Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. In East Jerusalem, some 130,000 Muslim worshipers attended the last Friday noon prayer of Ramadan at the Haram al-Sharif compound. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. In the West Bank, Israeli settlers carried out excavations at a water spring in Ein al-Beida. Israeli forces shot and killed 3 Palestinians and injured 1 other during a raid in Jaba’. In East Jerusalem, Israeli forces raided Makassed Hospital in al-Tur. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Gaza City, injuring 4. In the Tel Aviv, an Israeli police officer shot and killed 1 Palestinian man after he shot and injured 3 Israelis; 1 of the Israeli victims succumbed to his injuries on 3/20. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. It had been reported that the State Department had been discussing if the U.S. should deny Smotrich entry to the country over his remarks in support of the settler attacks in Huwwara on 2/26, which the U.S. called “irresponsible, disgusting, and repugnant.” (ALM, AX, HA, MEE 3/9; MDW 3/10; MDW 3/11)

U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites. In the West Bank, the Shin Bet arrested 3 Palestinian relatives of the Palestinian man who was stabbed to death by an Israeli settler on 6/21 near the Ariel settlement. The 3 were also eyewitnesses to the killing and had given their testimony to Israeli police before being arrested. Israeli forces shot and injured 2 Palestinians at the Taibe checkpoint near Tulkarm. Elsewhere, Israeli forces shot and injured 1 Palestinian using a baton round during a raid in Nur Shams refugee camp. 12 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Qaryut, Beit Umar, and al-Khader. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 2. 2 Fatah activists were arrested. The Wall Street Journal reported that senior Israeli military officials partook in a meeting in March this year with top officials from Egypt, Jordan, Saudi Arabia, Qatar, the U.S., and representatives from Bahrain and the UAE in Sharm El Sheikh. At the secretive meeting, the officials were reported to have discussed efforts to combat Iranian missile and drone capabilities. The reporting comes 1 week after Israel’s defense minister Benny Gantz said that Israel is working with Arab partners in what he called “Middle East Air Defense Alliance.” (HA, WSJ 6/26; HA, MEMO 6/27)

In the West Bank, Israeli settlers attacked Palestinians in Haris with stones before Israeli soldiers arrived at the scene, at the request of the Palestinians being attacked, and fired baton rounds and stun grenades at the Palestinians, injuring 3 with baton rounds. The 3 Palestinians were taken to hospitals in Israel and the West Bank for treatment. Israeli settlers also threw stones at Palestinian vehicles east of Hebron, causing damage. Elsewhere, Israeli settlers vandalized 30 olive trees and saplings in Kafr ad-Dik and threw stones at Palestinian homes in Burin. Israeli forces punitively demolished the family home of 1 alleged Palestinian attacker in Silat al-Harithiya, 3 were injured when Israeli forces violently dispersed Palestinians protesting the demolition. Israeli forces also raided Beit Umar, injuring 2 with baton rounds. Elsewhere, Israeli forces assaulted 1 Palestinian at a checkpoint near Deir Balut. The Wall Street Journal reported that former senior White House advisor Jared Kushner’s private equity fund Affinity Partners will reinvest some of the $2 billion raised from Saudi Arabia’s sovereign wealth fund in Israeli tech companies. The New York Times had earlier reported that senior members of the Saudi wealth fund had advised against investing in Kushner’s equity fund over concerns that the manager of the fund was found to be inexperienced, but that these concerns were dismissed by Saudi crown prince Mohammad bin Salman. In the West Bank, some 40 Israeli settlers attacked Palestinians harvesting olives near Yasuf with stones and pepper spray, causing injuries to 4; the settlers also vandalized vehicles and stole olives and other property. Israeli authorities later said it had arrested 4 settlers near the Rachelim settlement. 1 Israeli settler herding sheep was attacked by 8 Palestinians near al-Twana before being taken to a hospital. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition. 1 was arrested during a late-night raid in al-Twana. In East Jerusalem, 4 Palestinians were arrested after leaving the Haram al-Sharif compound. In Gaza, 2 Palestinians were arrested while trying to enter Israel through the Gaza fence. Senior member of Hamas’s political bureau Khalil al-Hayya presented a vision for national unity in which the PLO would be reformed as a representative of the Palestinian people through elections in the 1st stage. The 2d stage would formulate a national strategy to resist the Israeli occupation, and last, a 3d stage would implement the strategy on the ground. The vision was presented after meetings between Egyptian mediators working on Palestinian reconciliation and Hamas leaders. (MEMO 10/16)

The chief executive of the German media company Axel Springer, which recently acquired the U.S. media outlet Politico, told the Wall Street Journal that he will enforce the company’s pro-Israel stance in its new acquisition. (HA 10/17)

In the West Bank, Israeli settlers opened fire at 2 Palestinian children near Yatta; no injuries were reported. 5 Palestinians were arrested during late-night raids in and around Dura, Bayt Ula, Sa‘ir, and Dheisheh refugee camp; during the raid in Dheisheh refugee camp, Israeli forces shot and injured 3 Palestinians with live ammunition. PA health minister Mai al-Kaila said that the PA will receive a donation of 100,000 doses of Sinopharm COVID-19 vaccine from China. Health Minister al-Kaila also said she had urged COVAX to stand by its initial promise of providing vaccines for Palestinians. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from communicating with 50 Palestinians in the West Bank, including PA president Mahmoud Abbas and all members of the Fatah Central Committee. (WAFA 3/11)

Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. It was later reported that Netanyahu had ordered Israeli air space closed to Jordan in retaliation, but that the Israeli transportation ministry had stalled the order, which was eventually canceled. Prime minister of the Czech Republic Andrej Babiš and prime minister of Hungary Viktor Orbán visited Israel to discuss cooperation in vaccine research and development with Prime Minister Netanyahu. During the trip, Prime Minister Babiš also opened a diplomatic office in Jerusalem. The Czech Republic received a donation of COVID-19 vaccines from Israel earlier this month. A Los Angeles judge ruled to deny pro-Israeli lawyer David Abrams’s request to publicize the list of 64 presenters at a 2018 conference sponsored by Students for Justice in Palestine at the University of California – Los Angeles (UCLA). Abrams, who works for the Zionist Advocacy Center, claimed he was looking for information related to “anti-Israel terrorists” but was ultimately not allowed to dox the pro-Palestinian activists. The Wall Street Journal reports that the secret U.S.-backed effort to build a relationship between Israel and Saudi Arabia has ground to a halt recently following the Saudi government’s removal of 2 top officials involved in the killing of a dissident journalist in Istanbul on 10/2. The killing and the ensuing international outcry have reportedly restricted Saudi crown prince Mohammed bin Salman’s “room to maneuver” and “dampened [his] appetite for risky foreign policy endeavors.” Israeli prime minister Netanyahu said as recently as last week that the killing of the journalist was “horrific,” but that it did not overshadow the value of a strategic relationship with Saudi Arabia. The U.S. State Department announces that the PLO is no longer allowed to operate an office in Washington because the Palestinians “have not taken steps to advance the start of direct and meaningful negotiations with Israel.” In the same statement, the State Department also denounces the PLO for criticizing a “peace plan they have not yet seen” and refusing to engage with the Trump administration’s peace initiative. The decision to shutter the office was “also consistent with [Trump administration] and Congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court,” according to the statement. Separately, U.S. National Security Advisor John Bolton says that the U.S. plans to shield Israel from any ICC effort to investigate alleged Israeli war crimes and settlement growth (the ICC has been working on a preliminary examination of such allegations since 1/2015). PA prime minister Rami Hamdallah announces that the PA plans to cover the budget deficit facing Palestinian hospitals in East Jerusalem, following the U.S. decision on 9/8 to redirect $25 million in U.S. aid to “other priorities.” “We will continue to meet the basic and urgent needs of our people on every inch of our land,” he says. The PA’s Committee Against the Wall and Settlements announces plans to appeal the Israeli High Court of Justice’s 9/5 decision to authorize the demolition of Khan al-Ahmar, a Bedouin village in the West Bank, at international courts. “[We] will not appeal this decision at Israeli courts anymore because they are a tool of the occupation to legalize theft of Palestinian land,” explains one senior committee member. In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. U.S. Pres. Obama decides to seek the backing of Congress for any attack on Syria, a significant development which he announces in the White House Rose Garden. Such a step delays a potentially imminent strike and has potential to prevent it altogether. Secy. of State John Kerry assures leaders of the Syrian opposition and Saudi Arabia FM Prince Saud al-Faisal that Pres. Obama remains determined to hold the Asad regime to account. Meanwhile, UN chemical weapons experts leave Syria for Lebanon and then fly back to Rotterdam. The team conducted 4 days of inspections and return to the Netherlands with samples for testing.
