In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets. Israeli forces also leveled agricultural land near Bethlehem. 13 Palestinians were arrested during late-night raids in and around Shufa, Dheisheh refugee camp, al-Khader, Beit Fajjar, ‘Anata, and Dura. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In West Jerusalem, 5 Jewish Israelis attacked 1 Palestinian man, stabbing and beating him while he was on his way home after work. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. In Gaza, IDF troops e. of Khan Yunis fire warning shots at Palestinian farmers nr. the border fence, causing no injuries or damage. Off the coast nr. al-Sudaniyya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, thousands of Palestinians attend the funeral of the Palestinian who was killed in Dahaysha r.c. nr. Bethlehem on 2/23. Nr. Hebron, Israeli forces demolish a Palestinian’s home under construction; bar Palestinian shepherds from grazing their livestock outside another village. Also nr. Hebron, the IDF conducts house searches in 1 village, arresting 1 Palestinian; patrols in 2 villages. Nearby, an Israeli settler hits a Palestinian with his car, moderately injuring him. Israeli settlers set fire to a mosque nr. Bethlehem late at night, leaving racist “pricetag” graffiti. In s. Israel, Israeli forces demolish 4 homes belonging to a bedouin Palestinian family. In East Jerusalem, Israeli forces conduct house searches and raids in Issawiyya and the Old City, arresting 4 Palestinians; they detain 5 Palestinian women as they exit Haram al-Sharif. PA Dep. PM and National Economy Min. Mustafa Mohammed Mustafa announces that PA ministers have agreed to nullify the preliminary agreement signed by the private firm Palestine Power Generation Company (PPGC) on 1/5/2014 to import $1.2 b. worth of natural gas from Israel over 20 years. A PPGC source tells news site al-Araby al-Jadeed that the deal was suspended last summer due to disagreements over certain terms with the consortium formed by Noble Energy and the Delek Group. Mustafa adds that the PA will instead focus efforts on developing natural gas fields off the coast of the Gaza Strip. (AJD 2/25; MEE 2/27; EI 3/8)

The boycott of 6 Israeli consumer products companies in the West Bank goes into effect, with enforcement teams visiting shops in Ramallah. Senior Fatah official and chair of the National Comm. against Israeli Punitive Measures Mahmoud al-Aloul says that any seized products will be destroyed on 2/25. Al-Aloul announced the boycott on 2/9. It is not sanctioned by the PA. (WAFA 2/25; HA 3/9)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for a 3d day in a row. In the West Bank, Israeli forces demolish a Palestinian’s workshop in Jalazun r.c. nr. Ramallah. Later, Israeli soldiers violently disperse Palestinians protesting the occupation and distributing Christmas gifts in Bethlehem. IDF troops also arrest 1 Palestinian youth n. of Hebron and fire tear gas canisters at Palestinian students in c. Hebron, then close down a nearby checkpoint when the students throw stones. Meanwhile, the IDF conducts house searches and arrest raids in a village nr. Ramallah; patrols nr. Hebron. In East Jerusalem, dozens of rightwing Jewish activists enter Haram al-Sharif and tour the area. Pres. Abbas says that the PA will “no more deal with the Israeli govt.” if the UNSC fails to pass the res. proposed on 12/17. Hamas opposes the res. and calls for its withdrawal. (IMEMC, JP, MNA 12/23)

Revoking its 2011 approval of the Delek Group-Noble Energy alignment, the Israeli Antitrust Authority recommends that the 2 U.S. and Israeli energy companies either sell off their shared stake in offshore natural gas fields or end their cooperation agreement. (TOI 12/23; JP, JTA 1/4)

In the Gaza Strip, 1 Palestinian dies and 2 are injured in an explosion nr. al-Bureij r.c., while 1 other Palestinian dies in another explosion in the same camp, a mbr. of Hamas’s Izzeddin al-Qassam Brigades. Both are suspected to be “work accidents.” Israeli forces open fire on Palestinian protesters close to the border fence nr. al-Shuhada’ cemetery in the n. Gaza Strip, wounding 5. In the West Bank, the IDF evicts Palestinian activists at the ‘Ayn Hiljeh protest camp in the Jordan Valley, lightly wounding 35. Subsequently, activists establish a new protest village in al-Joula in the n. Jordan Valley. The IDF clashes with protesters in Jalazun r.c. and in Silwad nr. Ramallah, with 12 wounded by live ammunition in the former, and 10 wounded by rubber-coated metal bullets in the latter. The IDF patrols in Nablus and 1 nearby village, 2 villages nr. Hebron and 1 village each nr. Jenin and Nablus at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Kafr Qaddum (2 struck by tear gas canisters and 2 with rubber-coated metal bullets) and Nabi Salih (3 struck by tear gas canisters and 1 with a rubbercoated metal bullet). Australia’s Woodside Petroleum Ltd. takes a 25% stake in Israel’s large Leviathan gas field in the e. Mediterranean, as Israel takes a step toward becoming a natural gas exporter. (REU 2/7)

The Israeli cabinet approves (16–3, with 1 abstention) a plan for the Bedouin communities in the Negev that would see thousands of so-called unrecognized villages destroyed and their populations forcibly relocated to governmentapproved towns. The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 nr. Salfit in the afternoon, and in Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Aida r.c. nr. Bethlehem, Tulkarm, and 1 village each nr. Tunisian pres. Moncef Marzouki postpones his visit to the Gaza Strip (see 1/20) until 3/2013, following discussion with Palestinian pres. Abbas, in order to ‘‘allow the path of reconciliation to progress.’’ Meanwhile, spokesperson for the Palestinian reconciliation comm., Abdul Aziz Qudaih, says that Morocco has pledged $500 m. to support reconciliation efforts, money to be used for compensation payments for those injured or who suffered property damage during Hamas-Fatah fighting in 2007. Turkish media report that the country’s dep. min. for energy and natural resources, Murat Mercan, has told Israeli Foreign Ministry official Michael Lotem that Israel’s energy cooperation with Cyprus would stand in the way of any proposed Israel-Turkey natural gas pipeline. Bayt Umar to nearby Palestinian lands confiscated for the expansion of Karme Tzur settlement, injuring 2 Palestinians and arresting 1. Egypt sends 250 tanks and armored vehicles, 1,000 special forces, and 1,000s of police into the n. Sinai (including the Rafah area) to secure the region after a series of attacks on the natural gas pipeline (see 7/30) and increased attacks on Egyptian police by suspected al-Qa‘ida-inspired Islamists groups.
