In the West Bank, Israeli settlers demolish an agricultural structure and stone walls in Tarqumiyah. Israeli settlers also attack Palestinian herders in al-Juwaya, forcing them to leave the area. Elsewhere, Israeli settlers steal olives from Palestinians in Awarta. Israeli forces fatally shoot 3 Palestinians and injure another during a raid in Iktaba. Israeli forces also shoot and injure 2 Palestinian men during raids in Tell and Qiffin. Elsewhere, Israeli forces demolish a home and an agricultural structure and uproot trees in Birin. Israeli forces also raid Beit Umar, seizing a vehicle. Meanwhile, Israeli forces assault 2 Palestinians during raids in Ya’bad and Hebron. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Maghazi, Rafah, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 249 Palestinians, including a 5-year-old in a bombing of a Doctors Without Borders shelter. 9 Israeli soldiers are killed in combat, including 6 who are killed by Israeli forces detonating a tunnel before they exit it. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces assassinate senior commander in Hezbollah’s Radwan forces Wissam al-Tawil and one other person in a strike on the car they are traveling in in Khirbet Selm. Israeli forces also attack Marwahin and Ayta ash Shab. Hezbollah fires a rocket at a home in Shtula, lightly injuring an Israeli, and an anti-tank missile at an Israeli soldier near the Blue Line. In Syria, Israel says it has assassinated Hassan Halashah in Beit Jinn, claiming he was responsible for Hamas launching rockets from Syria at Israel. More than 23,084 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 58,926 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 333 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,042 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 183 Israeli soldiers have been killed and 1,042 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 112 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. The WHO says Israel has denied its request to deliver medical supplies to al-Awda Hosptial in Jabalia refugee camp and the Central Drug Store in Gaza City. (AJ, UNOCHA, UNOCHA, WAFA 1/8)

B’Tselem reports Israel is deliberately starving Palestinians in Gaza, saying cultivated fields have been destroyed and bakeries bombed, leaving Gaza reliant on food aid that Israel largely prevents from entering. (BTS 1/8; AJ 1/10)

Islamic Jihad releases a video of an Israeli captive. Separately the group says it foiled an attempt by Israeli forces to rescue a captive in al-Bureij refugee camp. (AJ, HA, HA 1/8)

PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah el-Sisi in Cairo, discussing ways to end Israel’s war in Gaza and the surge in settler violence in the West Bank. PA foreign minister Riyad al-Maliki meets with German foreign minister Anna Baerbock in Ramallah, calling on Germany to pressure Israel into a ceasefire. Baerbock also visits al-Mazra’a al-Qibliya with B’Tselem, meeting with Palestinians affected by settler violence. Baerbock says Israel has a duty to protect Palestinians in the West Bank. Israeli military spokesperson Daniel Hagari says in an interview that Israel’s campaign in Gaza has gradually started to shift to a more targeted stage. (AJ, HA, NYT 1/8)

Israeli heritage minister Amichai Eliyahu proposes displacing Palestinians from Gaza who “refuse to live in these conditions.” Finance Minister Bezalel Smotrich says Israel will not transfer the PA tax revenue to the PA and reiterates his call for the displacement of Palestinians in Gaza. 70 Knesset members sign a motion to expel Hadash-Ta’al party MK Ofer Cassif for his support of the South African genocide case against Israel at the ICJ. It is unclear if Cassif will be expelled as the law to expel Knesset members only permits expulsion on the basis of racist incitement or support of armed struggle against Israel. (HA 1/9)

U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. The Foreign Press Association had petitioned the Supreme Court to gain access to Gaza. (AJ, AP 1/8; HA 1/9)

Haaretz reports that Israeli opposition leader Yair Lapid has called on Benny Gantz, Gadi Eizenkot, and Gideon Saar to leave the emergency government because he deems Prime Minister Benjamin Netanyahu unfit to lead Israel. (AJ, HA 1/8)

Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Bin Zayed reportedly sarcastically told Netanyahu to “ask [Ukrainian president Volodymyr] Zelenskyy for money.” (AX 1/8)

In the West Bank, Israeli settlers attacked Israeli forces demolishing a settlement outpost near the Yitzhar settlement; 3 soldiers and 1 settler were injured and several military vehicles were damaged. Israeli settlers also threw stones at Palestinian vehicles traveling near Sabastia. Israeli forces shot and killed 1 Palestinian man near Haris at the Ariel settlement, claiming he had charged Israeli settlers and soldiers with a knife; no Israeli injuries were reported. 2 Palestinians were arrested for driving with the Palestinian man to the Ariel settlement: 1 on 12/31 and 1 on 1/2. The PA called the killing an execution. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets, including 1 minor. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and 7 with tear gas. Israeli forces also violently dispersed a protest in Bayt Dajan, injuring 44 Palestinians with tear gas. Meanwhile, Israeli forces shut down the main road between Nablus and Jenin. Israeli forces also delivered a demolition order for a house in Umm al-Rihan. 1 Palestinian minor was arrested during a house raid in Beit Fajjar. In East Jerusalem, Israeli forces shot and injured 1 Palestinian using a rubber-coated bullet during a raid in Isawiya; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians protesting the Israeli eviction plans against the Salem family in Sheikh Jarrah; 1 minor was arrested and several Palestinian flags were confiscated. Israeli forces also violently dispersed Palestinian protesters in Jabel Mukaber, assaulting 1 and arresting 1. In Gaza, Israeli forces opened fire at Palestinian shepherds east of al-Bureij; no injuries were reported. In Israel, 1 Palestinian Israeli man was killed in Umm al-Fahm, marking the 126th murder of a Palestinian Israeli in 2021. B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors. Israel also demolished 548 non-residential structures. (B’Tselem 1/4/2022)

Israel’s ministry of defense announced that it had signed a deal with the U.S. to buy 12 Lockheed Martin-Sikorsky CH-53K helicopters and 2 Boeing KC-46 refueling planes. (MEMO 12/31)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 1 Palestinian is injured. Also along Gaza’s border, IDF troops open fire on Palestinian farmland nr. Khan Yunis, causing no serious damage. Elsewhere in the West Bank, they demolish property and threaten demolitions during late-night raids nr. Nablus and Hebron; and patrol nr. Hebron throughout the day. Israeli settlers set fire to Palestinian farmlands nr. Qalqilya, destroying 50 olive trees. In East Jerusalem, Israeli settlers assault a Palestinian from Silwan while he is walking n. of the city. In the 2d attack this week, IDF troops shoot and kill a Palestinian at a checkpoint nr. Tulkarm after she allegedly attempts to stab an Israeli soldier. No Israelis are injured. Meanwhile, around 4,000 Jewish settlers pray at Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stone-throwing Palestinian residents; 10 Palestinians are injured (1 will succumb to his injuries on 6/6). Meanwhile, IDF troops conduct raids and house searches in Silwad and Kafr Malik villages nr. Ramallah, issuing 2 Palestinians arrest summons and sparking minor clashes in which a Palestinian is mildly injured. IDF troops patrol nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

French FM Jean-Marc Ayrault announces 2 main goals for the international peace summit in Paris on 6/3: the parties agree to meet again by the end of 2016, with Israeli and Palestinian participation, and they agree to form several working groups to facilitate resolutions on various final status issues, such as Israeli security and economic incentives for both sides. In the Gaza Strip, IDF troops e. of Khan Yunis shoot live ammunition and smoke bombs at Palestinians protesting the Israeli occupation and blockade nr. the border fence, causing no injuries. Late at night, IDF troops e. of al-Bureij arrest 3 Palestinians approaching the border fence to attempt to cross into Israel. In 3 separate incidents off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in c. Hebron and nr. Bethlehem; patrols nr. Hebron and Qalqilya. IDF troops arrest a Palestinian in c. Hebron on the suspicion that he was going to enter al-Ibrahimi Mosque with a knife. In 2 separate incidents nearby, Israeli settlers hit a Palestinian and an Israeli photographer for the human rights organization B’Tselem with their cars, injuring both. Israeli forces deliver stop-work orders to Palestinians constructing 2 homes in Bayt Umar nr. Hebron and confiscate a tractor being used for the project; demolish 2 farmhouses, a well, 800 dunams of crops, and 500 m of stone walls in a village s. of Nablus. In East Jerusalem, Israeli forces arrest a Palestinian man at Haram al-Sharif and another on a raid in the Old City. PM Hamdallah says that the PA will be paying its employees a portion of their salaries “soon,” but that the Israeli govt. may be freezing transfers of tax revenues for the 2d mo. in a row. (MNA, WAFA 2/1; JP 2/2)

MK Masud Ghnaim (United Arab List) says that the newly united list of non-Zionist parties will not join a coalition formed by PM Netanyahu or his chief rivals, MKs Herzog and Livni, but that it would support a center-left bloc, confirming the stance presented by MK Ahmad Tibi on 1/17. (TOI 2/1)

Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. Unidentified assailants fire 3 rockets fr. s. Lebanon into n. Israel. (Up to a dozen rockets total may have been fired, with others landing inside Lebanon). The IDF returns fire. No damage or injuries are reported. (MM, MNR 1/14; WP 1/15)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front.
