In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. After meeting with UK Foreign Secy. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. In Vienna, reps. of Iran and the P5+1 group end the round of talks that began on 6/16. Iranian FM Zarif says “there has been progress, but major disputes remain.” The diplomats began drafting a final agreement during this 5-day round of talks. A 6th and final round of talks in Vienna is scheduled to begin on 7/2, ahead of the 7/20 deadline. Separately, the IAEA releases a report saying that Iran has eliminated almost all of its most sensitive stockpile of enriched uranium. (AJ, BBC 6/20)

In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Khan Yunis to level land. They are targeted by an explosive device which damages a vehicle but causes no injuries. In response, the soldiers open fire, wounding 1 Palestinian farmer, and fire mortar shells into an open field, causing no injuries. In the West Bank, IDF troops demolish 20 Palestinian-owned structures in n. Jordan Valley village Jiftlik. The IDF conducts house searches and arrest raids in 3 villages nr. Ramallah, 1 village each nr. Hebron and Nablus and Aida r.c. in Bethlehem at night; patrols in Hebron in the afternoon, and in 2 villages nr. Jericho and al-‘Arub r.c. at night. The International Atomic Energy Agency (IAEA) announces that it has agreed on 5 new transparency measures with Iran, including an investigation into alleged previous efforts to develop atomic weapons. PA Pres. Abbas meets a Hamas delegation in Ramallah, including ‘Aziz Dwayk, the speaker of the Palestinian Legislative Council. This is the 1st meeting between Abbas and Hamas leaders in 2 years. Palestinian sources tell the media that a unity govt. will be announced before the end of 5/2014, and that it will consist of 15–16 ministers. (JP, MEMO 5/12) 

At an Israeli Independence Day celebration organized by the Israeli Embassy in Washington, U.S. National Security Adviser Rice says that Iran must agree to “verifiable action” to satisfy concerns about its nuclear program, as part of a final deal. Meanwhile, representatives of the IAEA and Iran hold a meeting to review progress on implementing transparency measures. No details are released. (AP, REU 5/12)

Israeli newspaper Haaretz reports that Martin Indyk will resign from his position as U.S. special envoy for Israeli-Palestinian negotiations in light of the breakdown in negotiations, citing unnamed Israeli officials. Indyk reportedly blames Israel primarily for the failure, specifically highlighting the consequences of settlement construction. (HA, JTA, ToI 5/5)

PA Pres. Abbas holds talks with Hamas leader Khalid Mish‘al in Doha, and later meets with Qatari emir Shaykh Tamim Bin-Hamad al-Thani. Hamas releases a statement describing the meeting as “positive.” The Palestinian leaders’ discussions focus on the formation of a Palestinian unity govt., which is expected to be formed within 2 weeks. Meanwhile, the Gaza-based Interior Ministry announces that it has freed 6 prisoners from Fatah. (Fatah says that 40 of its mbrs. are still in prison. Hamas puts the number at under 20). Hamas authorities also announce that al-Quds newspaper will be distributed once again in the West Bank starting 5/7. Hamas PM Ismail Haniyeh’s adviser Issa Nashar urges Pres. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Bilateral relations will now be conducted directly “through non-resident charge d’affaires and officials,” according to a UK Foreign Office spokesperson. (AFP, AP, REU 2/20)

A second round of UN-sponsored peace talks on Syria gets underway in Switzerland, with no sign of even a modest breakthrough. Meanwhile, Russia and China frustrate efforts to draw up a UNSC res. that would raise the prospect of sanctions against Damascus without unrestricted access for the delivery of humanitarian aid. Reps. from Russia promise to veto the res., saying that it would prepare the way for military strikes against the Syrian govt. Meanwhile, the OPCW says in a statement that Syria has shipped a 3rd batch of chemical weapons material out of its territory via an internationally accompanied Norwegian cargo vessel. The head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that Tehran has developed new, more powerful centrifuges, used for enriching uranium. Salehi claims that the development does not violate the 6-mo. interim deal that went into effect on 1/20. Meanwhile, Pres. Ruhani states that the country’s doors are open to IAEA inspectors. The Egyptian military demolishes 7 smuggling tunnels under the Gaza Strip border, and also, in a separate development, authorities close the Rafah crossing after keeping it open for 3 days. During this time, 1,922 people left Gaza for Egypt, with 1,120 crossing in the other direction. Also, the Egyptian military kills 16 suspected militants in air strikes in the Sinai Peninsula. UN Secy.-Gen. Ban Ki-moon withdraws the invitation to Iran to join the Syria peace talks, after the SNC threatened to cancel its own participation should reps. from Iran attend. The UN Secy.-Gen.’s spokesperson Martin Nesirky says that Ban is dismayed at Iran’s refusal to endorse the 6/30/12 Geneva Communiqué, as demanded. Ban later says that he thought he had reached an “oral understanding” with Iranian FM Zarif, before extending the invitation. Iranian spokesperson Marzieh Afkham says that Ban’s change of mind shows he faced “some pressure.” (AP, REU 1/20; AP 1/21)

The 6-mo. interim deal reached by reps. from Iran and the P5+1 on 11/24/13 goes into effect. Iran unplugs banks of centrifuges and the EU and U.S. partially lift sanctions, and focus turns to a new phase of negotiations aimed at securing a permanent agreement. EU foreign affairs chief Ashton says she hopes a new round of talks with Tehran could start within a few weeks. The IAEA reports that Iran has begun diluting its stockpile of enriched uranium and that enrichment at the Natanz plant is suspended. (AP, REU 1/20)
