In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. The bill was co-sponsored by Chris Coons (D-DE), Patrick Leahy (D-VT), Chris Van Hollen (D-MD), Catherine Cortez Masto (D-NV), and Dianne Feinstein (D-CA). (Congress 4/11; HA, WAFA 4/18)

In the West Bank, IDF troops shoot and kill a Palestinian man in c. Hebron after he stabs and injures an Israeli soldier. Late at night, the IDF raids several homes owned by the man’s family in a village nr. Hebron, issuing 2 arrest summons and confiscating property. During the day, IDF troops patrol in 1 village nr. Tulkarm and 2 nr. Ramallah. Nr. Qalqilya, 2 Palestinian children are injured in an explosion of suspected unexploded ordnance. Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 2 boats. In East Jerusalem, Israeli security forces clash with stone-throwing residents of al-Tur, Silwan, and Issawiyya hours after the killing of a Palestinian at a checkpoint in the area on 4/24; 26 Palestinians are injured by rubber-coated metal bullets, around 50 suffer tear gas inhalation, and 1 Israeli police officer is hurt. Later in al-Tur, a Palestinian driver rams a car into a group of Israeli police officers, injuring 3. (They will arrest the man early on 4/26.) In the Gaza Strip, the union of hospital sanitation workers goes on a full strike following weeks of partial strikes protesting the govt.’s failure to pay them since 6/2. Off the coast nr. Gaza City, Israeli naval forces open fire on a Palestinian fishing boat, critically injuring 1 fisherman. IDF troops along the e. border open fire on agricultural lands, causing no injuries. In the West Bank, a Palestinian man enters a supermarket in Mishor Adumim, an Israeli industrial zone in the Ma’ale Adumim settlement bloc, and stabs 2 Israeli settlers, lightly injuring them. An off-duty Israeli security officer shoots him in the leg and the Israeli police detain him. Later, 2 Palestinian men are arrested in connection with the incident and IDF troops raid the injured man’s home in al-‘Izzariya. Separately, IDF troops shut down a secondary school nr. Nablus after a group of Palestinians throws stones at Israeli vehicles on a nearby road on 12/2. IDF troops patrol in ‘Askar r.c. nr. Nablus and 1 area in the e. part of the city, sparking clashes with residents and shooting 1 Palestinian in the foot. Israeli forces deliver demolition orders and stop-work notices to Palestinians in 2 villages nr. Bethlehem. The IDF conducts arrest raids and house searches nr. Nablus, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces enter the Jabal Mukabir neighborhood, sparking clashes with stone-throwing Palestinians nr. the homes of the 2 Palestinian men who were killed after they attacked a West Jerusalem synagogue on 11/18. During the clashes, Israeli forces detain 1 Palestinian boy and injure others with tear gas canisters and rubber-coated metal bullets. Separately, Israeli forces arrest another Palestinian boy in Silwan. Meanwhile, around 300 Israeli security officers escort multiple construction vehicles into Shu‘fat r.c., and they demolish around 20 stores and the abandoned Cola building for the expansion of an Israeli checkpoint. None of the Palestinian proprietors were notified prior to the demolition. Also, Israeli forces raid the home of a Palestinian reporter with Ma‘an News Agency. The soldiers detain his brother and father and tell the reporter that they will not be released until he turns himself in, which he does soon after. Reps. of all the parties in the Knesset meet and agree to hold elections on 3/17/2015. Following the meeting, the full body votes in favor of dissolving the 19th Knesset. This vote constitutes a 1st reading, and like any bill it must pass 2 more (both scheduled for 12/8) before being implemented. (AFP, IHY, JP, TOI, YA 12/3)

Off the shore of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, an unknown gunman opens fire on Israeli forces at Beitunia checkpoint nr. Ofer prison, causing no injuries. The IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in Hebron and 4 nearby villages, and 2 villages nr. Salfit at night; patrols in 1 village nr. Ramallah in the morning, and in Hebron and 3 nearby villages and 4 villages nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 are wounded by tear gas canisters. In East Jerusalem, Israeli security forces storm Haram al-Sharif to suppress a post-prayers demonstration in support of Palestinian prisoners, wounding 28. (MNA 6/13; PCHR 6/19)

In response to the kidnapping of 3 Israeli teenagers on 6/12, the IDF erects numerous roadblocks and begins intensive raids in the Hebron region. PA security services spokesperson Adnan Dmeiri says that the PA is not responsible for the safety of settlers and that the area in question is under Israeli security control. Hamas spokesperson Husam Badran, meanwhile, calls on Palestinians to return the West Bank to its “natural place as the focal point of the struggle and resistance.” U.S. Secy. of State Kerry calls Pres. Abbas to discuss several issues, including the missing teenagers, and asks the Palestinian leader to help in the search. Kerry also speaks with PM Netanyahu. (HA, MNA 6/13)

In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 1 village nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and in Tubas at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Bethlehem (al-Ma‘sara), causing no serious injuries except 1 in Bil‘in, struck with a tear gas canister. Jewish settlers cut down 20 Palestinian-owned olive trees nr. Hebron, while in a separate incident, settlers vandalize Palestinian homes in the n. West Bank. UN High Commissioner for Refugees Antonio Guterres tells a news conference in Geneva that the number of Syrian refugees in neighboring countries could double to 3.5 million by the end of the year, with an anticipated half of all Syrians requiring humanitarian aid in the same time frame. Following the Austrian govt.’s recall of its UNDOF members on 7/6, Russian pres. Vladimir Putin offers to replace all 380 with Russians. UN spokesperson Martin Nesirky says that Putin’s offer, while appreciated, cannot be accepted due to the Syria-Israel Disengagement Agreement not permitting the participation of permanent members of the Security Council in UNDOF. Hamas’s acting PM in Gaza Ismail Haniyeh authorizes a senior CEC team to begin updating Gaza’s voter rolls, in keeping with agreements reached in Cairo on 5/20/12. The CEC estimates that since the rolls were last updated for the 1/2006 elections, the number of eligible but unregistered Gaza voters has grown to as many as 250,000. (NYT 5/29)

In Hamza village, just n. of Jerusalem, Israeli security forces demolish a gas station, car wash, 2 auto body shops, and 2 cafeterias, confiscating several motorcycles, fuel pumps, gasoline, and equipment. Deeper in the West Bank, IDF soldiers nr. Qalqilya fire tear gas, stun grenades at a group of Palestinian laborers attempting to cross into Israel without permits to find work, causing no injuries but starting a small fire that burns a grove of 20 Palestinian olive trees. The IDF patrols in 2 villages nr. Ramallah and 1 nr. Jenin in the morning; in 1 village nr. Jericho in the afternoon; and in 2 villages each nr. Ramallah, Salfit, and Tulkarm and 1 nr. Jenin late at night. The IDF also conducts late-night arrest raids, house searches in Kafr Qaddum and nr. Hebron, Qalqilya, and Salfit. (PCHR 5/31; OCHA 6/1)

A Turkish court indicts 4 fmr. senior IDF commanders (fmr. IDF chief of staff Lt. Gen. Gabi Ashkenazi and those who headed the Israeli navy, air force, and military intelligence) who were in authority when Israel killed 9 Turks aboard the Mavi Marmara aid flotilla ship to Gaza in 2012 (see QU in JPS 157). The 4 officials are unlikely to appear for trial but may be tried in absentia. (NYT, WP 5/29; NYT 6/5)

The Washington Post runs (5/28) a special report alleging proof of an elaborate plan orchestrated either by Iranback Hizballah elements or operatives based in Iran to assassinate U.S. embassy officials and their families in Azerbaijan. The U.S., however, refrains at this stage from accusing Iran or Hizballah of direct involvement. (WP 5/28)

Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue.
