In the West Bank, Israeli forces shot and injured 3 Palestinians, including a medic, with baton rounds during a late-night raid in Beita; others suffered tear-gas related injuries. Israeli forces issued a stop-work order for a house in Masafer Yatta. 11 Palestinians were arrested during late-night raids in Aida refugee camp, Azza refugee camp, Beit Umar, and Qalandia refugee camp. In Gaza, 3 Palestinians were arrested by Israeli forces near the Gaza fence east of Rafah (WAFA, WAFA, WAFA 9/14; PCHR 9/21; UNOCHA 9/26)

Israel closed crossings to the West Bank and Gaza for the Rosh Hashanah holiday. The crossings will remain closed until the night of 9/17. The PA called the closure racist and harmful to the Palestinian economy. (HA, WAFA 9/14)

Palestinian prisoners called off a hunger strike scheduled to begin today, saying that the Israeli government had suspended its plans to reduce family visits. (WAFA 9/14)

Lebanese parliament speaker Nahib Berry said a ceasefire had been reach in Ain al-Hilweh refugee camp. 16 people have been killed and some 150 injured since 9/7. (MEMO 9/14)

2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

PA finance minister Shukri Bishara said that the amount of funds from the PA tax revenue that Israel has withheld since 2019 had reached $800 million. (QDS, WAFA 9/14)

Israeli authorities claimed that they had seized 16 tons of ammonium chloride bound for Gaza from Turkey. Israel said the ammonium chloride can be used for making rockets and Israel has banned the import of the substance to Gaza. (HA, REU 9/14)

PA president Mahmoud Abbas arrived in Havana for the Group of 77+ China summit. Abbas met with Cuban president Miguel Díaz-Canel on the first day of his visit. (QDS, WAFA, WAFA 9/14)

Israeli prime minister Benjamin Netanyahu’s office said that he and U.S. president Joe Biden will meet on the sidelines of the UN General Assembly next week. Netanyahu’s office also said that he will meet with South African tech billionaire and owner of X, formerly known as Twitter, Elon Musk in California on 9/18. Musk has been under fire from the Anti-Defamation League for promoting anti-Semitism on X.  (AX 9/12; ALM, AX, HA, HA, REU 9/14)

Times of Israel reported that Saudi Arabia will co-host an event focused on revamping efforts to end the Israeli occupation of Palestine called “Peace Day Effort for Middle East Peace” on the sidelines of the UN General Assembly annual meeting. The event is also sponsored by the Arab League, the EU, Jordan, and Egypt. Neither the PA nor Israel was invited to partake in the event. (TOI 9/14; QDS 9/15; TOI 9/18)

The U.S. decided to withhold $85 million in miliary aid to Egypt due to Egypt’s decision not to release political prisoners. The funds will be redirected to Taiwan and Lebanon, which will receive $55 million and $30 million respectively. (AJ, MEE 9/14)

In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. In the West Bank, Israeli settlers with military escort raided Halhul, vandalizing 1 mosque; Israeli forces shot and injured 2 Palestinians with live ammunition and others with baton rounds and tear gas when the Palestinians confronted the settlers. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Abbas also met with Jordanian foreign minister Ayman Safadi in Ramallah. (WAFA 5/31; AX, WAFA 6/1)

Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. The statement comes after reporting in the Times of Israel that the U.S. had given up on its plans due to the instability in the Israeli government coalition. (REU 5/31; MEMO 6/1; AX 6/4)

15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

Lebanese parliament reelected Nabih Berri of the Amal Movement as speaker at the 1st parliamentary session of the newly elected parliament. Speaker Berri, who received 65 of 128 votes, has been the speaker of the parliament since 1992. (AJ, HA, MEMO, REU, REU 5/31)

In the West Bank, Israeli settlers attacked Palestinians in Burin, throwing Molotov cocktails at several homes. Israeli settlers also assaulted 1 Palestinian man working his land near Ya‘bad, causing bruises. Israeli forces violently dispersed Palestinian protesters in Bazariya, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 2 with baton rounds and 7 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Sharaf, injuring 1 with a baton round and 23 with tear gas. Israeli forces also violently dispersed Palestinian protesters near Tulkarm, causing tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalama checkpoint, causing tear-gas related injuries. In East Jerusalem, some 70,000 Israeli settlers and racist right-wing Israeli activists marched through the Old City, chanting racist and Islamophobic slogans like “Death to Arabs,” insulting the Prophet Muhammad, and mocking the death of Al Jazeera journalist Shireen Abu Akleh during the annual flag march; Israeli forces violently dispersed Palestinians protesting the march; 81 were injured by baton rounds and pepper spray, 23 of whom were treated at hospitals. More than 60 were arrested, only 2 of which were Israeli settlers. Israeli settlers also attacked several Palestinians and their property in the Old City, including with assault and pepper spray. More than 2,500 Israeli settlers led by MK Itamar Ben-Gvir also toured the Haram al-Sharif compound, raising Israeli flags. Elsewhere, after the flag march, Israeli settlers attacked Palestinians and their property, including several vehicles in Sheikh Jarrah, assaulting 1 Palestinian journalist covering the events for the Israeli public broadcaster Kan. In Gaza, Israeli forces opened fire at Palestinians east of al-Qarara and Gaza City; no injuries were reported. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Arroub refugee camp, injuring 2 minors with rubber-coated bullets and others with tear gas. 6 Palestinians were arrested during late-night raids in Silat al-Harithiya, Madama, Jericho, Beit Fajjar, and Hebron. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. The 6 companies were said to have been targeting some 50,000 people. (HA 12/16; AJ 12/17; HA 12/21)

AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, unidentified assailants set fire to a cherry orchard in the Israeli settlement Kfar Etzion overnight, causing moderate damage. Israeli settlers then set fire to a Palestinian wheat field near Hebron and spray racist graffiti on the walls of a home nearby. Israeli settlers also cut down approximately 1,000 grape vines in a Palestinian agricultural area outside Halhul village near Hebron. Meanwhile, IDF troops conduct raids in Balata refugee camp near Nablus late at night, sparking clashes with stone-throwing Palestinian minors; 3 Palestinians are injured. They also arrest 8 Palestinians during raids near Qalqilya, Jenin, Hebron, and Ramallah. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries (2 fishermen are arrested). The Organization for the Prohibition of Chemical Weapons (OPCW) announces that the State of Palestine deposited an instrument of accession to the Chemical Weapons Convention on 5/17/17 (the State of Palestine is set to formally adopt the convention on 6/16/18). Meanwhile, U.S. officials say that the Trump administration is considering punitive measures against international organizations that accept Palestine as a member, including the OPCW. In a similar vein, the Times of Israel reports that the Trump administration is considering action against the Palestine Liberation Organization (PLO) office in Washington in response to the Palestinians’ 5/22 referral to the ICC. Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. The 4/15 draft includes an implied threat, stating: “The PA is no longer as was agreed and this situation cannot continue.” (Times of Israel 4/15; NYT, WP 4/18)

IDF troops on the s. Gaza border e. of Khan Yunis fire into Gaza for unknown reasons, wounding a Palestinian man in Khuza’ village, 2,000 m. from the border (well outside the 300-m. no-go zone). In the West Bank, the IDF imposes a late-night curfew on Kafr Haris village nr. Salfit and escorts at least 3,000 Jewish settlers into the village to perform religious services at a local holy site; the group stays for 6 hrs., attacking and beating Palestinians who venture onto the street; the IDF arrests 1 Palestinian. The IDF conducts latenight patrols in Tulkarm, firing tear gas and stun grenades at stone-throwing youths who confront them and searching 1 home. Across the West Bank, Palestinians demonstrate in solidarity with the 4,000 Palestinians held in Israeli jails to mark Prisoners Day. IDF troops fire live ammunition, rubbercoated steel bullets, tear gas, and stun grenades at 1 group demonstrating outside Ofer prison nr. Ramallah, wounding 2. About 1,200 Palestinian prisoners declare a hunger strike to protest their conditions and detentions without trial. (According to B’Tselem, there are currently about 320 administrative detainees, down from about 800 in 2007.) About 10 Palestinians have already gone on hunger strike, including 2 who have been granted early release (including Khader Adnan, who is freed today and Hana Shalabi, freed on 4/1) and 2 (Islamic Jihad mbrs.
