In the West Bank, an Israeli settler was filmed shooting a Palestinian man point-blank in the stomach, critically injuring him during a settler raid in al-Twana. Israeli settlers also shot and injured 3 Palestinians with live ammunition in Nablus, Elsewhere, Israeli settlers vandalized 2 agricultural structures and uprooted fruit trees in Masafer Yatta, damaged vehicles near Nahalin, and homes in Silat ad-Dhahr. Israeli forces shot and killed 15 Palestinians, including 3 minors, during raids in Tulkarm, Beit Furik, Beit Ula, al-Ram, Atuf, Biddu, Bayt Liqya, and Hebron. Israeli forces also violently dispersed Palestinian protesters in Halhul, Dheisheh refugee camp, Qalandia, Huwwara, Budrus, al-Khader, Bethlehem, al-Twana, Jenin, Hebron, and Qalqilya, injuring 53 with live ammunition and baton rounds. An Israeli soldier was killed in friendly fire in Nablus. 36 Palestinians were arrested during late-night raids in Hebron, Fawwar refugee camp, Qalqilya, Dheisheh refugee camp, Beit Umar, and Halhul. In East Jerusalem, Israeli forces killed 2 Palestinians children in Isawiya. Israel also refused Palestinians under the age of 35 entry to the Haram al-Sharif compound. In Gaza, 70 Palestinians following Israeli evacuation orders were killed and more than 200 wounded in an airstrike on a road. Around 300 others were also killed and more than 1,100 were injured in Israeli airstrikes throughout Gaza. Israeli forces also made incursions into Gaza, retrieving the bodies of several Israelis. Rockets were fired at Israel from Gaza; no deaths were reported. In Lebanon, Israeli forces killed Reuters journalist Issam Abdullah and injured 6 others in a missile strike. Al Jazeera said Israel targeted the group of journalists intentionally. The Gaza Ministry of Health said that as of 2 p.m. at least 1,799 Palestinians had been killed and 7,388 had been injured in Israeli airstrikes on Gaza since 10/7. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Hamas said 13 of the captives from Israel, including foreign nationals, have been killed in Israeli airstrikes in the past 24 hours. Israel said it hit 750 targets overnight and destroyed 12 high-rise buildings within a minute. 51 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 11 children. More than 700 have been injured. Israeli officials said 1,300 Israelis and foreign nationals have been killed and 3,436 injured since 10/7. The UN reported that 423,378 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Israeli military told around 1.1 million Palestinians in the northern part of Gaza, including Gaza City, that they should flee south within the next 24 hours. UN spokesperson Stephane Dujarric said that would have “devastating humanitarian consequences” and strongly appealed to Israel to rescind the order. Many countries also called on Israel to reverse its order. The WHO called relocating severely ill people a “death sentence.” UNRWA offered its staff and their families shelter at an UNRWA compound in southern Gaza but said it did not have plans to evacuate Palestinians sheltering in UNRWA schools throughout Gaza as it does not have any capacity in the south and has no means of transporting the many thousands of people. Hamas’ refugee affairs authority called on Palestinians to remain in their homes, calling the Israeli evacuation order “disgusting phycological war.” Egypt moved thousands of troops to its Gaza border to prevent Palestinians fleeing Israeli attacks from breaching the border fence. Adalah, the Public Committee Against Torture in Israel, Physicians for Human Rights Israel, ACRI, and HaMoked sent letters to National Security Minister Itamar Ben-Gvir, Attorney General Gali Baharav Miara, and Israel Prison Service head Katy Perry demanding that water and electricity be restored in the security wings of Israeli prisons that hold Palestinians. After meeting Lebanese caretaker prime minister Najib Mikati and Hezbollah secretary-general Hassan Nasrallah in Beirut, Iranian foreign minister Hossein Amir-Abdollahian warned Israel that if it does not stop its attacks on Gaza the war could spread to other parts of the Middle East. U.S. secretary of defense Lloyd Austin III arrived in Israel to meet with Israeli leaders. Secretary of State Antony Blinken arrived in Jordan for meetings with Jordanian king Abdullah II and PA president Mahmoud Abbas. Abbas told Blinken that Hamas does not represent the Palestinian people and called for the opening of humanitarian corridors and for aid to enter Gaza. Blinken offered condolences for the Palestinian victims of the Israel-Hamas war. Abbas also spoke with Canadian prime minister Justin Trudeau. 55 members of Congress wrote a letter to U.S. president Joe Biden, urging him to pressure Israel to protect civilians in Gaza. The New York Times and NBC News reported that they had obtained documents that allegedly show how Hamas instructed militants to target schools and seize captives during its 10/7 operation. Israeli schools were closed on 10/7 as it was a Saturday. The documents were allegedly found on the bodies of militants killed by Israel and were labeled “top secret” in Arabic. The Huffington Post reported that the U.S. State Department was telling its diplomats not to use the terms “de-escalation/ceasefire,” “end to violence/bloodshed,” and “restoring calm,” when referring to Israel and Gaza. (AJ 10/13)

In the West Bank, Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work by the separation wall near al-Yamun. Israeli forces violently dispersed Palestinian protesters near Dura and in al-Arroub refugee camp, causing tear-gas related injuries. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The resolution was cosponsored by representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), Cori Bush (D-MO), Chuy García (D-IL), Marie Newman (D-IL), Raúl Grijalva (D-AZ), and André Carson (D-IN). The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. Israeli forces shot and injured 7 Palestinians trying to enter Israel for work through the separation barrier near Far‘un. Israeli forces also seized heavy machinery used to rehabilitate a road in Kardala. 10 Palestinians were arrested during raids in and around Bayt Umar, Sabastiyya, Qabatiya, Jalazun refugee camp, and Nahalin. In East Jerusalem, 6 Palestinians were arrested during raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd and stole 2 sheep south of Hebron. Israeli forces injured 1 Palestinian man with live ammunition by the separation wall north of Qalqilya. Israeli forces also delivered 1 demolition order for a house under construction in al-Khadir. 9 Palestinians were arrested, including 8 during late-night raids in and around Nahalin, Ya‘bad, Far‘un, and Hebron; 1 was shot and injured before being arrested near Taqqua after allegedly throwing stones at settler vehicles. During a separate raid in Kobar, 1 Palestinian was injured by live ammunition. In East Jerusalem, 1 Palestinian woman from Silwan died of the COVID-19 virus; she is the 2d Palestinian to succumb to the virus in East Jerusalem. Israel ordered PA police not to enter Kafr ‘Aqab, which is located within East Jerusalem but on the West Bank side of the separation wall, after local activists requested the PA police to help enforce a lockdown. Israel has not been helping local authorities impose the lockdown. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet to his head and damaging 1 boat. In Gaza, Israeli forces opened fire on Palestinian farmers near Khuza‘a and made incursions to level land east of Jabalia. In the West Bank, Israeli forces shot and killed 1 Palestinian minor in Hebron during clashes between Israeli forces and Palestinians protesting the U.S. peace plan. Israeli forces demolished a shack and seized another 1 north of Ramallah, delivered a demolition notice for a structure in Sabastiyya and a stop-work order for a playground in Susiya. Israeli forces cleared a settlement outpost near the Ofra settlement, leading to clashes with Israeli settlers. 19 Palestinians were arrested during late-night raids in and around Hebron, Jenin, Nablus, Qalqilya, Salfit, and Birzeit. Israeli settlers threw stones at Palestinian vehicles in Nahalin, causing damage to 2. In East Jerusalem, 2 Palestinian families were ordered evicted from their homes in Silwan to allow Israeli settlers to move in. In Gaza, 3 rockets were launched at Israel and Israeli forces struck targets in Khan Yunis, firing at least 4 missiles; no injuries were reported, but damage was reported in Gaza. Israel reduced the Gaza fishing zone from a maximum 15 nautical miles to 10 nautical miles. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian home and greenhouse under construction in Nahalin village near Bethlehem. They also demolish a Palestinian home in al-Matar, a suburb of Jerusalem; dismantle and confiscate a makeshift Palestinian residential structure near Bethlehem; arrest 10 Palestinians during raids near Qalqilya, Jenin, Ramallah, and Hebron; and patrol near Nablus, Hebron, Bethlehem, and Ramallah. Unidentified assailants throw a pipe bomb at IDF troops outside Yabad village near Nablus, causing no injuries. Israel’s Public Security Minister Gilad Erdan announces his intention to propose a series of measures meant to “worsen” the conditions of Palestinians in Israeli prisons. “The party is over,” he says. Erdan says he will propose reductions in water supplies, halts to PA support, reduced autonomy for certain prisoners, and an end to the separation of prisoners affiliated with Hamas and Fatah. “We don’t fear threats or strikes,” he adds. Erdan reportedly intends to bring up the proposals to the Israeli cabinet within the week, with a goal of implementing them within the year. (HA, TOI 1/2)

In the West Bank, IDF troops shoot and injure a Palestinian amid clashes sparked by a raid in Nahalin village near Bethlehem late at night (1 Israeli soldier is lightly injured during the clashes). They also arrest 5 Palestinians during late-night raids near Jenin, Bethlehem, and Hebron; and patrol near Qalqilya and Hebron. Israeli settlers enter ‘Ayn al-Sultan refugee camp near Jericho late at night, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Palestinian is injured. A delegation of Hamas officials arrives in Cairo to continue backchannel talks on the stalled Palestinian reconciliation process and a possible long-term cease-fire with Israel. Meanwhile, there are reports in the Palestinian press that Norway is mediating a possible prisoner swap deal between Hamas and Israel. The deal would likely see the return of the remains of the 2 IDF soldiers and Israeli civilians allegedly being held in Gaza and the release of a number of Hamas-affiliated prisoners in Israel. Meanwhile, a Palestinian is killed in clashes between stonethrowers and IDF troops in al-‘Arub r.c. that erupt when Israeli forces patrol in the camp. They also conduct late-night house searches and raids in al-Fawar r.c. and 3 villages nr. Hebron, Tulkarm and Tulkarm r.c., 2 villages nr. Nablus, and 1 each nr. Ramallah and Jenin, arresting 17 Palestinians. Israeli forces demolish 7 residential structures, 6 animal shelters, and a water pipeline in and around alFarisiya village in the n. Jordan Valley. PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks.
