Israel’s Justice Min. Ayelet Shaked says that the proposed release of Israeli spy Pollard from U.S. prison in 11/2015 is not connected to Israel’s complaints about the nuclear deal announced by Iran and the P5+1 on 7/14. Meanwhile, U.S. atty. gen. Loretta Lynch says that the Justice Dept. “will not interfere” in Pollard’s case, meaning that she will not seek to accelerate or delay his release beyond the standard parole procedures. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. The comm.’s decision is transferred to the Ethics Comm. for approval, and Joint List MKs vow to appeal the decision to the High Court of Justice. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30. In the West Bank, Israeli forces uproot olive trees and demolish a car wash on about 20 dunams (around 5 acres) of Palestinian land nr. Bethlehem; confiscate grocery stalls along bypass road Route 60. IDF troops conduct raids and house searches in Jenin, Qalqilya, and 1 village nearby, and 1 village each nr. Ramallah and Bethlehem, arresting 8 Palestinians and assaulting 1; patrols in 2 villages nr. Jericho and 1 nr. Hebron. In n. Israel, Israeli forces demolish a Palestinian home in Kafr Kanna claiming that it was built without a permit. Hebron mayor Dawud al-Zaatari announces that Israel’s Coordinator for Govt. Activities in the Territories (COGAT) office has approved the reopening of around 70 Palestinian shops in c. Hebron on 6/19. The IDF closed over 500 Palestinian shops in Hebron at the beginning of the 2d intifada in 2000. Meanwhile, the Knesset votes to extend for another year a law that allows the govt. to withhold citizenship or residency from Palestinians from the oPt who are married to Palestinian citizens of Israel (PCI). UNRWA comm.-gen. Pierre Krähenbühl reiterates that the agency is operating with a $101 m. deficit for core programs, and says that it might be forced to suspend all activities by 9/2015 unless donors give more money. UNRWA’s operating costs run at around $35 m. per mo. (MNA, UNRWA 6/15)

An Israeli delegation headed by National Security Adviser Yossi Cohen arrives in Washington, for talks with U.S. officials on the P5+1’s ongoing negotiations with Iran ahead of the 6/30 final agreement deadline. The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Iranian and U.S. officials meet in Geneva and hold their 1st official, bilateral talks since the beginning of the Vienna negotiations between reps. of Iran and the P5+1 powers on 1/20. Attended by Iran’s Dep. FM Araghchi along with U.S. Dep. Secy. of State William Burns, and Under Secy. of State Wendy Sherman, the discussions are intended to overcome the impasse reached in Vienna and make it possible to reach a comprehensive agreement by the 7/20 deadline. An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Iran’s official news agency IRNA reports that Iranian FM Zarif will lead the nuclear negotiation team at a new round of talk with the P5+1 group on 10/15–16, but will only attend the opening session before handing over to Dep. FM Abbas Araqchi. The U.S. delegation is reportedly set to include Undersecy. of State Wendy Sherman—who will lead the team—as well as sanctions expert Adam Szubin, the director of the Treasury Dept.’s Office of Foreign Assets Control, or OFAC. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous week: (1) Israeli authorities demolished a Palestinian home in East Jerusalem’s al-Tur neighborhood (marking the 1st residence demolished in East Jerusalem for 2 mos.) and ordered a Palestinian family to demolish an addition to their home; (2) the IDF removed a major roadblock on the main north–south road to Hebron, significantly reducing travel times between Hebron and 4 villages to the east; and (3) 2 Palestinians died and 4 (including a teenager) were injured in 4 smuggling tunnel accidents on the Rafah border. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)
