For a 2d day in a row, Gazan fighters fire a rocket into s. Israel. It lands in an open area, causing no serious damage or injuries. The IDF fires retaliatory tank shells across the border at Hamas sites, causing an undetermined amount of damage. After the exchange, DM Lieberman says that Israel will not seek an escalation of violence, but that it will not hesitate from retaliating against all rocket attacks. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, the IDF conducts a late-night raid in al-Fara‘a r.c. nr. Tubas, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured and 2 are arrested. IDF troops arrest 6 Palestinians during raids nr. Bethlehem, Nablus, and Tulkarm; and patrol nr. Hebron. In Israel, Israeli forces demolish the “unrecognized” bedouin village of al-Araqib in the Negev for the 104th time since 2010. They also shut down several organizations affiliated with the Northern Branch of the Islamic Movement in Nazareth and Umm al-Fahm, including 1 media group. PA pres. Abbas is admitted to hospital in Ramallah after suffering chest pains and undergoes cardiovascular testing. PLO secy.-gen. Erekat says that the tests confirm that Abbas is in “good health.” (HA, MEMO, MNA 10/6)

In the West Bank, Israeli forces demolish 5 bedouin Palestinian residential structures in the E1 area nr. Jerusalem, displacing 26 bedouins; begin leveling land s. of Bethlehem in preparation for the construction of a military tower. The IDF conducts late-night raids and house searches in Dahaysha r.c. nr. Bethlehem, Tulkarm r.c., and 1 village each nr. Salfit and Ramallah, arresting 10 Palestinians; patrols in 4 villages and al-‘Arub r.c. nr. Hebron. In East Jerusalem, Israeli police raid the International Comm. of the Red Cross office overnight, arresting 6 Palestinian activists who have been staging a sit-in in protest of the Israeli orders to deport 2 of them. Israeli forces demolish 2 Palestinian homes in Silwan; arrest a Palestinian at Haram al-Sharif; arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-‘Izzariya. The Israeli press reports that DM Moshe Ya’alon has approved, in recent weeks, the Gush Etzion settlement’s request to incorporate a nearby property into its municipality. (HA, JP, TOI 1/6)

On 2 occasions off the coast of Gaza nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops conduct raids in Bayt Jala village nr. Bethlehem, disrupting Palm Sunday celebrations. The IDF also conducts raids and house searches in 3 villages nr. Nablus, 1 village nr. Ramallah, and Jenin, arresting 18 Palestinians; patrols in 2 villages each nr. Jenin and Ramallah, and 1 village each nr. Qalqilya and Jericho. Israeli forces deliver a demolition notice to a warehouse nr. Jenin. An Israeli settler rams a herd of Palestinian-owned sheep with his car nr. Qalqilya, injuring 29 of them. In East Jerusalem, Israeli forces assault a group of Muslim worshippers at Haram alSharif, then they detain 3. Israeli forces also demolish part of a Palestinian’s home in the Old City; conduct house searches and raids in Ras al-Amud, Shu‘fat, and the Old City, arresting 9 Palestinians. On the 2d day of the Arab League’s 26th annual summit, the collected ministers agree to form a special comm. to organize the creation of a detailed timetable for the end of Israel’s occupation. (AFP, YA 3/29; JP 4/7)

Reps. of the Joint List and Palestinian activists conclude their 4-day march from unrecognized villages in the Negev to Pres. Rivlin’s residence in Jerusalem. Although he had earlier agreed to greet them, he is in Singapore for a state funeral. EU amb. to Israel Lars Faaborg-Andersen says that the EU is not currently reassessing its policies regarding the Israeli-Palestinian conflict, despite the recent reports that it is considering new sanctions on Israel’s settlements as an incentive for a new round of peace negotiations. He adds that the EU supports in principle a UNSC res. calling for a timetable on the Israeli occupation. (TOI 3/30)

The Israeli cabinet approves (16–3, with 1 abstention) a plan for the Bedouin communities in the Negev that would see thousands of so-called unrecognized villages destroyed and their populations forcibly relocated to governmentapproved towns. The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 nr. Salfit in the afternoon, and in Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Aida r.c. nr. Bethlehem, Tulkarm, and 1 village each nr. Tunisian pres. Moncef Marzouki postpones his visit to the Gaza Strip (see 1/20) until 3/2013, following discussion with Palestinian pres. Abbas, in order to ‘‘allow the path of reconciliation to progress.’’ Meanwhile, spokesperson for the Palestinian reconciliation comm., Abdul Aziz Qudaih, says that Morocco has pledged $500 m. to support reconciliation efforts, money to be used for compensation payments for those injured or who suffered property damage during Hamas-Fatah fighting in 2007. Turkish media report that the country’s dep. min. for energy and natural resources, Murat Mercan, has told Israeli Foreign Ministry official Michael Lotem that Israel’s energy cooperation with Cyprus would stand in the way of any proposed Israel-Turkey natural gas pipeline. In the West Bank, the IDF conducts arrest raids in al-Til and neighboring ‘Allar; fires live ammunition, rubber-coated steel bullets at stone-throwing Palestinians demonstrating against Israeli excavations at the Haram al-Sharif/Temple Mount, wounding 2. In addition to the weekly nonviolent demonstration in Bil‘in, 100s of Palestinian, Israeli, and international activists take part in nonviolent demonstrations against the separation wall nr. Bethlehem, Marda, Salfit, Tulkarm; in each case, the IDF fires tear gas, percussion grenades to disperse the demonstrators, injuring several. In an evacuated settlement site nr. Khan Yunis, 1 Hamas mbr. is killed, 9 are wounded when explosives they are handling during a training exercise accidentally detonate. Nr. Rafah, 3 Palestinians are injured when they accidentally trigger an unexploded IDF shell. Jewish settlers fr. Beit Hadasah in Hebron chase, severely beat 3 Palestinians (ages 10, 40, 55); the IDF intervenes, arrests 1 Palestinian. The bedouin residents of the unrecognized village of al-Nasara in the Negev report that over the past 3 wks., Israel has issued eviction orders to around 250 residents, declaring plans to build an IDF installation on the site of the village. Rafah, forcing the boats back to shore, causing no injuries; later in the day arrests 6 Palestinian fishermen off the Rafah coast, confiscating 2 boats. Inside Israel, the Israel Lands Authority issues demolition orders for a Palestinian playground in the unrecognized village of Dahamesh nr. Ramla, stating it was built illegally on state land and “represents an incursion into farmland beyond the boundaries of the unrecognized settlement”; children in Dahamesh had no safe place to play before the playground was built with EU donor funds. In Gaza City, DFLP, PFLP, Islamic Jihad mbrs. hold a sit-in to protest ongoing Fatah-Hamas violence. Meanwhile, ESF, Fatah mbrs. exchange fire in Bayt Lahiya, wounding 1 ESF mbr.
