In the West Bank, Israeli settlers encroaching on Palestinian-owned lands in Nil‘in were forced to leave after being confronted by Palestinians. 4 Palestinians were arrested in al-Khadir, Nablus, and Hebron. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, Israeli naval forces opened fire at Palestinian fishermen on 2 separate occasions, damaging 1 boat with live ammunition; no injuries were reported. After speculation of whether the PA would cancel the upcoming Palestinian elections, citing Israel’s unwillingness to allow Palestinians in East Jerusalem to partake, Hamas said that it opposes postponing elections while calling East Jerusalem “a red line.” Hamas cited the Oslo Accords as a legal argument for why Palestinians in East Jerusalem should be allowed to partake. According to unnamed PA sources, PA president Mahmoud Abbas should already have made the decision to postpone the elections. Israel has not officially said if it will allow Palestinians in East Jerusalem to partake in Palestinian elections. Israeli deputy prime minister and defense minister Benny Gantz was appointed as justice minister 1 day after Benjamin Netanyahu, who is standing trial for bribery, fraud, and breach of trust, tried to appoint a member of his own party, Ofir Akunis, as justice minister. The Israeli supreme court voided the appointment of Akunis hours after he was given the portfolio. (ALM, HA, HA, JP 4/28)

In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

In the West Bank, Israeli settlers opened fire at 2 Palestinian children near Yatta; no injuries were reported. 5 Palestinians were arrested during late-night raids in and around Dura, Bayt Ula, Sa‘ir, and Dheisheh refugee camp; during the raid in Dheisheh refugee camp, Israeli forces shot and injured 3 Palestinians with live ammunition. PA health minister Mai al-Kaila said that the PA will receive a donation of 100,000 doses of Sinopharm COVID-19 vaccine from China. Health Minister al-Kaila also said she had urged COVAX to stand by its initial promise of providing vaccines for Palestinians. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. The former Fatah politician Mohammad Dahlan claimed responsibility for the shipment as he is a close advisor to the UAE crown prince Mohammed bin Zayed. (HA, REU, WAFA, WAFA 3/11)

Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from communicating with 50 Palestinians in the West Bank, including PA president Mahmoud Abbas and all members of the Fatah Central Committee. (WAFA 3/11)

PA president Mahmoud Abbas, in his capacity as leader of Fatah, ejected Nasser al-Kidwa from the Fatah party because al-Kidwa had announced he would run on his own electoral list in the upcoming Palestinian elections. (AJ, ALM, AP, HA, YNET, WAFA 3/11)

Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. It was later reported that Netanyahu had ordered Israeli air space closed to Jordan in retaliation, but that the Israeli transportation ministry had stalled the order, which was eventually canceled. Prime minister of the Czech Republic Andrej Babiš and prime minister of Hungary Viktor Orbán visited Israel to discuss cooperation in vaccine research and development with Prime Minister Netanyahu. During the trip, Prime Minister Babiš also opened a diplomatic office in Jerusalem. The Czech Republic received a donation of COVID-19 vaccines from Israel earlier this month. A Los Angeles judge ruled to deny pro-Israeli lawyer David Abrams’s request to publicize the list of 64 presenters at a 2018 conference sponsored by Students for Justice in Palestine at the University of California – Los Angeles (UCLA). Abrams, who works for the Zionist Advocacy Center, claimed he was looking for information related to “anti-Israel terrorists” but was ultimately not allowed to dox the pro-Palestinian activists. The UCLA police had concluded that none of the speakers were “terrorists.” (PalLegal 3/11; LAT 3/17)

In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. Islamic Jihad said the group would not run in the elections but that they would not interfere with them. (AJ, AP, HA, WAFA 2/9; HA, AP 2/10)

German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, Israeli forces opened fire at 1 Palestinian vehicle at a checkpoint near Jenin, puncturing its tires; no injuries were reported. Israeli forces also delivered demolition notices for 8 Palestinian-owned homes in Duma. 11 Palestinians were arrested during raids in Abu Dis, Kaubar, Dheisheh refugee camp, Jenin, Hebron, and Nablus. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur. In Gaza, 2 rockets fired from the strip landed in the Mediterranean Sea, after which Israeli aircraft fired 1 missile at al-Qarara and 3 missiles at al-Shuka, damaging agricultural lands; no injuries were reported. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. According to Haaretz, the 2 countries have been asked by Palestinian leaders to help facilitate the parliamentary and presidential elections. PA prime minister Mohammed Shtayyeh also said that the PA has asked Israel to allow Palestinians in East Jerusalem to participate in the elections. (HA, TOI 1/18)

The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population. In the West Bank, Israeli forces shot and injured 1 Palestinian during clashes in Jericho. Israeli forces also sealed the entrance to Asira. Elsewhere, Israeli forces razed land in Jalud to expand a nearby settlement, and demolished residential tents and agricultural structures in Kisan. 5 Palestinians were arrested, including 2 who were shot by live ammunition and injured by Israeli forces near the entrance to Kafr Malik; 2 during raids in and around Jalazun refugee camp and Bayt Umar; and 1 at the Allenby border crossing. Fatah and Hamas leaders said they have agreed to the 1st Palestinian elections since 2006. Fatah official Jibril Rajoub said that “[w]e have agreed to first hold legislative elections, then presidential elections of the Palestinian Authority, and finally the central council of the Palestine Liberation Organization.” A member of the Fatah Central Committee also said that “[w]ithout Jerusalem, there will be no elections.” It is unclear how national elections will include East Jerusalem as Israel refuses to let Palestinian East Jerusalemites participate in Palestinian elections. Foreign ministers of Jordan, Germany, Egypt, and France held a joint press conference in Amman, calling for resumption of Palestinian-Israeli peace negotiations. The 4 foreign ministers also praised the UAE and Bahrain’s normalization deals with Israel. (AJ 9/24)

At the UN General Assembly, the king of Bahrain Hamad bin Isa al-Khalifa said, via video link, that Bahrain’s normalization of ties with Israel will help facilitate a 2-state solution and that Bahrain still adheres to the parameters stipulated in the Arab Peace Initiative. (AJ 9/24)

Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements.
