In Gaza, Hamas police shut down the offices of mobile phone company Jawwal (Hamas ordered the company to close on 6/26). Israeli forces on the Gaza border e. of Khan Yunis conduct a limited incursion to level land nr. the border fence. In the West Bank, IDF troops shoot and injure a Palestinian man at the Qalandia checkpoint. IDF troops later conduct a raid in a nearby village, sparking minor clashes with stonethrowing Palestinian youths. The IDF conducts a late-night raid on offices of the Palestinian Water Authority in a village nr. Ramallah, confiscating 2 computers; patrols during the day in 2 villages nr. Hebron. Israeli settlers assault a Palestinian man with sticks and stones nr. Ramallah, moderately injuring him. In East Jerusalem, Israeli settlers spray price-tag graffiti on a wall in Bayt Safafa. Following Palestinian attacks on 6/29, Israeli authorities set new restrictions on Palestinians entering Jerusalem, rolling back some of the restrictions loosened for Ramadan on 6/16. Specifically, women between 16 and 30 and men under 50 will need a permit to enter the city on Fridays. (HA, MNA 7/1)

Following a meeting of senior PLO officials in Ramallah, PA pres. Abbas fires PLO secy.-gen. Yasser Abed Rabbo, citing his absence from recent meetings. Abed Rabbo responds to the announcement of his firing by saying, “Abbas does not have the authority to fire me. The only party that is authorized to do so is the PLO Exec. Comm., which has to hold a general meeting.” Senior PLO officials also approve a temporary cabinet “shuffle” as negotiations continue on the formation of a new consensus govt. Abbas assigns PM Hamdallah to make “slight changes” to the govt., reportedly shifting 5 ministers. (JP, MNA, TOI 7/1)

The U.S. State Dept. issues a special statement clarifying that, while the Obama admin.“strongly opposes” BDS efforts targeting Israel, it does not have a similar stance regarding “Israeli-controlled territories,” referring to the anti-BDS provision that became law as part of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 on 6/29. In the West Bank, an Israeli man from Beersheba goes missing nr. Hebron. IDF troops conduct a number of searches in surrounding villages and set up numerous mobile checkpoints in an effort to find the man and his alleged kidnappers. The man is found alive 10 hours later nr. Hebron, having staged the kidnapping for “romantic purposes.” Nr. Salfit, Israeli forces demolish 120 olive trees. The IDF conducts house searches and raids in 2 villages nr. Jenin, arresting 1; patrols in 6 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Qalqilya. They also arrest Palestine Legislative Council (PLC) member and PFLP activist Khalida Jarrar in al-Bireh nr. Ramallah for allegedly violating restrictions on her movement. (She will be ordered to serve 6 mos. administrative detention on 4/5) A Palestinian man stabs an Israeli soldier nr. Nablus after IDF troops detain him and 5 other Palestinians attempting to cross over the separation wall. Israeli settlers throw stones at 2 Palestinian houses in a village nr. On a visit to Hebron, PA PM Hamdallah says that Israel has still not transferred the recently unfrozen tax revenues to the PA as the Israeli PM’s office announced it would on 3/27. PA Pres. Abbas threatens to lodge a complaint with the ICC if the Israeli govt. does not transfer the funds. (MNA 4/2; TOI 4/3)

Israel’s Supreme Court rules in favor of Palestinian petitioners hoping to avert an Israeli plan to extend the separation wall through their land nr. Jerusalem. The plan, which has been contested since the IDF ordered it in 2006, would have expropriated of 3,000 dunams of private Palestinian and Vaticanowned land. (AP, MNA, TOI, YA 4/2)

Israeli PM Netanyahu and Energy and Water Minister Silvan Shalom authorize a $500 m. deal between the Delek Group and Noble Energy (energy companies in control of Israel’s offshore Tamar natural gas field) and 2 Jordanian companies that would ship 1.87 b. m3 of natural gas to Jordan over the next 15 years. In Lausanne, Switzerland, reps. of the P5+1 and Iran extend their 3/31 deadline, then agree on “key parameters” for a Joint Comprehensive Plan of Action (JCPOA) in their negotiations over Iran’s nuclear program. They will continue to negotiate on technical details ahead of their 6/30 deadline for a JCPOA. Pres. Obama says he will begin talks with congressional leaders to find a way for Congress to play a constructive oversight role in the implementation of the agreement. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve.
