IDF troops raid al-Sanabel radio station in Dura village nr. Hebron overnight, shutting it down on the grounds of alleged incitement and arresting 5 journalists. They also destroy and confiscate some broadcasting equipment. Elsewhere in the West Bank, Israeli forces arrest 8 Palestinians during late-night raids and house searches in and around Tulkarm, Jenin, and in Dahaysha r.c. nr. Bethlehem; and patrol nr. Nablus. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. In East Jerusalem, Israeli forces assault and arrest 5 Palestinian youths as they leave a soccer field in the Old City, demolish a blacksmith shop in the southeast corner of the city, and arrest 2 Palestinians during late-night raids in Ras al-Amud. The High Planning Comm. of Israel’s Civil Admin. advances plans for the construction of 463 settler residences in the West Bank, including approval for 234 units in the Elkana settlement, 31 in Bet Arye, and 20 in Givat Ze’ev. The comm. also retroactively legalizes 178 units built in Bet Arye in the 1980s. (AFP, HA, MNA 8/31)

In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and 1 village each nr. Ramallah and Salfit; patrols in 4 villages nr. Ramallah, 2 villages nr. Hebron, 1 village nr. Jericho and in Salfit. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Nil‘in, and Wadi Fukin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. At an anti-occupation protest in Silwad nr. U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. FM Abbas Araghchi, respectively. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. The IDF closes the Qarni crossing (reopened on 10/9); begins construction of a 6-m.-high concrete wall 15 m inside the n. Gaza border (see 9/18); conducts arrest raids in and around Hebron (targeting Hamas), Nablus, Yatta. Jewish settlers fr. Elkana beat, chase off a Palestinian family harvesting their olive trees nr. Salfit. AMB mbrs. briefly kidnap an American journalists, British photographer in Khan Yunis, giving no reason; Fatah secures their quick release unharmed. Jerusalem for construction of the wall; begins construction of a new 42 km wall segment btwn. Elkana settlement nr. Qalqilya and Ofer detention center s. of Ramallah; conducts arrest raids, house searches in Artas nr. Bethlehem, in Rafah, in camps and villages around Hebron and Jenin; raids, seals a Tulkarm charitable organization allegedly linked to Hamas, confiscating equipment, furniture. Most of the 81 diplomatic missions in Israel, including the EU and U.S., decline an invitation fr. Israeli FM Sharon to participate in a 2 hr. "study tour" of the West Bank on 4/16 to gain a better understanding of Israeli security needs in advance of final status talks with the PA. (MM 4/15)

In response to death of IDF soldier 4/12, IDF reoccupies Arnun, outside its self-declared security zone, this time setting up SLA camp inside the village. Lebanese PM Salim al-Huss asks France, the UN, the U.S. to intervene with Israel. U.S. suggests that Lebanese army be deployed in Arnun, but Huss refuses, saying army will not be used as a "screen to defend" the IDF. Shas head Deri is sentenced to 4 yrs. in prison. Analysts believe the ruling could improve PM Netanyahu's chances for reelection by rallying Shas supporters to his cause; one of Netanyahu's campaign promises has been to aid Israelis who feel marginalized by what he describes as the "elites," including judges. IDF begins clearing 300 dunams of Palestinian land, olive groves held by Bayt Dujn, al-Sawiyya villages for construction of new bypass road to Ariel settlement. In other incidents, settlers place 8 trailers on hilltop nr. Karnei Shomron settlement, begin expansion of Elkana settlement onto some 200 dunams of Palestinian land held by Mashah village.
