The IDF fatally shoots a Palestinian outside Tulkarm, saying the man fired on their post, causing no injuries; fires on residential areas of Khan Yunis, wounding an 8-yr.-old Palestinian among others; conducts arrest raids in Jenin, Nablus. In Nazareth, Israeli bulldozers tear down the foundation of a mosque on a site adjacent to the Church of the Annunciation over the tomb of a Muslim saint. Muslims, Christians have disputed the construction of the mosque for 6 yrs. In 4/99, PM Ehud Barak gave formal permission for the project, sparking riots and bringing formal protests fr. the Vatican. Abbas, Sharon hold their 3d mtg. to discuss road map implementation; agree to establish 4 comms. to oversee release of Palestinian political prisoners, a halt to Palestinian incitement, security, trade. Sharon says that Arafat may travel to Gaza “as long as he stays there” and if he asks Israel’s permission. On the 2d Friday of Ramadan and the 13th anniversary of the outbreak of the 1st intifada, Israeli-Palestinian clashes escalate sharply, leaving 7 Palestinians, 2 Jewish settlers, 1 IDF soldier dead. 5 of the Palestinians are killed when IDF tanks open fire on a PSF post nr. Jinin; 15,000 Palestinians march in Jinin to protest. The soldier, 2 settlers are killed in separate incidents nr. Hebron and Jericho in which Palestinian gunmen fire on their vehicles. In response, Barak tightens the blockade on Palestinian villages, which had been eased slightly for Ramadan. 50 Jewish settlers rampage through the Arab section of Hebron, damaging Palestinian property, occupying a Palestinian home. Settlers also attempt to occupy 3 Palestinian homes in Banidar, Musharqat al-Fawqan. The IDF bars West Bank Palestinians fr. reaching East Jerusalem to attend prayers. Tensions erupt into clashes after services, with Israeli police in Jerusalem opening fire on worshipers with tear gas, rubber bullets, and live ammunition, killing at least 1. For the 1st time in 6 yrs., Israel places an Israeli Arab, Ghassan Athamla of Nazareth, under administrative detention on charges of incitement stemming fr. clashes btwn. PM Barak defends FM Levy's speech to the Knesset on 2/23, saying he is a voice of moderation, "his words illustrate the weighty responsibility we feel for Israel's security in the face of dangers that lie in wait for us when we enter the decisive stage of the peace process." Pope John Paul II arrives in Egypt for 3-day visit, meets with Pres. Mubarak, calls for unity and tolerance among all religious groups. Meanwhile in Israel, a group of senior rabbis asks the pope to cancel plans to hold a daytime Saturday mass when he visits Nazareth in 3/25, saying it would cause "massive desecration "of the Jewish sabbath. Far-right Jewish groups put up posters in Jerusalem calling the pope "the wicked one," saying prayer service would be an act of "mass idolatry in the heart of Jerusalem." After a mtg. with Barak in Jerusalem, French PM Lionel Jospin says that "France condemns Hizballah's [recent attacks on the IDF in s. At the weekly cabinet mtg., PM Barak says that although he still has not found a suitable person to lead the final status team, comprehensive staff work has been done to formulate Israel's position in the political-security sphere and on the subject of economic separation. Arab Human Rights Organization calls on Jordan to immediately release the 20 Hamas political leaders, activists it has detained since 8/31. King Abdallah says he believes that a "formula" can be reached to resolve the issue. The Muslim Brotherhood is still mediating. Israeli Interior M Sharansky rescinds the regulation allowing the residency rights of East Jerusalem Palestinians to be revoked on the grounds that their tax, water, electricity, rental, school or enrollment records suggest they may have lived outside the city for some time during the past 7 yrs.; does not say whether Palestinians who had their residency revoked under this law will have their rights restored. In Nazareth, a group Muslim Palestinians angry over the city's plans to construct a large plaza next to the Church of the Annunciation on a site that was slated for construction of a mosque attack, slightly injure the town's Christian mayor, Ramiz Jaraisi. A new press and publication law goes into effect in Jordan, replacing the controversial 1998 press law. While the new version lifts the ban on nearly 1,000 books, reduces the amounts that journalists can be fined for violations, and lowers the minimum capital a newspaper must hold to be licensed, the Jordan Press Association cautions that it does not ban the arrest of journalists for political reasons.
