In the West Bank, Israeli settlers uprooted around 250 olive saplings and 150 grape saplings near al-Khader. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3. The Israeli military said it would close all crossings to Israel from the West Bank and Gaza from 5:00 p.m. on 4/5 to 12:00 a.m. on 4/8 and from 5:00 p.m. on 4/11 to 12:00 a.m. on 4/12 for the Passover holidays. (HA 3/31)

In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. In East Jerusalem, Israeli forces demolished 1 Palestinian house under construction in Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on Palestinian famers east of Beit Hanun and Khan Yunis; no injuries were reported. In Israel, anti-Palestinian graffiti was sprayed on 1 Palestinian vehicle and the tires of 30 vehicles were slashed in Jaljulia. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. In the West Bank, Israeli forces handed stop-work notices to Palestinians near Tubas installing solar panels donated to them by an NGO in Italy; and closed the entrances to Qusra. Israeli forces also opened fire at Palestinian farmers near Tulkarm, leading to clashes; tear-gas related injuries were reported. Israeli settlers damaged 10 olive trees and 40 grape trees in al-Khadir. Separately, Israeli settlers attacked Palestinian shepherds south of Hebron. 1 Palestinian was arrested during a house raid in Qalqilya. In East Jerusalem, 6 Palestinians were arrested in raids in and around the Old City and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; 1 boat was damaged, but no injuries were reported. In Israel, 1 Palestinian prisoner set fire to a room used by Israeli guards in Nafha prison in defiance of Israeli measures against spreading the COVID-19 virus in Israel, such as sending most prison doctors and nurses home. In the West Bank, IDF troops conduct raids in southern Ramallah, confiscating surveillance footage and sparking clashes with stone-throwing Palestinian minors (4 Palestinians are injured). Another Palestinian is injured in similar clashes in Bil‘in near Ramallah. IDF troops arrest 7 Palestinians during additional raids near Jenin and Ramallah; and patrol near Bethlehem and Hebron. Israeli settlers uproot more than 30 olive, grape, and almond trees from a Palestinian farm near Hebron. Settlers also assault and injure an elderly Palestinian in Hebron. The IDF then arrests the Palestinian for unclear reasons. In East Jerusalem, the Israeli authorities issue an eviction notice to a Palestinian residential building in Shaykh Jarrah, forcing 5 Palestinian families from their homes. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, Bayt Lahiya, and Rafah, causing 1 boat to catch fire (2 fishermen are arrested). The Israeli authorities open a new highway, dubbed Route 4370, northeast of Jerusalem. Critics call it the “Apartheid Road” because it features a concrete wall that divides Israeli settler traffic from Palestinian traffic. Israel’s Public Security Minister Gilad Erdan calls it “an example of the ability to create coexistence between Israelis and Palestinian while guarding [against] the existing security challenges.” (AP, HA, TOI, YA 1/10; AJ 1/11)

Senior Egyptian officials say that senior Israeli security officials have expressed concern that a sustained closure of the Rafah border crossing could spark an escalation of violence in Gaza. A senior Hamas official says that Hamas leader Ismail Haniyeh’s planned trip to Moscow next week has been indefinitely postponed due to Russian foreign minister Sergey Lavrov’s “busy state of affairs.” Lavrov was set to discuss a new Russian effort to facilitate the Palestinian reconciliation process. This announcement comes after a week of rising tensions between Hamas and Fatah, sparking rumors that the postponement had more to do with the Russians no longer seeing an opportunity to break the impasse. IDF troops shoot and kill a Palestinian outside the Yitzhar settlement nr. Nablus after chasing him and other youths who allegedly threw stones from a moving vehicle at Israeli soldiers. According to the IDF, the slain Palestinian allegedly stabbed and lightly injured 1 of the soldiers in the ensuing confrontation. However, photos of the scene show the Palestinian, still alive, sitting in the army vehicle, where he would not have presented a threat to the soldiers. His cousin says he did not attempt to stab anyone, adding that he was engaged to be married in 2 mos. Elsewhere in the West Bank, IDF troops arrest a Palestinian in c. Hebron when she is found to be carrying a knife, and conduct late-night raids nr. Ramallah and Bethlehem, arresting 9 Palestinians. In East Jerusalem, Israeli forces return the body of a Palestinian to his family, who hold a small funeral for him in a nearby cemetery. Israeli forces killed him on 3/9 after he and a companion opened fire on an Israeli bus. Overnight, Israeli forces demolish 3 residential structures and a cultural center in a village nr. Hebron. Israeli settlers dump untreated sewage in Palestinian olive groves and grape arbors nr. Bethlehem. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah, and open fire on Palestinian shepherds working nr. Bayt Hanun, injuring 1 moderately. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr.
