The Israeli cabinet approves (16–3, with 1 abstention) a plan for the Bedouin communities in the Negev that would see thousands of so-called unrecognized villages destroyed and their populations forcibly relocated to governmentapproved towns. The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 nr. Salfit in the afternoon, and in Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Aida r.c. nr. Bethlehem, Tulkarm, and 1 village each nr. Tunisian pres. Moncef Marzouki postpones his visit to the Gaza Strip (see 1/20) until 3/2013, following discussion with Palestinian pres. Abbas, in order to ‘‘allow the path of reconciliation to progress.’’ Meanwhile, spokesperson for the Palestinian reconciliation comm., Abdul Aziz Qudaih, says that Morocco has pledged $500 m. to support reconciliation efforts, money to be used for compensation payments for those injured or who suffered property damage during Hamas-Fatah fighting in 2007. Turkish media report that the country’s dep. min. for energy and natural resources, Murat Mercan, has told Israeli Foreign Ministry official Michael Lotem that Israel’s energy cooperation with Cyprus would stand in the way of any proposed Israel-Turkey natural gas pipeline. The unofficial conversation took place during the Eurasian Economic Summit held in Istanbul. (REU 1/27)

IDF troops on the Gaza border e. of al-Bureij r.c. arrest 3 Palestinian laborers who attempt to sneak into Israel to find work. The IDF enters Araba village nr. Jenin, raids and confiscates materials fr. a protest tent set up in solidarity with jailed Islamic Jihad spokesman Khader Adnan, who has been on hunger strike since 12/17/11 to protest his detention without charge; the homes of several protest organizers and participants are also raided and searched. The IDF also patrols in 3 villages n. of Ramallah in the morning, in 1 village nr. Qalqilya in the afternoon, and in 2 villages nr. Salfit and 1 nr. Qalqilya late in the evening. The IDF also conducts late-night house searches nr. Salfit. Jewish settlers fr. Halamish settlement enter nearby Nabi Saleh and set fire to a mosque; the fire is quickly extinguished. Unidentified assailants blow up Egypt’s natural gas pipeline to Israel for the 12th time in the past yr. No group takes responsibility. Israel generates 40% of its electricity fr. natural gas, and 43% of that natural gas is supplied by Egypt. (NYT 2/5)

At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. Israel deports the 1st 36 foreign activists (fr. Belgium, Germany, and Spain) detained as participants in the Welcome to Palestine air flotilla; others will be deported as soon as flights are available. A Freedom Flotilla II boat tries to deport in Crete but is turned back by the Greek coast guard. A Knesset committee disqualifies (3-5) a bill submitted by Israeli Palestinian MK Ahmad Tibi (United Arab List) that would amend the 3/2011 “Nakba Law” (see Quarterly Update in JPS 160) to bar state funding to any organizations or authorities that deny the Nakba, arguing that it “rejects Israel as a Jewish and democratic state.” (JP 7/4; WP 7/5)
