In the West Bank, Israeli settlers began construction of a new settlement outpost in al-Sawahara. Israeli forces shot and killed 1 Palestinian and injured 3 others during a raid in Nablus to facilitate a settler incursion at Joseph’s Tomb; Israeli police commissioner Kobi Shabtai took part in the settler tour of site. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in al-Shuyukh. Elsewhere, Israeli forces seized 2 tractors in Khirbet Humsa. Israeli forces also razed olive, almond, and grape trees in al-Hardash near Tarqumiyah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Israeli settler was attacked in the Gilo settlement, Israel arrested 3 Palestinians said to be suspects in Bethlehem on 7/22. PA prime minister Mohammad Shtayyeh met with a delegation from the Australian parliament, including the speaker, Milton Dick. Shtayyeh called on Australia to recognize Palestine and to pressure Israel to allow Palestinian elections to be held in East Jerusalem. (WAFA, WAFA 7/20)

PLO member Azzam al-Ahmad led a Palestinian delegation to the BRICS summit held in South Africa. The BRICS members, Brazil, Russia, India, China, and South Africa passed a resolution calling for a Palestinian state. (WAFA 7/20)

U.S. senators Bob Menendez (D-NJ) and Jim Risch (R-ID) introduced the Regional Integration and Normalization Act, earmarking funds to countries that would normalize relations with Israel. (MEE 7/21; HA 7/22)

Saudi Arabia signed an agreement to allow all UNESCO member states free access to a World Heritage Committee meeting in Riyadh in September, including Israel. Axios had reported that Saudi Arabia had refused to sign the agreement because of the participation of an Israeli delegation. (AX 7/20; ALM 7/21)

The EU donated $450,000 through UNRWA to families affected by the Israeli assault on Gaza in May. (WAFA 7/20)

In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. Elsewhere, Israeli forces shot and injured 3 Palestinian minors with live ammunition in Beit Umar. Israeli forces also shot and injured 1 Palestinian with live ammunition near Hebron. Meanwhile, Israeli forces uprooted 45 grape tree saplings in Jawarish near Nablus. Israeli settlers stole 3 sheep from Palestinians in Aqraba. Israeli settlers also vandalized a Palestinian home in Burqa, causing damage. In East Jerusalem, 1 Palestinian family was forced to demolish parts of their home in Jabel Mukaber. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese said the Israel attack amounted “to egregious violations of international law and standards on the use of force and may constitute a war crime.” UN secretary-general Antonio Guterres called the airstrikes and use of violence in Jenin the worst in the West Bank in years and said Israel, as an occupying power, has an obligation to protect civilians. Israeli foreign minister Eli Cohen linked Israel’s recognition of Moroccan sovereignty over Western Sahara to Morocco hosting the Negev Forum normalization summit, which has been repeatedly postponed by Morocco. (AJ, MEE, REU 7/3)

In the West Bank, Israeli settlers vandalized 450 olive, plum, grape, and almond trees near Turmus ‘Ayya. 7 Palestinians were arrested, including 5 returning to the West Bank from Jerusalem at the Qalandia checkpoint, 1 crossing from the West Bank to Jordan via the Allenby Bridge, and 1 while working his land in Idhna. Haaretz reported that the World Zionist Organization’s settlement division was finalizing plans to invest $8.5 million to connect settlement outposts in the West Bank to the Israeli electrical grid and preparing plans to have the outposts retroactively authorized by the Israeli government. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Defense Minister Gantz also gave final approval for construction in Hizma and Harmaleh and 1st level approval for construction in Haris, Kisan, and Battir. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. The moves were described by Israel as a result of a meeting between Gantz and PA president Mahmoud Abbas last week and comes 1 day before U.S. president Joe Biden will arrive in Israel for a 4-day tour of Israel, Palestine, and Saudi Arabia. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Citing insufficient evidence, the foreign ministries of Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden issued a joint statement saying that the countries have decided to dismiss Israeli claims that 6 Palestinian rights organizations are linked to terrorism and will continue funding them. In the West Bank, Israeli settlers uprooted 200 olive trees and saplings and 250 almond, plum, peach, and grape trees in Turmus ‘Ayya and al-Mughayyir. Israeli forces violently dispersed Palestinian protesters in Bani Na‘im, assaulting several and firing tear gas. Israeli forces also confiscated 1 tractor in Deir Balut. 3 Palestinians were arrested, including 2 during a late-night raid in Silwad and 1 near the separation wall. An Israeli court sentenced 1 Israeli man to 2.5 years in prison for the assault on 1 Palestinian citizen of Israel in May 2021. The Israeli man entered a plea deal to have charges related to terrorism removed, which would have doubled his sentence. (HA 7/11)

U.S. national security advisor Jake Sullivan confirmed that president Joe Biden will seek to facilitate a normalization of relations between Saudi Arabia and Israel during his trip to both countries this week and that President Biden will partake in a virtual summit with India, Israel, and the UAE during his Middle East trip. Axios reported that the U.S. had rejected Israeli requests for Israeli officials to join Biden on his planned visit to the Augusta Victoria hospital in East Jerusalem. Biden is expected to visit the East Jerusalem hospital on 7/15 before heading to the West Bank for a meeting with PA president Mahmoud Abbas. According to Axios, the Biden administration told Israel that his visit to the hospital is private and not political. (AX 7/11)

Pew Research Center released a poll finding that 56% of Americans between the age of 18-29 hold unfavorable views of Israel, while the overall number among the people polled was 41%. The poll also found that 71% of Republicans hold favorable views of Israel while 44% of Democrats do. The Pew polling also found that 84% of Americans had little to no knowledge about the BDS movement. (AX, PEW 7/11)

In its annual report “Children and Armed Conflict,” the UN found that Israel killed 78 Palestinian children during 2021, injured 982, and detained 637. In response, UN secretary-general António Guterres said that if Israel repeats the high number of killings of Palestinian children in 2022, it should be added to the list of parties committing grave violations against children in situations of armed conflict. In the West Bank, Israeli settlers threw stones at Palestinian vehicles at several places in the Nablus area. Israeli forces shot and killed 1 Palestinian near Bethlehem, claiming that he threw a knife at an Israeli soldier; Israeli forces later raided his hometown Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also demolished 1 agricultural structure in al-Khadir, delivered a stop-work notice for an agricultural road east of Tubas, demolished and uprooted 3,400 olive and grape trees in Dayr Balut, and delivered demolition notices for 13 commercial structures near Jenin. Elsewhere, Israeli forces violently removed Palestinian and international activists planting olive tree saplings east of Halhul. 6 Palestinians were arrested, including 5 during raids in Nabi Saleh, Tulkarm, and Nablus; 1 was arrested by the separation barrier west of Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in the Old City. 3 Palestinians were arrested during raids in Issawiyya and Silwan. At a Gulf Cooperation Council summit in Saudi Arabia, Egypt, the UAE, Bahrain, and Saudi Arabia reconciled with Qatar after a 3.5-year dispute where the quartet of countries claimed that Qatar is sponsoring terrorism, an allegation Qatar has denied. Iran put out a “red notice” request through Interpol for the arrest of U.S. president Donald Trump and 47 other U.S. officials in connection with the assassination of Iranian general Qassim Soleimani, who was killed on 1/3/2020 at the Baghdad airport by U.S. forces. (AJ 1/5)

A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers.
