In the Gaza Strip, Palestinians fire a rocket into s. Israel, causing no damage or injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the n. West Bank, a Palestinian dies at a checkpoint en route to work inside Israel, apparently caused by overcrowding. In Bethlehem, Palestinians throw a pipe bomb at Rachel’s Tomb, lightly injuring 1, while separately, Palestinians throw an improvised explosive device at a military base nr. Bethlehem, causing no damage or casualties. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and nearby Balata r.c., and in 1 village each nr. Tubas and Tulkarm at night; patrols in 1 village each nr. Ramallah and Tulkarm in the morning, and in Tulkarm and 1 village each nr. Hebron and Ramallah at night. Jewish settlers attack a school and water reservoir in Urif village nr. Nablus, provoking clashes with Palestinian residents. Israeli forces arrive and fire tear gas at the Palestinians. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. In the West Bank, IDF troops conduct 2 separate incursions nr. Khan Yunis and in the c. Gaza Strip to level land by the border fence. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, Nablus and ‘Ayn Bayt al-Ma’ r.c. and 2 nearby villages at night; patrols in 1 village each nr. Hebron and Jenin at night. Jewish settlers destroy 50 olive trees in the s. Hebron hills. In East Jerusalem, Palestinian activists drill a hole in the separation wall nr. Abu Dis. (MNA 10/3; PCHR 10/10)

Israeli and Palestinian negotiators meet for the 1st time after a hiatus of about 2 weeks, discussions attended by U.S. envoy Martin Indyk. (HA, REU, JTA 3/10)

During talks in Jerusalem, U.S. secy. of state Clinton warns Israeli PM Netanyahu not to take extreme measures in response to the Palestinians’ UN bid expected at the upcoming UN General Assembly (UNGA) session on 11/29, for fear of provoking the PA’s collapse. The U.S. specifically urges Israel not to build in the area of the West Bank nr. East Jerusalem known as E1. Meanwhile, aides to Palestinian pres. Mahmud Abbas say that he has no choice but to seek UN recognition after Hamas emerged with its reputation intact or even boosted after Israel’s Operation Pillar of Defense. (HA, JP, AP 11/23)

IDF troops open fire on Palestinians demonstrating nr. the Gaza border, killing 1 Palestinian and wounding 18. Palestinian amb. to the UN Riyad Mansour submits a formal protest to the UNSC. In addition, 2 Palestinian fighters die from their wounds sustained during Operation Pillar of Defense, raising the comprehensive Palestinian death toll to 162. (AP 11/23; PCHR 11/29)

In the West Bank, the IDF conducts raids in 1 village nr. Ramallah in the morning; conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon and in Nablus at night. Israeli soldiers violently disperse the weekly nonviolent demonstrations held by Palestinians, Israelis and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 Palestinians are shot in the leg with rubbercoated metal bullets. Senior Israeli officials reveal that Israel and Turkey have resumed talks on ending the diplomatic crisis between the 2 countries that has dragged on since the attack on the Gaza-bound freedom flotilla in May 2010 (see the Quarterly Update in JPS 157). The Israeli sources report a meeting in Geneva in the past week between Israeli PM Netanyahu’s envoy Yosef Chiechanover and Turkish Foreign Ministry undersecretary Feridun Sinirliog˘lu. (REU 11/23)

Jewish settlers destroy 30 olive trees in a Palestinian grove in the south Hebron hills. Suspected Jewish extremists firebomb a Palestinian taxi traveling nr. Kefar Etzion settlement s. of Bethlehem, injuring the 6 passengers. Israeli PM Benjamin Netanyahu subsequently writes to Palestinian Authority (PA) pres. In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

U.S. special envoy Mitchell begins a 2-day trip to Israel and Ramallah to discuss settlement construction with Netanyahu and PA pres. Mahmud Abbas. (WP 9/16; WJW 9/17)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

Arafat, en route to Damascus for talks with Syrian pres. Bashar al-Asad, receives word that the visit has been postponed. Shortly thereafter, Peres announces that he will meet with Arafat on 9/26. Although Israeli-Palestinian violence increases today, Sharon does not cancel the mtg. Acceding to Israeli demands to curb incitement, Arafat closes a photo and art exhibit on the uprising in Nablus that features a mock-up of the Jerusalem pizzeria bombed on 8/9. Palestinians fire 2 mortars in Gaza, 1 landing inside the Strip, the other inside Israel, neither causing damage. The IDF forcibly moves 16 bedouin fr. Hebron Hills into area A; opens fire on a Palestinian vehicle nr. Yatta, wounding 4 Palestinians.
