In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. The Hamas-affiliated voting bloc Islamic Wafa won 25 of 51 seats in the Birzeit University student union elections. The election result follows another win by Islamic Wafa on 5/16 at An-Najah National University. (QDS 5/24; HA, MEE 5/25)

3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli settlers set up caravans on Palestinian land near Mukhmas. Israeli forces demolished 1 Palestinian school in Jubbet ad-Dik; the EU delegation to the Palestinians called the demolition appalling. Israeli forces also demolished 1 guest house in Jiftlik and 2 houses under construction in al-‘Awja. 8 Palestinians were arrested, including 3 minors, during late-night raids in Ras Karkar, Jalazun refugee camp, Bayt Jala, Beit Sahour, al-‘Awja, and Masafer Yatta. Israeli forces partially lifted the siege on Jericho after 16 days, easing restrictions on entry and exiting the city, but maintaining the barriers and checkpoints that have been erected. (QDS 5/7)

The Israel Land Authority issued tenders for 1,248 housing units in the Beitar Ilit, Efrat, Kiryat Arba, Ma’ale Ephraim, and Karnei Shomron settlements in the West Bank and in the Gilo settlement in East Jerusalem. (REU 5/7; QDS, WAFA 5/8)

The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The judges said in the ruling that they accepted the government’s argument that the Palestinians cannot be expelled “for current reasons related to the security of a country and its foreign relations.” The petition was submitted by the settler organization Regavim. The Israeli government allocated $8.8 million to develop an archaeological site in Sebastia. The government wrote in the proposal for the development of the site that it is doing so to prevent the PA from restoring the site. (TOI 5/7; PCN 5/8)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. The organization said that it will have to suspend all its programs in the West Bank and Gaza by August if it does not receive new funding. (HA, REU 5/7; PCHR 5/8; AJ 5/28; HA 5/31)

Israel released Jordanian lawmaker Imad al-Adwan who was arrested on 4/23 at the Allenby Bridge, accused of smuggling weapons and gold. (AJ, AP, HA, REU 5/7)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammad Bin Salman in Riyadh, discussing normalization with Israel and peace in Yemen. The Arab League voted to readmit Syria to the organization during a closed meeting of foreign ministers in Cairo. Syria’s membership was suspended in 2011. (AJ, HA, MEE, NYT, REU 5/7)

Two days after sealing it, Israeli forces re-open al-Rahma Gate to Haram al-Sharif. A senior Islamic Waqf official says that Jordanian officials were actively engaging with the Israeli authorities to re-open the gate throughout the closure. Later in the day, Israeli forces assault a number of Palestinian protesters congregating outside after the mid-day prayer; 19 protesters are arrested and several are injured. Meanwhile, hundreds of Palestinians gather along Gaza’s border fence to continue the Great March of Return and cheer on approximately 20 Palestinian ships sailing in a symbolic challenge to Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 33 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, Bayt Lahiya, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces evacuate and dismantle 2 makeshift Palestinian residential structures, 3 sheep barns, and a water tank in the northern Jordan Valley. IDF troops conduct raids in Sabastiya near Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 22 Palestinians and assault a 23d on further raids near Bethlehem, Tulkarm, Nablus, Hebron, Ramallah, Salfit, and Qalqilya; and patrol near Qalqilya, Salfit, Hebron, and Nablus. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. In the West Bank, IDF troops assault Palestinians harvesting olives nr. Nablus, causing no injuries. They also conduct raids nr. Nablus, Tulkarm, and Ramallah, arresting 6 Palestinians and sparking clashes with stone-throwing residents of Sabastiya village (there are no serious injuries). The IDF patrols nr. Hebron and Salfit during the day. In East Jerusalem, unidentified youths throw stones at an Israeli car in al-Tur, lightly injuring 2 Israelis. Later, stonethrowers injure a 3d Israeli outside the Old City. Israeli forces arrest 3 Palestinians leaving the Old City and 17 more during raids in al-Tur, Silwan, and Wadi al-Juz late at night. Meanwhile, more than 200 rightwing Jewish activists tour Haram al-Sharif for a 2d straight day, while Israeli forces seize the ID cards of a number of Palestinians attempting to gain access to the sanctuary.
