrest 3 Palestinians during latenight raids in al-Tur and Bayt Hanina. Politico publishes a 2/17 letter signed by 11 mbrs. of the U.S. Congress, including Sen. Patrick Leahy (D-VT), addressed to Secy. of State John Kerry and calling for investigations into the “disturbing number of reports of possible gross violations of human rights by security forces in Israel and Egypt.” The letter highlights “what may be extrajudicial killings” by Israeli forces in Israel and the oPt. Israel’s Knesset passes a 1st reading of 2 bills that would create economic incentives for settlement growth. The 1st would reduce bureaucratic restrictions on home purchases in settlements, preventing settlers from paying taxes to both the govt. and the Civil Admin. The 2d would entitle settlers to tax breaks as long as they are eligible for a grant promoting capital investment. (HA 3/29)

In Gaza, a Palestinian man is killed in a tunnel collapse nr. Rafah. In the West Bank, IDF troops shoot and critically injure a Palestinian youth by the separation wall nr. Jenin. The young man will succumb to his injuries late at night. They also conduct house searches and raids in Tulkarm, 1 village and al- ‘Azza r.c. nr. Bethlehem, and 1 village nr. Overnight, Israeli forces demolish 4 residential structures in the n. Jordan Valley and a home nr. Jenin; conduct a large drill nr. Tubas that leads to fire damage on 3,000–4,000 dunams of farmland. Israeli settlers chop down over 100 almond, grape, and olive trees outside Hebron. Unknown Palestinians throw Molotov cocktails at an Israeli settler’s car nr. Nablus, injuring 1 and causing damage. In East Jerusalem, hundreds of Palestinians gather in al-Tur for the funeral of the Palestinian youth killed by Israeli forces on 4/24, defying the Israeli attempt to restrict the funeral to 70 mourners. Minor clashes break out with Israeli forces, but there are no serious injuries. UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. The IDF conducts house searches and arrest raids nr. Ramallah and Hebron; patrols nr. Jenin and Hebron. Israeli soldiers also arrest 1 Palestinian at a checkpoint outside Bayt ‘Amr village and construct a surveillance tower at a checkpoint nr. Tulkarm. Private Israeli security guards from the Ofra settlement assault and detain a Palestinian nr. Silwad. Off the coast of the n. Jordan submits the Palestinians’ amended draft res. to the UNSC after the Arab Group at the UN approves the amendments. PA Pres. Abbas predicts a vote will be held on 12/30. Secy. of State Kerry calls 13 FMs from around the world to argue against the measure, then a U.S. State Dept. spokesperson says that the U.S. will not support it. A PA unity govt. delegation arrives in Gaza City to coordinate reconstruction efforts, open the crossings, and deal with issues facing Gaza’s workers. It is the 2d meeting of the govt. in Gaza since its formation on 6/2 (the 1st was on 10/9). Dozens of Palestinians gather at the Erez border crossing to protest the unity govt.’s perceived inaction. Meanwhile, the Palestinian Environmental Quality Authority of Gaza announces that it will stop importing batteries and electrical appliances from Israel, citing their detrimental effects on the environment and the import fees collected by Israeli authorities. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. The IDF continues attacks across the Gaza Strip, killing 18 Palestinians. Also, the IDF drops leaflets over Bayt Lahiya that tell residents to evacuate ahead of intensified attacks. In response, around a quarter of Bayt Lahiya’s population, approximately 70,000 people, flees and seeks shelter in UNRWA facilities. Palestinians fire more than 70 rockets into Israel, causing some damage and injuring 1 with shrapnel. Meanwhile, Palestinian gunmen execute an alleged collaborator with Israel in Rafah. While in Vienna for talks on Iran’s nuclear program, U.S. Secy. of State Kerry speaks with PM Netanyahu on the phone, and says that the U.S. is ready to help broker a cease-fire along the lines of the 11/2012 agreement. Also, Kerry discusses the crisis with his French, British, and German counterparts. Speaking in Vienna, French FM Fabius and British foreign secy. William Hague both urge a return to the ceasefire agreement of 11/2012. The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Meanwhile, EU foreign ministers issue a statement welcoming Kerry’s announcement that an agreement had been reached (7/19) for establishing a basis for resuming direct negotiations. Palestinian pres. Abbas says that any future peace deal with the Israelis be put to a national referendum, while Israeli PM Netanyahu says that his govt. will pass a law requiring a referendum on any peace treaty. Chairman of the House of Representatives Intelligence Cmte. Mike Rogers says that the U.S. administration can move forward with plans to arm Syrian rebels, after some concerns were eased. Members of the Senate Intelligence Cmte. had previously voiced worries that arms could end up in the hands of radical Islamist groups, but according to a statement issued by Rogers the White House has since offered reassurances about the proposed supplying of rebels. The EU designates the armed wing of Hizballah as a foreign terrorist organization, a decision welcomed by Israel but condemned by both the Lebanese group themselves, as well as Lebanese caretaker FM Adnan Mansour. The resulting sanctions will restrict Hizballah’s ability to use Europe as a financial conduit. (REU 7/22)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians.
