The IDF fatally shoots a Palestinian outside Tulkarm, saying the man fired on their post, causing no injuries; fires on residential areas of Khan Yunis, wounding an 8-yr.-old Palestinian among others; conducts arrest raids in Jenin, Nablus. In Nazareth, Israeli bulldozers tear down the foundation of a mosque on a site adjacent to the Church of the Annunciation over the tomb of a Muslim saint. Muslims, Christians have disputed the construction of the mosque for 6 yrs. In 4/99, PM Ehud Barak gave formal permission for the project, sparking riots and bringing formal protests fr. the Vatican. Abbas, Sharon hold their 3d mtg. to discuss road map implementation; agree to establish 4 comms. to oversee release of Palestinian political prisoners, a halt to Palestinian incitement, security, trade. Sharon says that Arafat may travel to Gaza “as long as he stays there” and if he asks Israel’s permission. At the weekly cabinet mtg., PM Barak says that although he still has not found a suitable person to lead the final status team, comprehensive staff work has been done to formulate Israel's position in the political-security sphere and on the subject of economic separation. Arab Human Rights Organization calls on Jordan to immediately release the 20 Hamas political leaders, activists it has detained since 8/31. King Abdallah says he believes that a "formula" can be reached to resolve the issue. The Muslim Brotherhood is still mediating. Jordan's Interior Min. says that it has detained 3 Israeli Arabs on charges of selling Palestinian land in Jerusalem to Israelis using forged land-sale affidavits. 3 other men are wanted. (al-Quds 10/19 in WNC 10/21; JT 10/31 in WNC 11/2)

Israeli Interior M Sharansky rescinds the regulation allowing the residency rights of East Jerusalem Palestinians to be revoked on the grounds that their tax, water, electricity, rental, school or enrollment records suggest they may have lived outside the city for some time during the past 7 yrs.; does not say whether Palestinians who had their residency revoked under this law will have their rights restored. In Nazareth, a group Muslim Palestinians angry over the city's plans to construct a large plaza next to the Church of the Annunciation on a site that was slated for construction of a mosque attack, slightly injure the town's Christian mayor, Ramiz Jaraisi. Israeli police arrest 2 suspects. (WT 10/18, 10/20) (see 4/20)

A new press and publication law goes into effect in Jordan, replacing the controversial 1998 press law. While the new version lifts the ban on nearly 1,000 books, reduces the amounts that journalists can be fined for violations, and lowers the minimum capital a newspaper must hold to be licensed, the Jordan Press Association cautions that it does not ban the arrest of journalists for political reasons. Occupied Palestine/Israel: Police announce detention of 2 Israelis on charges of stockpiling weapons allegedly for anti-Arab attacks [WP 3/19]. IDF Chief of Staff Dan Shomron calls on Israeli leaders to reach accord with Arab leaders and end uprising [WP 3/19]. Israel arrests Muhammad Abu Sha'ban, deputy chairman of Gaza Bar Association, and 4 Palestinian joumalists [FBIS 3/18; WP 3/19]. In Nazareth, large numbers of Palestinians participate in Rakah-organized demonstration [FJ 3/27]. Close to 700 prisoners from Gaza are moved to Ansar 3, newly opened detention camp in Negev desert [FJ 3/27].

Other Countries: U.S. announces it will send special envoy Philip Habib to Middle East in continuing effort to revive peace process [WP 3/19]. UN General Assembly opens emergency session to consider means to keep PLO observer mission open [NYT 3/19]. Former Atty. Gen. Ramsey Clark says he will represent PLO in U.S. court efforts to prevent closure of its observer mission to UN [NYT 3/19].

Occupied Palestine/Israel: IDF helicopters drop tear gas cannisters while soldiers use rubber bullets and live ammunition in violent clash with worshipers leaving mosque in Gaza's Beach refugee camp; 2 Palestinians are killed and at least 21 are injured [WP, NYT 3/19]. In Ramallah, troops pour gravel from helicopters on protesters; 2 Palestinians are wounded by army gunfire [NYT, WP 3/19]. Army bars foreign joumalists from W. Bank and Gaza Strip [WP 3/19]. In Nablus, soldiers shoot, kill Palestinian youth from 'Ayn Bayt al-Ma' camp [NYT, FJ 3/20]. Elderly Palestinian dies from effects of tear gas in Jabalya camp [FJ 3/20]. S. whereby the two countries will lift trade restrictions on each other's products over next 10 years; it is expected to increase Israel's exports to U.S. by $200 million in the next two years [JTA 8/19]. One-man military disciplinary court rules Brig. Gen. Yitzhak Mordechai not guilty of using excessive violence in the interrogation of 2 Palestinians who hijacked bus in Gaza 12/4/84 [NYT 8/19]. Israeli MKs continue illegal occupation of house in Hebron. Inner Cabinet of senior govemment ministersplits 5-5 on the issue, putting problem back into the hands of the army [LAT 8/19]. Nazareth's annual municipality-sponsored work camp ends after 7,000 volunteers build bypass road and fence for local school [JP 8/18]. Ultra-Orthodox Jewish residents of Mea She'arim shatter windshield of car, try to overtum it and set it afire, and beat the 2 Palestinian occupants, who fled from the scene. Orthodox residents say the incident was in retaliation for previous attacks on members of their community by "secular" youths. Orthodox also stoned a "secular" family living near Mea She'arim. Arab World: U.S. special envoy Richard Murphy returns to Washington without meeting with a Jordanian-Palestinian delegation [NYT 8/19].

Military Action

Arab World: Car bombs explode outside a cafe in Druze-controlled quarter and a mosque in Shi'ite-controlled quarter of West Beirut, killing 29 and wounding 82 [NYT 8/20].
