In the West Bank, 1 Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint. The man, who is hearing and speech impaired, did not hear that he was ordered to stop. Elsewhere, 1 Palestinian man was shot and injured in Bethlehem after he allegedly threw a Molotov cocktail near Rachel’s Tomb. 9 Palestinians were arrested during raids in and around Bethlehem, Qalqilya, Hebron, Salfit, and Nablus. In East Jerusalem, 1 Palestinian was killed by Israeli forces after allegedly stabbing 1 Israeli police officer in the Old City. Israeli settlers set fire to 13 Palestinian-owned vehicles in Bayt Safafa. 1 Palestinian started demolishing his own 3 shops in Jabal Mukabir. In Gaza, Israeli forces fired shells at Gaza, causing damage in Bayt Hanun and Khan Yunis. Incendiary balloons were launched at Israel; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Gaza City; no injuries were reported. 1 Israeli soldier received 3 months of community service and was demoted to the rank of private by a military court after entering a plea deal for the murder of a Palestinian whom Israeli forces acknowledged posed no danger. (HA 8/17)

Israeli officials told Haaretz that, despite normalizing relations with the UAE, Israel is still opposed to the U.S. selling advanced weapons such as F-35 fighter jets to the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. In an interview with Sky News Arabia, Prime Minister Netanyahu said that both Israel and the UAE are “advanced democracies.” (AJ, HA, HA 8/18)

U.S. senior advisor to president Donald Trump, Jared Kushner, said that the U.S. will not permit Israel to annex parts of the West Bank “for some time” and said that “Israel has agreed with us that they will not move forward [on annexation] without our consent.” (AJ, HA 8/17)

At a rally in Wisconsin, U.S. president Donald Trump said that he moved “the capital of Israel [U.S. recognition of Jerusalem as the capital of Israel] to Jerusalem . . . for the Evangelicals.” He continued that “the Evangelicals are more excited by that than Jewish people.” (HILL 8/17; IN 8/18; HA 8/19)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Gaza City; at least 5 Palestinians are injured. Elsewhere in the West Bank, the IDF patrols nr. Nablus and Hebron during the day. Palestinian youths throw Molotov cocktails into the Beit El settlement nr. Ramallah overnight, causing 1 home to burn down completely. Dozens of Orthodox Jews attempt to visit Rachel’s Tomb nr. Bethlehem, sparking clashes with IDF troops; there are no serious injuries. Along Gaza’s border, the IDF fires several mortar shells at “suspicious” targets nr. Khan Yunis, according to an army spokesperson. There are no reports of injuries or serious damage. In the Gaza Strip, health officials say that the death toll is rising as dozens of Palestinians die from injuries sustained during the Israeli assault and more bodies are recovered from the rubble of homes. (66 Palestinians die during the 5-day cease-fire, succumbing to injuries sustained in earlier attacks.) In the West Bank, IDF troops shoot and injure 8 Palestinians with rubbercoated metal bullets in n. Bethlehem during clashes outside Rachel’s Tomb. In the afternoon, the IDF enters Qalqilya, where a group of Palestinian children throw stones at them. The soldiers detain 2 children. The IDF conducts 5 patrols in various areas of the West Bank during the day. After the Friday afternoon prayer, hundreds of Palestinians attend protests nr. Bayt Furik and Qalandia against the Israeli assault on Gaza. Clashes break out with IDF troops in both places and 9 Palestinians are wounded (6 nr. Bayt Furik and 3 at Qalandia). In the evening, more clashes break out during demonstrations in Silwad village and at Ofer Prison. Two Palestinians are wounded by rubber-coated metal bullets at each demonstration. The Egyptian press reports that mediators in Cairo have offered a “final proposal” for a longterm agreement to extend the 5-day cease-fire. The agreement will reportedly end Israel’s military offensive, ease the siege, expand the fishing zone, and increase imports into Gaza. In addition, subsequent talks will deal with other issues such as prisoner swaps and establishing an airport and seaport for Gaza. Islamic Jihad spokesperson Yousef al-Hasayneh says that a truce agreement will be signed with Israel once the 5-day cease-fire ends. Israel’s security cabinet meets in Tel Aviv to discuss the ceasefire agreement and ongoing negotiations, their 2d such meeting in 24 hours. (AFP, AP, HA, JP, MNA, REU, YA 8/15)

In the Gaza Strip, Israeli forces open fire on Palestinian protesters close to the border fence nr. Jabaliya, wounding 7. Separately, Israeli forces open fire on an open area in the c. Gaza Strip, causing no injuries. In the West Bank, the IDF opens fire on a crowd of a few hundred Palestinian demonstrators outside Jalazun r.c., wounding 14 with live ammunition and 4 with rubber-coated metal bullets. The protest is a response to the killing of a camp resident on 1/29. In addition, Palestinians clash with Israeli forces nr. Ramallah outside Silwad village, with 1 Palestinian wounded by live ammunition. IDF troops detain 2 Palestinians who they say went to the entrance of Nahlilel settlement and set off fireworks. In Bethlehem, amid clashes with Israeli soldiers, Palestinian youth throw an improvised explosive device at Rachel’s Tomb. The clashes result in 7 arrests. Meanwhile, hundreds of Palestinian activists with some internationals go to ‘Ayn Hiljeh, an abandoned Palestinian village in the Jordan Valley, as part of a demonstration protesting settlement activities and land confiscation. The Popular Struggle Coordination Cmte. says that the step is also aimed at averting reported Israeli intentions to annex the area. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 2 villages nr. Salfit, and 1 village each nr. Bethlehem and Ramallah at night; patrols in 1 village nr. Hebron in the afternoon, and in 3 villages in Hebron and 1 village each nr. Qalqilya and Tulkarm at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. In Switzerland, the 1st round of UN-sponsored peace negotiations on Syria ends with no breakthroughs or even seeming progress in bringing the 2 sides closer together. UN-Arab League joint special envoy Brahimi, who is serving as mediator, expresses frustration that even an agreement to allow an aid convoy to reach Homs remained elusive. Opposition delegates say they will return on 2/10, but govt. reps. say they would need to check with Damascus. (REU 1/31)

Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

The IDF patrols in 3 villages nr. Ramallah and 1 nr. Jericho in the morning; patrols in 2 villages nr. Jenin (firing stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Israel releases 9 administrative detainees, all arrested during the 6/24 sweep of Hebron, as a goodwill gesture to the PA. The IDF redeploys to the outskirts of Bethlehem, turning security control over to the PSF; the IDF will continue to patrol Bayt Jala, control the area around Rachel’s Tomb (an especially high separation fence around the tomb reportedly is planned), but otherwise vows not to enter the town unless the PA is unable to prevent an imminent attack on Israelis fr. the city. The IDF confiscates 283 dunams of land s. of Khan Yunis, for a new settler bypass road for Morag; enters the offices of the Hebron Rehabilitation Comm. (HRC), orders all HRC reconstruction projects to halt; demolishes a Palestinian home in East Jerusalem; moves the Ganei Tal settlement fence east, bringing 4 Palestinian homes within the settlement’s zone of control. Palestinian gunmen fire on Israeli construction workers building the separation wall nr. Tulkarm, lightly injuring 1 Israeli security guard; fire on an IDF patrol in Nablus, causing no injuries. Israeli-Palestinian clashes continue, leaving 5 Palestinians, 1 Israeli Arab, 1 IDF soldier dead, 300 Palestinians injured. Following the funeral for Fatah cmdr. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. IDF tank, heavy machine gun fire are reported in and around Hebron, Jinin, Khan Yunis, Nablus, Qalqilya, Salfit. The IDF also bulldozes agricultural lands nr. Qalqilya. Jewish settlers uproot Palestinian olive trees nr. Ramallah, assault Palestinians in several locations around Nablus. Israel again restricts Palestinian access to al-Aqsa Mosque for Friday prayers.
