In the West Bank, Israeli settlers from the Yitzhar settlement raided Burin, leading to a confrontation with Palestinian residents; no injuries were reported. Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 8 with rubber-coated bullets and 15 with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries, and 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Qalqilya, causing tear-gas related injuries and 2 arrests. Palestinians also protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in al-Bireh, Ramallah, and Bethlehem. 11 Palestinians were arrested during raids in Sa‘ir, Hebron, and Ya‘bad. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli soldiers in Isawiya, and Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet; 1 was arrested. 1 other Palestinian was arrested during a late-night raid in the Old City. In Gaza, for the 2d day in a row, 1 rocket was fired at Israel and was intercepted, and Israel conducted air strikes, hitting 4 different targets in Khan Yunis and Rafah, causing damage. In Israel, 2 of the 6 Palestinian prisoners who escaped Gilboa prison on 9/6, Zakaria Zubeida and Mohammed Aradeh, were arrested near Umm al-Ghanam. 2 others were arrested on 9/10, while 2 are still free. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Khirbet al-Tawil, leading to their hospitalization. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and injured 1 Palestinian at al-Ibrahimi Mosque in Hebron; Israeli authorities say the man had pulled a knife on the soldiers, but no injuries were reported among the Israeli forces. Israeli forces also razed farmland and uprooted some 80 olive trees in Bayt Umar. For the 2d time in less than 7 days, 1 Palestinian was injured by an unexploded ordnance left behind by Israeli forces near Hebron; the 1st time was on 1/8. 21 Palestinians were arrested during raids in and around Jenin refugee camp, Qabatiya, Ya‘bad, Tubas, Ramallah, Bethlehem, Bayt Umar, and Qalqilya; clashes erupted during the raids in Ramallah, leading to tear-gas related injuries. In East Jerusalem, Israeli forces raided al-Tur, leading to tear-gas related injuries; 4 Palestinians were arrested. In Gaza, Israeli forces made incursions and leveled farmland east of Khan Yunis. Israeli forces also shelled several places in the northern part of Gaza after claiming that an Israeli vehicle had been shot at; no injuries were reported. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset. The Jerusalem planning commission approved plans to build a permanent U.S. embassy in Jerusalem. Haaretz reported that Prime Minister Netanyahu had been pressuring the city to accelerate the approving process before U.S. president-elect Joe Biden’s inauguration. (HA 1/13)

Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

In the Gaza Strip, Palestinians fire 25 rockets into s. Israel, causing no damage or injuries. Attacks are claimed by 4 groups: the PRC, al-Aqsa Martyrs Brigade, Democratic Front for the Liberation of Palestine, and al-Mujahidin Brigades. The IDF strikes 9 targets across the Gaza Strip throughout the day. A strike in al-Bureij r.c. kills 2 mbrs. of Islamic Jihad’s al-Quds Brigades. Later, during the night, the IDF strikes 14 more targets, killing 9 fighters from al-Qassam Brigades and wounding 4. Six of the fighters are killed in a tunnel collapse, which the IDF says is unrelated to air strikes. One Israeli air strike in Bayt Hanun wounds 5 civilians, including a child. Separately, IDF troops open fire from the border nr. Rafah, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians in al-‘Arub r.c. nr. Hebron, injuring 15 residents with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 village nr. Salfit and Jenin at night; patrols in 2 villages nr. Ramallah in the morning, and in 1 village nr. Ramallah at night. Israeli settlers throw stones at Palestinian cars nr. Bethlehem, damaging 1. In a separate incident, settlers assault a priest nr. Ramallah. In East Jerusalem, around 100 Palestinian youths clash with Israeli security forces, and there are similar clashes in Abu Tur and Hizma. Israeli police detain 6 Jewish men in connection with the murder of Palestinian teenager Abu Khdeir on 7/2. In Israel, meanwhile, a group of bedouin in Tel Sheva nr. Beersheba throw Molotov cocktails and stones at passing cars nr. the Jewish town of Omer, causing damage. There are further violent protests in Shafa ‘Amr, in the Galilee, as well as in Nazareth and nearby town Iksal. Some 200 protesters try to block Route 70 at Yavor Junction in the n. In the weekly Israeli cabinet meeting, PM Netanyahu and FM Lieberman disagree about how to deal with the escalating situation in Gaza and s. Israel. Netanyahu criticizes Lieberman and Economy Minister Bennett for their repeated public calls for a full ground invasion of the Gaza Strip, and urges ministers to be “level-headed and responsible.” Meanwhile, Israeli authorities decide to reduce the fishing zone open for Gaza fishermen from 6 naut. mi. to 3. In the Gaza Strip, Palestinians fire 11 projectiles into s. Israel, causing no damage and lightly injuring 1 soldier with mortar shell shrapnel. Iron Dome batteries intercept 4 of the rockets. In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. Clashes with Israeli police break out in Qalansuwa, Taibe, and Jaljulia, as well as Nazareth, where hundreds block roads and throw stones at police officers. Dozens of demonstrators are arrested. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)

Palestinians across the West Bank, Gaza continue demonstrations to mark the 1st anniversary of the al-Aqsa intifada. The IDF clashes with protesters, killing 3 Palestinians, wounding more than 100. A 4th Palestinian dies of injuries received earlier. The main hot spots are Hebron, Qarni crossing, Rafah. Inside Israel, 1,000s of Israeli Arabs hold rallies in Arraba, Haifa, Jit, Kafr Manda, Kafr Qana, Nazareth, Sakhnin, Umm al-Fahm; demonstrations in Nazareth, Umm al-Fahm turn violent with protesters clashing with police, vandalizing stores, but no injuries are reported. The IDF directs shell, heavy machine gun fire at residential areas of al-Bireh, Brazil camp, Hebron, Khan Yunis, Yibna; sets fire to a Palestinian orchard nr. a bypass road outside Nablus; conducts arrest raids in Nablus, Ramallah. Jewish settlers install a tower, water reserve, electricity hook-up to a new settlement enclave btwn. Suisa, Ma'on settlements. Israel, the PA each complain that the other has not undertaken the steps required in the initial 48 hr. stage of the Tenet plan. Sharon meets with his inner cabinet, which agrees to allow Peres to continue truce talks with PA officials, but says it will resume "initiated actions" in 48 hrs. if violence continues. On the 2d Friday of Ramadan and the 13th anniversary of the outbreak of the 1st intifada, Israeli-Palestinian clashes escalate sharply, leaving 7 Palestinians, 2 Jewish settlers, 1 IDF soldier dead. 5 of the Palestinians are killed when IDF tanks open fire on a PSF post nr. Jinin; 15,000 Palestinians march in Jinin to protest. The soldier, 2 settlers are killed in separate incidents nr. Hebron and Jericho in which Palestinian gunmen fire on their vehicles. In response, Barak tightens the blockade on Palestinian villages, which had been eased slightly for Ramadan. 50 Jewish settlers rampage through the Arab section of Hebron, damaging Palestinian property, occupying a Palestinian home. Settlers also attempt to occupy 3 Palestinian homes in Banidar, Musharqat al-Fawqan. The IDF bars West Bank Palestinians fr. reaching East Jerusalem to attend prayers. Tensions erupt into clashes after services, with Israeli police in Jerusalem opening fire on worshipers with tear gas, rubber bullets, and live ammunition, killing at least 1. For the 1st time in 6 yrs., Israel places an Israeli Arab, Ghassan Athamla of Nazareth, under administrative detention on charges of incitement stemming fr. clashes btwn. The PA issues a statement saying that it "distances itself from statements made by Suha Arafat" made during Hillary Clinton's visit to Ramallah on 11/11, saying the criticisms of Israel were her own and not the PA's. The announcement was made immediately after U.S. Consul General John Herbst met with Arafat in Gaza to demand an apology. (WT 11/25, 11/28)

The Vatican criticizes Israel for its handling of the Nazareth dispute (see 11/22), saying Israel is laying the "groundwork for future contradictions and tensions" btwn. Christians, Muslims. Muslims hold a ceremony to lay the cornerstone for the new mosque. 100s of Israeli riot police deploy around Nablus, but no demonstrations or clashes are reported.
