In a statement after the Israeli settlers had toured the Haram al-Sharif compound, Israeli prime minister Naftali Bennett said the Israeli security forces had preserved “freedom of worship for Jews on the Mound [the Haram al-Sharif compound],” a significant departure from the status quo of the Holy Sites and a 1st from an Israeli prime minister. Under the status quo agreement, only Muslims have the right to worship on the Haram al-Sharif compound. 1 day later, Prime Minister Bennett clarified that the wording was a mistake and that he meant “visit” rather than “worship.” (HA, MEMO 7/18; AP, HA, JP, WAFA 7/19)

The Israeli high court of justice rejected a petition from Peace Now to stop the transfer of Israeli public funds to the Amana movement, which funds and builds unauthorized constructions in Israeli settlements and settlement outposts. (HA 7/19)

17 news outlets published a Forbidden Stories and Amnesty International investigation based on a leak of more than 50,000 records of phone numbers, which had been targeted for surveillance with Pegasus spyware from the Israeli spyware company NSO Group’s clients. The investigation found that at least 180 journalists from 21 countries had been targeted by 12 NSO Group clients, including the governments of Bahrain, Morocco, Saudi Arabia, India, the UAE, Mexico, Hungary, Azerbaijan, Togo, and Rwanda. The investigation also found that heads of governments, including Pakistan’s prime minister Imran Khan, France’s president Emmanuel Macron, and Morocco’s king Mohammed VI, were among possible victims. Furthermore, the investigation showed that Pegasus spyware was installed on Saudi dissent journalist Jamal Khashoggi’s fiancée’s phone and that his son had been listed for targeting before Khashoggi was murdered by special forces in Saudi’s embassy in Istanbul on 10/2/2018. Charges against NSO Group that its spyware was used against Khashoggi have been denied by the company. The Israeli government approves all sales of spyware from NSO Group to potential clients. Amazon subsequently said it had shut down its servers used by NSO Group. The investigation comes as a different investigation into another Israeli spyware company Candiru was released on 7/15. Later, after the Forbidden Stories investigation was published and with international criticism mounting, the Knesset’s foreign affairs and defense committee chairman Ram Ben Barak on 7/22 said that his committee would review the process of granting licenses to export spyware to other countries. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. Palestinian protests were also held in Qabatiya and Rumana. 8 Palestinians were arrested, including 7 during late-night raids in Dayr Abu Mash‘al, Jenin, Jericho, and Bayt Rima; 1 was arrested while in a park in Jenin. In East Jerusalem, Israeli settlers raided the Bab al-Rahma cemetery at the Haram al-Sharif compound. 3 Palestinians were arrested during raids in al-Tur, the Old City, and Silwan. In Gaza, 13 Palestinians were killed, including 2 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 203 to 216, including 62 children and 2 pregnant women. In the West Bank, Israeli forces raided a Palestinian-owned house in Kaubar and took measures to punitively demolish it; 2 of the house’s occupants are detained by Israel. Israeli forces also arrested 11 Palestinians, including 4 during late-night raids in and around Tulkarm, Jenin, and Ramallah; 1 on a street near Nablus; and 7 during daytime raids in and around Ramallah, Nablus, ‘Ayn al-Hilwa, and Hebron. During a daytime raid in Nablus, Israeli forces confiscated a tractor, and separately during a different raid in Nablus, Israeli forces seized carpentry equipment. 1 Palestinian was shot by Israeli forces after he allegedly attempted to carry out a stabbing by the Gush Etzion junction. 9 Palestinians from Issawiyya in East Jerusalem were placed under nighttime curfew between 8 p.m. and 6 a.m. 6 of the men were told that they were facing a nighttime curfew on 12/29, but the curfew did not take effect until 1/2. The Israeli military cited a 1945 Mandate-era regulation to justify placing the 9 under nighttime curfew. (HA 1/2)

The U.S. assassinated Iranian major general in the Islamic Revolutionary Guard Corps (IRGC) and commander of the IRGC’s special forces Quds Force Qasem Soleimani and the deputy chairman of the Iraqi government-sanctioned militia Popular Mobilisation Forces, Abu Mahdi al-Muhandis, along with several other Iranian and Iraqi officials at Baghdad International airport. The assassinations were carried out by an American MQ-9 drone that fired missiles at the officials’ convoy as it was leaving the airport. The Pentagon released a statement saying that the strike was directed on behest of U.S. president Donald Trump and was aimed at “deterring future Iranian attack plans.” Iran’s supreme leader Ayatollah Ali Khamenei said in a statement that Iran would have 3 days of mourning followed by a retaliation. Israel’s Knesset passes a preliminary reading of a new draft of the so-called regulations bill that would retroactively authorize many Israeli settlement outposts, except Amona, which is still scheduled to be evacuated and demolished by 12/25. Then they confiscate both boats and arrest 6 fishermen. In the West Bank, IDF troops arrest a Palestinian in c. Hebron after she is found to be carrying 2 knives. They also drive a Palestinian farmer and his family off their olive grove outside nearby Bayt Umar village. The IDF conducts raids in Nablus late at night, arresting 4 Palestinians and sparking minor clashes (there are no serious injuries); arrests 11 Palestinians and issues 1 arrest summons during further raids in and around Bethlehem and Hebron; and patrols in Hebron and nr. Qalqilya during the day. In East Jerusalem, Israeli Nature and Parks Authority forces demolish 6 graves in Bab al-Rahma Cemetery nr. the Old City. They claim the graves were built on “confiscated land” belonging to the authority. Civil employees go on a 1-day general strike in protest of the fact that they haven’t been paid a full salary since 6/2, and dozens stage a sit-in protest outside the PA unity govt.’s headquarters in Gaza City. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr.
