In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. One family rejects the body of their relative when they discover it is frozen, allegedly in violation of the deal they made with the Israelis (they had agreed to limit the size of the funeral and deposited a NIS 20,000 [around $5,250] guarantee). Israeli forces arrest a Palestinian woman at Haram al-Sharif after she confronts Jewish Israeli MK Shuli Mualem-Rafaeli. In the West Bank, IDF troops raid a number of quarries nr. Qalqilya, confiscating millions of dollars’ worth of equipment. They also raid a number of chicken farms and erect a mobile checkpoint outside a village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. The IDF violently disperses stone-throwing Palestinians in a village nr. Tulkarm, causing no serious injuries; raids a village council’s office in a village nr. Bethlehem, destroying property and breaking its main doors; conducts further raids and house searches nr. Tulkarm, Jenin, Nablus, and Bethlehem, arresting 4 Palestinians, issuing arrest summons to 2, and confiscating property; and patrols nr. Tulkarm, Jenin, and Hebron. Israeli forces begin razing 650 dunams (around 160 acres) of Islamic Waqf–owned land nr. Jericho, and confiscate heavy equipment from a factory nr. Bethlehem. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Activities in the Territories Unit (COGAT) disputes this figure, saying that only 612 dunams will be seized and incorporated into the nearby settlement of Eli. (MNA, WAFA 3/21; EI 3/30)

At the annual AIPAC conference in Washington, leading presidential candidates Hillary Clinton and Donald Trump present their foreign policy ideas and pro-Israel credentials. All the remaining candidates, except Sen. Bernie Sanders, are set to address the conferees (AIPAC rejected Sanders’s offer to give a speech via satellite after he declined to attend). Along Gaza’s border, IDF troops shoot and moderately injure a Palestinian nr. al-Maghazi. In the West Bank, Israeli police arrest a Palestinian at a checkpoint e. of Jerusalem on suspicion that she was planning a stabbing attack. IDF troops conduct raids in 2 villages nr. Hebron, damaging property and sparking clashes with stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids and house searches in and around Hebron, Jenin, Nablus, Bethlehem, and Ramallah, arresting 10 Palestinians. Israeli forces demolish an animal barn nr. Hebron and erect concrete barriers nr. the Gush Etzion junction s. of Bethlehem, where 10 Palestinians have been killed in alleged attacks since 10/2015. Late at night, they carry out the punitive demolition of the Hebron home of the Palestinian driver who was killed on 11/4/2015 after allegedly ramming 2 Israeli soldiers. In East Jerusalem, an Islamic Waqf guard intervenes to stop a Jewish Israeli tour guide from performing prayers at Haram al-Sharif. Israeli police then escort the guide out of the sanctuary. Israeli forces arrest 3 Palestinians during raids in Abu Dis.

Barack Obama leaves office in 1/2017, which might include U.S. support for a new United Nations Security Council (UNSC) res. Obama has not, however, made a final decision on the matter. Meanwhile, Israeli PM Netanyahu cancels his trip to the U.S. to attend the annual American Israel Public Affairs Comm. (AIPAC) conference later this mo. In the West Bank, Palestinian assailants shoot and injure 4 Israeli settlers in a vehicle outside an Israeli settlement nr. Nablus; 1 will succumb to his injuries on 6/30. IDF troops impose a curfew on a nearby village, search the area, and conduct a series of raids. Dozens of Israeli settlers throw stones at Palestinian vehicles on the Ramallah-Nablus road. Earlier, a Palestinian woman stabs an Israeli soldier at a military checkpoint in Bethlehem, moderately injuring her. Israeli forces arrest the Palestinian. The IDF conducts house searches and raids in 4 villages nr. Ramallah, confiscating surveillance and recording equipment; patrols in 2 villages nr. Hebron. In East Jerusalem, Israeli police arrest a Muslim worshipper at Haram al-Sharif after he throws rocks and shoes at Jewish visitors. Palestinian prisoner Adnan ends his hunger strike overnight after making an agreement with the Israeli authorities to release him on 7/12. An Israeli official says that the deal was made after Adnan withdrew his demand that Israel never again administratively detain him. Beginning on 5/5, Adnan’s hunger strike lasted 55 days. More than 100 mi. off the coast of Gaza, Israeli naval forces board, search, and escort the Marianne of Gothenburg, the flagship of the Freedom Flotilla III, toward the port at Ashdod overnight. French FM Fabius proposes the formation of a new international group with a mandate of supporting peace negotiations between Israel and the Palestinians. He describes the group as “a kind of Quartet plus,” referring to the Middle East Quartet, which has been relatively inactive since former Quartet rep. Blair’s resignation. U.S. pres. Obama signs the Defending Public Safety Employees’ Retirement Act into law, renewing his authority to “fast track” approval of trade agreements in Congress. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. The annual American Israel Public Affairs Comm. (AIPAC) conference begins today, with a record-breaking 16,000 in attendance. The organization’s lobbyists will be on Capitol Hill on 3/3 to lobby for the passage of the Iran Nuclear Agreement Review Act and the Nuclear Weapon Free Iran Act. (HA, TOI 3/1, 3/2)

During the day, the IDF launches multiple strikes on targets across the Gaza Strip, killing 21 Palestinians, except during a 5-hour humanitarian cease-fire. After the humanitarian pause, Palestinian groups resume rocket fire into Israel, launching 105 projectiles, 20 of which are intercepted by Iron Dome batteries. One Israeli soldier nr. the border is wounded by a mortar shell just before the end of the pause. Meanwhile, 13 armed Palestinians enter Israel through a tunnel, but their attack is halted by IDF troops. Reports differ on whether or not 1 Palestinian is killed during the attack. Palestinians also launch a drone into s. Israel, which IDF troops shoot down nr. Ashqelon. UNRWA announces that 20 rockets were discovered in an unused school in Gaza, and condemns those responsible for a “flagrant breach” of international law. At approximately 10:30 P.M., the IDF launches a ground invasion of the Gaza Strip, beginning with heavy artillery shelling of Bayt Hanun and Bayt Lahiya in the n. and incursions nr. the border fence to expand the buffer zone. IDF spokesperson Peter Lerner says the invasion has 2 objectives: “to strike Hamas . . . so they do not have the motivation to continue” and “to strike the terrorist infrastructure, the rockets, the tunnels.” During the invasion, 1 Israeli soldier is killed by friendly fire. Hours before the ground invasion starts, the U.S. Senate agrees to a nonbinding res. condemning the rocket fire against Israel and reiterating Israel’s right to defend itself. The res. has 78 cosponsors and the support of many U.S.-based, pro-Israel groups, including AIPAC. (AFP, AP, JP 7/17; AJ 7/18)

In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village nr. Bethlehem at night; patrols in Tulkarm and 1 village nr. Salfit in the morning, in 1 village nr. Hebron in the afternoon, and in 4 villages nr. Hebron, Nablus and 1 village and Balata r.c. nearby, 2 villages nr. Qalqilya and Tulkarm at night. Jewish settlers from Yitzhar chop down an estimated 60 olive trees nr. Nablus. In East Jerusalem, Israeli forces violently disperse Palestinian demonstrators in al-‘Izzariya, a protest in support of defending al-Aqsa mosque from Jewish extremists. There are no serious injuries. The PLO Central Council in Ramallah adopts a plan to pursue efforts to join 63 UN bodies and international treaties, according to a public statement issued on the final day of a 2-day meeting. Separately, PA Pres. Abbas issues a statement to mark Holocaust Day, denouncing the Nazi genocide. Israeli PM Netanyahu dismisses the comments during an interview with U.S. television network CBS, and says that Israel will not negotiate with a Palestinian govt. backed by Hamas. Meanwhile, IDF Maj.-Gen. Yoav Mordechai tells a meeting of the Knesset’s Foreign Affairs and Defense Subcmte. on Judea and Samaria that construction plans for 19 Palestinian villages in Area C of the West Bank have been frozen in response to the reconciliation deal. In addition, U.S. Dep. National Security Adviser Tony Blinken tells CNN that the U.S. is ready to suspend aid to the PA if a unity govt. backed by Hamas fails to recognize Israel. U.S. Special Envoy Indyk leaves Israel for consultations in Washington. EU foreign affairs chief Ashton releases a statement expressing concern over the latest developments in the peace process, and reiterates EU support for the U.S.-led peace talks. She also welcomes the Palestinian unity govt., affirming that it must abide by the principles of nonviolence, recognition of Israel, and commitment to previous agreements. Remarks made by U.S. Secy. of State Kerry on 4/25 at a private meeting in Washington are published by the Daily Beast, in which he says that without a 2-state solution soon, Israel risks becoming an “apartheid state.” In response, pro-Israel lobby group AIPAC says it is “deeply troubled” by the comments. EU foreign policy chief Catherine Ashton says that the EU will ensure new funding guidelines regarding West Bank settlements will not harm relations with Israel, speaking in Vilnius, Lithuania, after a meeting with U.S. Secy. of State John Kerry. Ashton says the guidelines will be implemented “sensitively.” Kerry urges the EU to postpone altogether the new restrictions. (HA, REU 9/7)

U.S. Pres. Obama uses his weekly radio and internet address to reassure Americans of the necessity and limits of a military strike on Syria. A recent poll showed that only 19% of the U.S. public supports an intervention. An AIPAC source tells the media that the Israel lobby organization plans to send 250 activists to lobby lawmakers in Washington during the coming week, to push for support for a military strike on Syria. Meanwhile, EU FMs meeting in Lithuania blame the Asad regime for the use of chemical weapons but do not endorse military action. (AP, REU 9/7)

The Egyptian military launches a major offensive against Islamist militants in the n. Sinai, deploying helicopter gunships and armored vehicles in an attack that kills 9 fighters and wounds another 20. Fifteen are arrested, and 2 Egyptian soldiers are also killed. In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. Pro-Israel groups (including the Anti-Defamation League [ADL] and American Jewish Committee [AJC]) publicly accuse the Center for American Progress (CAP; a Washington-based think tank seen as close to the Obama admin.) of “anti-Semitism,” citing several Twitter posts by CAP staffers to their private Twitter accounts referring to “Israel-firsters” (i.e., Americans who put Israel’s national interests before America’s) and accusing AIPAC of pushing the U.S. toward war with Iran. The ADL and AJC allege that the private Tweets are part of a “very troubling” pattern of “anti-Semitism and borderline anti-Semitism” at CAP. Former AIPAC spokesman Josh Block says that the pro-Israel groups went public with their complaints only after CAP officials ignored a compilation of CAP staffer’s writings and public statements that he quietly presented to them in 12/2011 that he said amounted to “outrageous vilification of pro-Israel Americans.” CAP says it is “baffled and appalled” by the charges.
